    Demystification of Artificial Intelligence in Education – How much AI is really in the Educational Technology?

    The data-driven development of education through Learning Analytics in combination with Artificial Intelligence is an emerging field in the education sector. In the field of Artificial Intelligence in Education, numerous studies and research have been carried out over the past 60 years, and since then drastic changes have taken place. In the first part of this paper we present a brief overview of the current status of Learning Analytics and Artificial Intelligence in education. In order to develop a better understanding of the relationship between Learning Analytics and Artificial Intelligence in education, we outline the relationship between the two phenomena. The results show that the previous studies only vaguely distinguish between them: the terms are often used synonymously. In the second part of the paper we focus on the question why the European market currently has hardly any real applications for Artificial Intelligence in education. The research is based on a meta-investigation of data-driven business models, in particular the so-called Educational Technology providers. The core of the analysis is the question of how data-driven these companies really are, how much Learning Analytics and Artificial Intelligence is applied and whether there is a causal connection between the growth of the Educational Technology market and the application relevance of Artificial Intelligence in Education.     The further training and qualification of employees are central success factors of digital change. The central challenge is to offer these customized services and not to presuppose acceptance, but rather to regard it as a target value. However, this will only happen if the employees are seen as partners and their needs and understanding are taken into account in the long term. Against this background, this article proposes an approach to realize further education as a personal service. For this purpose, a brief outline of the basic competence requirements of digital change is given first. Afterwards, the current situation of in-company continuing training in the digital transformation will be examined. A quantitative survey was conducted over a period of six months to determine how employees perceive the digital transformation of their company and the resulting needs for continuing vocational training. Based on this, three current paradoxes are derived, which can be prevented by conducting continuing education as personal service. Recommendations and solutions will be discussed and further research is needed

    Drivers of training participation in low skilled jobs. The role of ‘voice’, technology, innovation and labor shortages in German companies

    This article investigates the role of ‘voice’, technology, innovation (of products, services, or processes) and labor shortages in the training participation of low skilled workers in German companies. By building on the key findings of previous research, hypotheses on drivers of training participation are derived from filter theory and the concept of social embeddedness. Regression and cluster analysis based on the German IAB Establishment Panel (wave 2011) show evidence that training participation is shaped by ‘voice’-related institutional company characteristics such as employee representation or formalized HR practices. Both characteristics often cluster together. Regression analyses confirm that companies in this cluster train a higher share of their low-skilled workforce. The share is particularly high when companies in this cluster face labor shortages. Apart from that, advanced technology and recent innovations at the company level are not related to higher rates of training participation among low skilled workers

    When Do Companies Train Low‐Skilled Workers? The Role of Institutional Arrangements at the Company and Sectoral Level

    The article investigates how institutional arrangements at the organizational and sectoral level affect the likelihood and size of employer investments in continuing training for low-skilled workers in Germany. By building on comparative political economy and organizational theory, hypotheses are derived and tested. Regression analysis based on the IAB Establishment Survey (waves 2011 and 2013) shows evidence that the training participation of low-skilled workers is related to institutional differences between sectors and organizations. At the organizational level, structures of employee representation and formalized HR policies are positively associated with higher rates of training participation among low-skilled workers. Moreover, there is evidence that low-skilled workers benefit in organizational clusters that are characterized by structures of employee representation, formalized HR practices, and bargaining coverage. At the sectoral level, this study finds evidence that low-skilled workers in the health care and manufacturing sector are more likely to receive continuing training

    Ein außergewöhnliches Jahr liegt hinter uns. Die Corona-Pandemie hat unser aller Leben stark beeinflusst – privat wie beruflich. Dabei hat die Digitalisierung in der Krise einen deutlichen Schub erfahren. Relativ schnell gelang es uns, nicht nur den eigenen Institutsbetrieb auf den neuen Modus umzustellen, sondern auch mit der in unserem Haus verfügbaren Expertise zu den gesellschaftlichen Aspekten digitaler Technologien nach außen zu wirken. Es ist nicht übertrieben zu sagen, dass Corona so etwas wie ein außerplanmäßiges Querschnittsthema am Institut geworden ist. Uns interessieren dabei nicht nur die unmittelbaren, sondern auch die langfristigen Folgen der Digitalisierungswelle im Zuge der Krise

    Widerstand und die Formierung von Ordnung in der digitalen Konstellation

    Wird digitaler Widerstand in der Politischen Theorie zum Thema, so meist mit einem Fokus auf (neue) Formen zivilen Ungehorsams wie Hacktivismus. Der Aufsatz bietet hierzu eine Alternative, indem er das Betrachtungsfeld so ausweitet, dass neben diesen Formen auch Strategien des netzpolitischen Protests und der Schaffung alternativen Infrastrukturen in den Blick genommen werden. Die systematisierende und vergleichende Analyse der Entwicklung von Widerstandsformen in der digitalen Konstellation erlaubt es, die Dynamik des Zusammenwirkens von Ordnung und Widerstand besser zu verstehen. Hieraus erwächst eine Kritik der Formierung von Herrschaft in der Gegenwart, welche die depolitisierende Restrukturierung von Handlungsund Möglichkeitsräumen für gesellschaftliche Akteur*innen im Umgang mit digitaler Technik herausarbeitet, was eine politiktheoretische Ergänzung der Kritik von Überwachungspotentialen und Privatisierungstendenzen erzeugt
