Can Fighting Misinformation Have a Negative Spillover Effect? How Warnings for the Threat of Misinformation Can Decrease General News Credibility
In the battle against misinformation, do negative spillover effects of communicative efforts intended to protect audiences from inaccurate information exist? Given the relatively limited prevalence of misinformation in people’s news diets, this study explores if the heightened salience of misinformation as a persistent societal threat can have an unintended spillover effect by decreasing the credibility of factually accurate news. Using an experimental design (N = 1305), we test whether credibility ratings of factually accurate news are subject to exposure to misinformation, corrective information, misinformation warnings, and news media literacy (NML) interventions relativizing the misinformation threat. Findings suggest that efforts like warning about the threat of misinformation can prime general distrust in authentic news, hinting toward a deception bias in the context of fear of misinformation being salient. Next, the successfulness of NML interventions is not straight forward if it comes to avoiding that the salience of misinformation distorts people’s creditability accuracy. We conclude that the threats of the misinformation order may not just be remedied by fighting false information, but also by reestablishing trust in legitimate news
“The Boundaries are Blurry…”. How Comment Moderators in Germany See and Respond to Hate Comments
Aggressive and hateful user comments on news sites and social media threaten discussions on the Internet and pose a difficult challenge for content regulation. Previous research has mainly focused on the analysis of moderation strategies in dealing with such comments. In contrast, little attention was paid to the issue of which comments are considered problematic by content moderators in the first place. The answer to this question has more than theoretical relevance, but practical significance against the backdrop of increasing efforts to automate the detection of hate speech or toxicity in user comments. Based on 20 interviews, this paper explores what comment moderators in Germany consider to be hate comments, how they moderate them, and how differences in moderation practices can be explained. Our findings show strong agreement regarding extreme cases of hate comments, whereby there is overlap with the theoretical concept of hate speech, but also forms of incivility. Moreover, the interviews revealed differences in the perception and handling of hate comments, which can be linked to explanatory factors at the levels of the individual, professional routines, and the organization
A Translation Service for Open Data Portals
There exists a huge variety of Open Data portals, some of them providing just a handful, and others tens of thousands of datasets. The datasets they provide are expected to be supplied with metadata describing them. However, this metadata is typically available in one or two languages only, and, if translations exist, they are usually added manually. To build an inclusive data infrastructure, metadata should be available in as many languages as possible. The paper presents an approach for automatic translation of metadata within Open Data portals, based on Semantic Web technologies and using the metadata standard DCAT-AP. Based on this approach, new functionalities are possible, such as enabling users to search for datasets in their native language. The approach was implemented for and tested within a practical application in a production environment

Umkämpfte Globalisierung: Amerikanische und europäische Reaktionen auf Chinas Aufstieg im Hochtechnologiebereich
Der Aufstieg Chinas hat zu einer Reihe von Konflikten mit den führenden westlichen Ländern geführt. Der Hintergrund dieser Auseinandersetzungen besteht darin, dass chinesische Konzerne zu ernsthaften Konkurrenten US-amerikanischer und europäischer Unternehmen geworden sind und die Ordnungsvorstellungen von US- und EU-Machteliten auf der einen und jene Chinas auf der anderen Seite auseinanderdriften. Denn in China sind politische und wirtschaftliche Macht anders organisiert als in den westlichen Marktwirtschaften: Der Parteistaat ist (Teil‑)Eigentümer wichtiger Unternehmen und interveniert offen mit Fünfjahresplänen in die Volkswirtschaft. Die Kommunistische Partei Chinas ist als Regulationsinstanz in Unternehmen präsent. Gleichzeitig organisiert der Parteistaat seine Herrschaft durch Output-Legitimität und funktioniert vielerorts als kennziffergesteuertes, meritokratisches System. Die Expansion des hybriden chinesischen Parteistaatskapitalismus führt deshalb zu einem neuen Systemkonflikt: Wirtschaftlich werden aufstrebende chinesische (Staats‑)Unternehmen zu Konkurrenten, politisch wird die Kontrolle von sensiblen Datenströmen und Infrastrukturnetzwerken zum Streitpunkt. In dem Artikel werden aktuelle Konfliktdynamiken zwischen den USA und China einerseits und der EU und China andererseits in den Bereichen Außenhandel, Investitionen, Hochtechnologie und Industriepolitik aus der Perspektive der Vergleichenden Politischen Ökonomie und des Weltsystemansatzes untersucht. Es werden jeweils Unterschiede in den Reaktionen herausgearbeitet: Die USA setzten auf eine aggressive Handels- und Sanktionspolitik, während die EU mit defensiveren Maßnahmen reagiert hat. Es wird gezeigt, wie diese Konflikte Chinas staatsgetriebene Globalisierungsstrategie verändern und zur Restrukturierung der Weltwirtschaft beitragen

This handbook looks at the impact of digital technology on democratic institutions while implementing international cooperation and development projects. It seeks to inform European Union (EU) staff, in particular staff based in EU Delegations, by providing them with: a short review of existing EU policies and an international framework of digitalisation for development; a presentation of key digitalisation and democracy projects; an analysis that will inform future EU projects supporting democratic governance with digital technology components; examples of good practices; a discussion of practices to avoid; a list of relevant implementation partners
How Research Data Management Plans Can Help in Harmonizing Open Science and Approaches in the Digital Economy
Within this perspective article, we intend to summarise definitions and terms that are often used in the context of open science and data-driven R&D and we discuss upcoming European regulations concerning data, data sharing and handling. With this background in hand, we take a closer look at the potential connections and permeable interfaces of open science and digital economy, in which data and resulting immaterial goods can become vital pieces as tradeable items. We believe that both science and the digital economy can profit from a seamless transition and foresee that the scientific outcomes of publicly funded research can be better exploited. To close the gap between open science and the digital economy, and to serve for a balancing of the interests of data producers, data consumers, and an economy around services and the public, we introduce the concept of generic research data management plans (RDMs), which have in part been developed through a community effort and which have been evaluated by academic and industry members of the NFDI4Cat consortium. We are of the opinion that in data-driven research, RDMs do need to become a vital element in publicly funded project
