The Emergence and Persistence of Online Civic Intervention as a Discourse Norm: A network simulation model
Get PDFDisrespectful, pejorative, and vulgar speech has become a widespread threat to the deliberative potential of today’s online discourses. Yet, while platforms often fail to moderate uncivil content properly, ordinary users increasingly take on responsibility for a functional discourse online. Thus, the present study builds on the concept of online civic intervention (OCI), which is defined as actions taken by users to fight disruptive online behavior. Get PDFSoziale Medien spielen eine paradoxe Rolle für Interessenvertretung in globalen Wertschöpfungsnetzwerken. Zum einen bieten Social-Media-Plattformen Arbeitnehmer*innen und Gewerkschaften die Möglichkeit der Mobilisierung über geografische und institutionelle Distanzen hinweg. Zum anderen lassen diese Plattformen aber auch zu, dass Dritte die digitalen Spuren dieser Kommunikation über Interessenvertretung (z. B. Tweets) extrahieren und verarbeiten. Ziel dieses Beitrages ist es, eine Form dieser Verarbeitung – „Predictive Risk Intelligence“ – als neuen Forschungsgegenstand einzuführen. Anbieter von Predictive Risk Intelligence erstellen, basierend auf Social-Media-Daten, Vorhersagen über Ereignisse wie Streiks und Proteste. Diese Vorhersagen stellen sie anderen Akteuren – beispielsweise Unternehmen – als Dienstleistung zur Verfügung. In diesem Beitrag nähern wir uns dem neuen Forschungsgegenstand über eine Fallstudie zu einem Anbieter dieser Dienstleistung. Ausgehend von der Fallstudie entwickeln wir eine Reihe an Forschungsfragen in Bezug auf etablierte und neue Akteure der Interessenvertretung in Wertschöpfungsnetz- werken. Abschließend diskutieren wir Lösungsansätze für methodische Herausforderungen des neuen Forschungsgegenstandes.Social media play a paradoxical role in matters of interest representation in global value networks. On the one hand, social media platforms offer workers and trade unions the opportunity to move across geographical and institutional borders. On the other hand, these platforms also allow third parties to extract and process the digital traces of this communi- cation about interest representation (e. g. in Tweets). The aim of this paper is to introduce a specific form of processing—„Predictive Risk Intelligence“—as a new object of research. Predictive Risk Intelligence providers use social media data to forecast occurrences such as strikes and protests. They put these predictions at the disposal of other actors – for example, companies – as a service. In this paper, we approach the phenomenon of Predictive Risk Intelligence by means of the case study of a provider of these services. Based on this case study, we develop a set of research questions relating to established and new actors in the field of interest representation in value networks. Finally, we discuss possible solutions for me- thodological challenges of the new object of research

Ideological differences in engagement in public debate on Twitter
Get PDFThis article analyses public debate on Twitter via network representations of retweets and replies. We argue that tweets observable on Twitter have both a direct and mediated effect on the perception of public opinion. Through the interplay of the two networks, it is possible to identify potentially misleading representations of public opinion on the platform. The method is employed to observe public debate about two events: The Saxon state elections and violent riots in the city of Leipzig in 2019. We show that in both cases, (i) different opinion groups exhibit different propensities to get involved in debate, and therefore have unequal impact on public opinion. Users retweeting far-right parties and politicians are significantly more active, hence their positions are disproportionately visible. (ii) Said users act significantly more confrontational in the sense that they reply mostly to users from different groups, while the contrary is not the case.All authors have received funding from the European Union’s Horizon 2020 research and innovation programme under grant agreement No.732942 (www.Odycceus.eu)

Der Weizenbaum Report ist eine jährlich erscheinende Publikation zur politischen Partizipation in Deutschland. Er stellt Befunde der bevölkerungsrepräsentativen Befragung der Forschungseinheit Weizenbaum Panel vor, die seit 2019 durchgeführt wird. Im Zentrum steht die Untersuchung verschiedener Formen politischer Partizipation im Zeitverlauf und ihre Entwicklung unter Digitalisierungsbedingungen. Die zweite Welle aus dem Jahr 2020 legte einen Schwerpunkt auf demokratische Partizipationsformen und ihre gesellschaftliche Verteilungen im Lichte der COVID-19-Pandemie. Die Ergebnisse deuten eine insgesamt stabile demokratische Beteiligung während der Pandemie an, aber zeigen auch soziale Klüfte vor allem in der digitalen Partizipation auf.**English**
The Weizenbaum Report is an annual publication on political participation in Germany. It presents findings from a survey representative of the population conducted by the Weizenbaum Panel research unit since 2019. The focus is on investigating various forms of political participation over time and their development against the backdrop of digitalization. The second wave from 2020 focused on democratic participation forms and their social dispersion in light of the COVID-19 pandemic. Multidimensional Digital Inequalities. Theoretical Framework, Empirical Investigation, and Policy Implications of Digital Inequalities among Older Adults
Get PDFOlder adults represent the fastest-growing age group in the global north and are among the most affected by digital inequality. This study investigates the most important factors related with Internet use among older adults in Switzerland. Hereby, the individual context (i.e., gender, age, education, income, preretirement PC use) is found to be responsible for Internet access and frequency of use, while the support by an individual’s social context is related with inequalities regarding skills, diversity of use, and beneficial outcomes. Our theoretical framework suggests a systematic typology of four distinct relationships between dimensions of inequality. Empirical evidence for maintaining (e.g., income), reinforcing (e.g., age), mitigating (e.g., gender), and modifying relationships (e.g., encouragement by friends and family) support this framework and implications for future research and policy interventions are discussed. It becomes evident that the relationships between the dimensions are crucial for any setting in which digital inequalities are found on multiple dimensions. Given the steady innovation of new technologies and online services, the relevance of a multidimensional perspective is likely to increase
