Thirty Years of the South American International Organization of the Southern Common Market (MERCOSUR)
In the course of the prolonged economic and political crises fuelled
by the COVID-19 global pandemic, cooperation among countries in different
areas is perceived as a discouraging or re-encouraging factor necessary for
handling the crises. Since the 2008 global financial crisis, Latin American
countries have been faced with many sensitive issues. One of them relates
to furthering long-term cooperation in economic and political matters as a
prerequisite to avoiding the possibility of inter-state conflicts. This paper
aims to evaluate the nature and validity of multi-level cooperation among
the member states of the international intergovernmental organization
officially known as the Southern Common Market (in Spanish – Mercado
Comun del Sur – MERCOSUR), in conditions that are not at all easy to
overcome the current crisis. The paper emphasizes the necessity of the
MERCOSUR action to stop any turmoil and violence within the states,
especially in countries with weak democracies. Relying on the fact that in
the last thirty years there has been a change in the political climate in the
member states of the MERCOSUR, the paper examines the causes of the
decline in mutual cooperation. The author came to the conclusion that the
current relationship between these member states should be redefined in
the spirit of non-ideological belief. To provide an argument in favor of
redefining relations within the MERCOSUR, the author pointed to the
example of divergent Brazilian policies towards Argentina after 2018, which threatened the survival of the MERCOSUR, especially with the outbreak of
the COVID-19 pandemic
Emerging Multipolarity: A Deeper Understanding Of NATO-China Relations
This paper deals with the research question of how the emerging
multipolar world order affects relations between NATO and the People’s
Republic of China. The authors analyze the changing world order from
unipolarity to multipolarity, the rise of China and Russia as global security
actors, and internal relations among the NATO members. The tested
general hypothesis within this research is as follows: The emerging
multipolarity creates very complex circumstances for adopting the
appropriate NATO strategy to address the rise of China. Taking the above mentioned into consideration and using a glimpse at international relations
theory and the lessons of history, this paper seeks to find the roots of
obstacles to defining an effective NATO strategy to address the rise of
China as a global security actor in the contemporary world. The position
of the Republic of Serbia as a neutral country in the coming multipolarity
order is also examined in light of these findings
Social and economic position of smallholders farmers in Serbia
The paper focuses on the socio-economic factors of small farms in Serbia. Small farms occupy most of
the farmland and, therefore, are very important to economic and agricultural development, although they
achieve lower income and are not as productive as large farms. The authors conducted research and
addressed the key related to the functioning of small farms in the context of the population working in
agriculture. The primary goal of this article was to identify the share of the population working in
agriculture and their income structure, level of education, age, gender, working hours etc. Using a database
of 550 farms, the socio-economic factors were calculated, and then the impact of the selected factors on
economic and sustainable development. Identifying those socio-economic effects may provide
recommendations for the policy of supporting small-scale family farms in the analyzed country
China and Serbia: Transportation Infrastructure Cooperation
PURPOSE OF THE PAPER
Due to the disintegration of Yugoslavia, civil wars, sanctions, inflation,
many economic problems, NATO bombardment, and relatively (un)
successful economic transition and recovery, for many decades,
transportation infrastructure in Serbia has not developed appropriately. For
30 years, the railway in Serbia was not modernized, regional roads were in
poor condition, and the high-speed highways were not in the best shape.
While working on economic recovery after 2001, Serbia slowly started to
rebuild its transportation infrastructure. Funds for infrastructure projects
were provided in several ways. For some of them, Serbia provided money
through its budget. For others, loans were used, which were given either by
international financial institutions or bilaterally negotiated with other
countries. Specifically, transportation infrastructure projects (TIP) in
Serbia, for which China provided loans, were negotiated with China through
the China-CEEC cooperation mechanism and the Belt and Road Initiative.
The paper’s purpose is to explain and assess (evaluate) the cooperation
between Serbia and China in the transportation field.
METHODOLOGY
The author will use descriptive statistics to analyse and evaluate the
results of Sino-Serbian cooperation. Previous research findings about the
importance of transportation infrastructure in developing national
economies will be used as well. Secondary data issued by the Serbian Ministry of Construction, Transport, and Infrastructure about infrastructural
projects in Serbia are also used in the analysis.
PRACTICAL IMPLICATIONS
Transportation infrastructure is the backbone of any economy; without
proper infrastructure, an economy cannot develop. By developing its
transportation infrastructure, the Serbian government is not only
increasing the quality of life of its citizens but is also, at the same time,
providing conditions to improve the domestic economy by enabling better
conditions for enterprises and their work. By looking at the Sino-Serbian
cooperation in the transportation field, we can examine the importance of
those projects for the economic development of the Serbian economy.
FINDINGS
Serbia is cooperating with China on TIP in two ways. The first is by using
Chinese loans, and the second is by solely financing projects on which the
Chinese companies are working. Since Serbia is in the process of joining
the EU, the procedures and standards for building transportation
infrastructure are in line with the EU regulations. Although projects with
China are negotiated and done bilaterally, procedures and standards used
in building transportation infrastructure are according to EU rules. The
achieved results regarding TIP so far are good, with both parties respecting
their responsibilities and obligations. The Serbian economy is benefiting
due to improved transportation infrastructure
The British Isles and Latin American Countries
This paper deals with the relations between the key countries that
geographically belong to the British Isles and Latin American countries.
By using comparative and historiographical methods, the paper intends
to offer an answer to the research question: Does the Republic of Ireland,
due to more historical similarities with Latin American countries than the
other countries of the British Isles, has to have better economic and
political relations with Latin America? The paper is based on the
hypothesis that the Republic of Ireland, through cooperation with the
countries of Latin America (despite specific differences compared to other
countries of the British Isles), strives to exert an identical influence in terms
of the affirmation of Western Christian values in the countries of Latin
America. Finally, it aligns with the EU’s policy of deeper cooperation with
Latin America. After the Introduction, the central section of this paper is
divided into four sub-sections that follow historical events in Ireland and
the United Kingdom as well as their influences on relationships with Latin
American countries, particularly during the Cold War and Post-Cold War
periods. After passing the long territorialization process and during the
Fourth Industrial Revolution, the Republic of Ireland, which
geographically belongs to the British Isles but remained part of the EU
even after the withdrawal of Great Britain, became a country, formally and essentially capable of maintaining its economic, political, and cultural
relationships with Latin American countries. This is the point emphasised in the conclusion
The Geopolitics of Renewables and the Place of the Western Balkans
The energy transition and moving forward towards renewable energy
sources have become one of the top priorities of national agendas in the XXI
century. Related to the energy scarcity challenge, combat against climate change
and environmental protection, renewables are one of the most exploited themes
when it comes to contemporary energy policies. This article should offer insight
into the relationship between renewables and geopolitics, i.e., possible geopolitical
consequences in the context of the new energy race to gain the status of a leader
in the domain of energy transition. Besides, the place of the Western Balkans in
this context is also highlighted due to its high renewable energy potential. In doing
so, this article employs a literature review and the major issues analysed are: 1)
possible geopolitical consequences of the energy transition towards renewables;
2) renewables and their geopolitical importance; and 3) the place and potential of
the Western Balkans countries in geopolitical reconfiguration based on the
transition towards renewables

Perspektive odnosa Rusije i SAD u svetlu rata u Ukrajini: „obuzdavanje 2“
Izbijanje Rusko-ukrajinskog rata zaoštrilo je već prisutnu konfrontaciju Rusije
i Sjedinjenih Država do nivoa kada se bez sumnje može govoriti o novom hladnom
ratu, koji u odnosu na prethodni ima još veći potencijal eskalacije ka direktnom
oružanom sukobu dveju sila. Nakon neuspeha Bajdenove administracije da
„strukturira“ pomenutu konfrontaciju u prvoj fazi nove ukrajinske krize 2021,
Vašington je prešao na novi pristup u odnosima s Rusijom – „obuzdavanje 2“, po
ugledu na hladnoratovsko. Polazeći od neoklasičnog realizma, autor analizira zašto
su SAD i Rusija došle do ove tačke i ima li izgleda da se u budućnosti njihova
konfrontacija ublaži. Zaključak je da se odgovornost za novonastalu situaciju može
naći podjednako na obe strane (u dominantnim revizionističkim spoljnopolitičkim
idejama), kao i u delovanju sistemskih činilaca (raspodeli moći i geopolitičkom
rasporedu), ali i ulozi Ukrajine. U perspektivi, opisano stanje produžiće se i nakon
okončanja rata u Ukrajini, ali bi odgovarajuće izmene kako sistemskih, tako i
unutrašnjih činilaca, mogle da ublaže konfrontaciju
Indija i Australija — (ne)voljni vojno-politički partneri u Indo-Pacifiku
U radu se analizira sve intenzivnije i raznovrsnije političko i vojno
partnerstvo Indije i Australije tokom poslednjih desetak godina.
Autor u radu dokazuje nekoliko hipoteza. Prema prvoj, glavni pokretač
njihovog zbližavanja jeste zajednička bojazan političkih elita dve
zemlje da bi u regionu Indo-Pacifika NR Kina mogla da postane
hegemonska sila, sa ambicijama koje su u opreci sa interesima kako
Indije tako i Australije. Druga hipoteza, usko povezana sa prvom,
izražava stav da Indija i Australija teže održavanju/ obnavljanju i
jačanju ravnoteže snaga, odnosno da kroz međusobno povezivanje vode
klasičnu realističku spoljnu politiku. U trećoj hipotezi se
formuliše pozicija da obe zemlje, kroz spomenuto povezivanje,
sprovode isključivo tzv. meko uravnotežavanje naspram NR Kine, i da
su njihovi podudarni interesi, kapaciteti i komplementarnost
limitirani, i da je mala verovatnoća da bi kratkoročno (1–6 godina)
one mogle da pređu sa tzv. mekog na tzv. tvrdo uravnotežavanje. U radu se
takođe daje kraći pregled istorije odnosa ove dve zemlje
Small-scale farms in the environmental sustainability of rural areas. Opinions of farmers from Poland, Romania and Lithuania
The aim of the article is to assess the environmental sustainability of small-scale farming.
The authors tried to reach the farmers' subjective opinions, their way of thinking, attitudes and determinants affecting environmental performance. The use of in-depth interviews gave a chance to draw
reliable and accurate conclusions on the analysed topic and register many elements that could be
omitted using quantitative methods. Thus, the work forms a complementary part of research on the
sustainability of small-scale farms, which is its main added value. Furthermore, the use of data from
three EU member states – Poland, Romania and Lithuania – provided a basis for comparative analysis. Conclusions proved that small farms perform important environmental functions in rural areas.
It results from the very essence of this type of farm, based on the cultivation of traditions and experience passed down from generation to generation, as well as from the family nature of these units
