Anayasa Mahkemesine Bireysel Başvuru Harcının Hak Arama Hürriyeti Bağlamında Değerlendirilmesi
Bu çalışmada, bireysel başvuru yolunun şekli şartlarından biri olan bireysel başvuru harcı, hak arama hürriyeti bağlamında incelenmiş ve bireysel başvuru yolunun harca tabi kılınmasının hak arama hürriyetine ihlal teşkil edip etmeyeceği hususu aydınlatılmaya çalışılmıştır. Bireysel başvuru yolunun 6216 sayılı Anayasa Mahkemesinin Kuruluşu ve Yargılama Usulleri Hakkında Kanun’un 47. maddesinin 2. fıkrası ile başvuru harcına tabi kılınması, Anayasa Mahkemesinin dayanaksız veya kötü niyetli başvurular ile meşgul edilmemesi, yoğun iş yükünün Anayasa Mahkemesinin etkinliğini zedelememesi ve gerçekten hakkı ihlal edilen bireylerin hukuki süreçlerinin zamanında ve nitelikli kararlarla sonuçlanmasına araç olacağından bahisle gerekli görülmektedir. Diğer yandan ise bireysel başvuru harcı, bireysel başvuru yolunun temel hak ve özgürlükleri koruma amacıyla çelişme ve hak arama hürriyetini sınırlama yönleriyle eleştirilmektedir. Bireysel başvuru yolunun ve Türk hukukunda düzenlenen yargı harçlarının anlam ve kapsamına yönelik kısa bir inceleme sonrasında ele alınan hak arama hürriyeti ve bireysel başvuru harcı ilişkisi değerlendirmesi; bu ilişkinin hassas bir dengeye muhtaç olması tespitini beraberinde getirmektedir. Bu dengenin tesisinde devletin bir kamu geliri olarak bireysel başvuru harcını elde etmedeki menfaatine karşılık, bireyin temel hak ve özgürlüğüne ulaşmadaki menfaati dikkate alınmalıdır. Çalışmada, Anayasa’nın benimsediği sosyal hukuk devleti ve eşitlik ilkeleri gereği bireyin temel hak ve özgürlüğüne ulaşmadaki menfaatinin öncelenmesi ya da temel hak ve özgürlüğüne ulaşmadaki menfaat için kamu geliri alınmasının geciktirilmesi önerilmektedir. Bu çözümün mümkün olmaması halinde ise etkisi kuvvetlendirilmiş adli yardım kurumu ile her iki tarafın menfaatleri arasında denge kurulmalıdır.In this study, the individual application fee, which is one of the formal requirements of the individual application procedure, has been analyzed in the context of the freedom to claim rights with an attempt to clarify whether subjecting the individual application procedure to a fee would constitute a violation of the freedom to claim rights. Subjecting the individual application procedure to an application fee under paragraph 2 of Article 47 of the Law No. 6216 on the Establishment and Trial Procedures of the Constitutional Court is deemed necessary in order to prevent the Constitutional Court from being occupied with baseless or malicious applications, to prevent the heavy workload from harming the effectiveness of the Constitutional Court and to ensure that the legal processes of individuals whose rights have been violated are concluded with timely and qualified decisions. On the other hand, the individual application fee is criticized for contradicting the purpose of the individual application procedure to protect fundamental rights and freedoms and restricting the freedom to claim rights. After a brief examination of the meaning and scope of the individual application procedure and the judicial fees regulated under Turkish law, the evaluation of the relationship between the freedom to claim rights and the individual application fee leads to the conclusion that this relationship needs a delicate balance. In establishing this balance, the state’s interest in obtaining the individual application fee as a public revenue as well as the individual’s interest in achieving his or her fundamental rights and freedoms must be taken into account. In accordance with the principles of social rule of law and equality adopted by the Constitution, it is suggested in the study that the interest of the individual in achieving fundamental rights and freedoms should be prioritised or the collection of public revenue should be delayed for the benefit of the individual in achieving fundamental rights and freedoms. If this suggestion is not possible, it is suggested that a balance should be struck between the interests of both parties through a strengthened legal aid institution
Enhanced UPQC Control Scheme for Power Quality Improvement in Wave Energy Driven PMSG System
This article focuses on enhancing power quality (PQ) in a wave energy-driven permanent magnet synchronous generator (PMSG) system with unbalanced and highly inductive nonlinear loads using a unified power quality conditioner (UPQC). Our proposed control system improves voltage quality, compensates for reactive power, and mitigates harmonics. It ensures constant voltage amplitudes during supply voltage faults, achieving harmonic rejection, reactive power compensation, and enhanced voltage quality through the UPQC's parallel converter. Compared to previous methods, we introduce a frequency-fixed second-order generalized integrator (FFSOGI) quasi-type-1 PLL for efficient load harmonics extraction and source voltage fault detection. Additionally, a robust nonlinear proportional-integral (N-PI) controller, with a feedforward term, regulates the DC-link voltage swiftly and mitigates fluctuations. Our approach ensures compliance with IEEE standards for source current and load voltage harmonics. Comprehensive PSCAD/EMTDC results, utilizing experimental torque and power data from a wave energy converter at the Australian Maritime College model test pool, highlight the advantages of our proposed approach over conventional methods

Comparison of the Effectiveness of Thymoquinone, St. John Wort Oil and Silver Sulfadiazine in Experimental Burn Wounds
We aimed to compare the effectiveness of thymoquinone (TQ), the most important bioactive component of black cumin, St. John wort (SJW) oil, a traditional medicinal plant used in burns, and silver sulfadiazine (AgSD), a well-known antiinflammatory agent used in modern medicine, in an experimental burn rat-model. Sixty-three Wistar-Albino rats were randomly divided into 9 groups (n = 7). TQ and SJW were administered topically and systemically but AgSD was applied topically. Epithelialization, inflammatory cell response, granulation tissue, vascularization, and fibrosis were evaluated. Malondialdehyde (MDA), total antioxidant status (TAS), total oxidant status (TOS), vitamin E, 8-hydroxy-deoxyguanosine (8-OHdG), coenzyme Q10 (CoQ10) were analyzed in serum. Topical TQ accelerated the epithelialization, enabled granulation, vascularization, and fibrosis in wounds (P = .001). Topical and systemic TQ increased Vitamin E levels (P = .003) but reduced TOS and 8-OHdG levels (P = .001). Topical SJW reduced granulation and vascularization. Topical and systemic SJW decreased TOS, MDA, and 8-OHdG levels (P = .001) but increased TAS (P = .001) and Vitamin E levels (P = .003). Topical AgSD reduced TOS, 8-OHdG, and MDA levels (P = .001). Topical and systemic TQ demonstrated significant advantages in accelerating the wound healing process while also enhancing antioxidant defenses and reducing oxidative damage. SJW oil, particularly in topical application, improved epithelialization, and antioxidant status but showed less efficacy in systemic use. AgSD, while effective in reducing oxidative stress, was less successful in promoting wound healing and appeared to delay granulation and fibrosis. Thymoquinone offers superior protective and healing benefits, SJW is effective locally but less so systemically, and AgSD should be used cautiously, potentially combined with antioxidants to mitigate its negative impact on wound healing
