    Institutions, sanctioning processes and the management of commons. A field-based analysis of the monitoring, controlling and sanctioning instruments in the communal villages’ Obște

    The aim of this paper is to present an Institutional overview of the Romanian communal village form of property known as Obste and of the difference between “the old” and “the new” Obște. The Obste is the entity which manages the commons held by the villagers in a communal form of property. Usually, the commons managed by the Obste consist of forests, pastures and common infrastructure (markets, schools, ballrooms or even the public lighting system in some cases). The type of commons over which the Obste has a major impact is the forest, because the incentives to exploit it in order to increase the total revenue are much more pressing. The analysis will be based on the institutional analysis and development framework. The analysis will be cross-temporal in the sense that all the communal villages will be analyzed over three time periods: the old Obste (the period until 1948) –, the communist period (1948-1989, when all the communal properties were transferred to state’s property) and the new Obste (1990 – present; a significant moment in this third period was the enforcement of a new law in 2000, which opened the opportunity to re-establish the communal village’s Obste). The focus of the paper will be on the effects of the monitoring and sanctioning instruments in the three periods mentioned above and on how their changes affected the CPRs institutions' robustness levels

    The author Vasile Sebastian Dâncu captures in his book the archetype of the 21st century Romanian, a lonely individual, alienated and unmotivated to participate in the making of a destiny. The author notes the stage of disjunction in which we find ourselves as Romanians on the road to social anomie, with a starting point with the alienation of the ties between the individual and the community. Main cause of destruction effects of the autochthonous self comes from the identity falsifying in the virtual environment, a global phenomenon that has reached Romania, especially the young generations, spiritually unprepared to face it. The psychoanalytic observations made in the book help the reader become aware of his own reality, of his own world in which he slips into an unconsciously. The exhortation of the author is the neverdying hope and that is in the hands and hearts of all, starting with the readers who are invited to browse and become aware through the pages that even under the darkest painting, Romania will survive. His message is optimistic, showing that it all starts with us and those who believe in the project of a nation tried by suffering, a people whose happiness must return home

    The context or pretext of this Conference was a challenge for the experts of different domains to identify some solutions in order to build a safer society for us and our children by studying: the aspects regarding the origins and typologies of criminal behaviors, the elements of the theory and practice of social services towards inmates and the mechanism and importance of institutional collaboration for relapse prevention. The penitentiary as “a total institution”, tight, with its own organization, is just like any other community, governed by written and unwritten rules. Besides solitude, depression, rage, indignation, in this world one can feel positivism, power of rehabilitation and desire for affirmation. This is the context where the penitentiary social worker has to, on the short term, demonstrate the capacity of fast decision making. On the other hand, on the long term, he/she must intervene one step at the time using high-fidelity techniques, scientifically approved for the targeted population; all of this representing an assurance of professional success. The complexity of the detention imposes an integrated and complete approach; thus the actual approaches must be completed with new techniques that regard the human as a whole in a shifting dynamic

    The collective volume Romania at the crossroads: options for the future, published at the Pro Universitaria publishing house in 2015, discusses the need to develop a new country project. In this context, topics of real interest for the Romanian society are proposed, such as the state functioning system, the demographic changes or the existing economic and social inequalities. The paper, coordinated by Cătălin Zamfir and Iulian Stănescu, is made up of ten chapters bringing insights from sociology, history, demography and administrative sciences. Once the coordinators` and the authors` studies are consulted, a series of possible solutions are outlined to help reduce the social risks to which Romania is facing. Therefore, the volume proves to be extremely useful to the academic environment, to the practitioners concerned with the quality of life under various dimensions and, obviously, to policy makers in the field of public policy. Of course, it also contributes to increasing the capacity of the academic environment in Romania to develop national and European strategic partnerships, in order to enhance the scientific results obtained.     In his book, Robert Reisz approaches the challenging topic of the reproduction of the humboldtian and napoleonian models of higher education systems.     One important dimension of the quality of individuals’ life is represented by their personal degree of comfort and security regarding any dangers and risks generated by violent acts, aggression and deceits committed against their physical integrity and their assets. Criminality is a serious and dangerous phenomenon because it violates the most important values and social relations that protects the social order, safety, health, people`s belongings and their fundamental rights and freedoms. Also it represents a potential menace for the structure and cohesion of social groups and institutions, generating feelings of insecurity and fear feelings among various population categories. According with the European resolutions the victims should benefit of unrestrained access to justice and receive a fair treatment. The administrative and judicial mechanisms should allow them to obtain some compensations by formal or informal procedures that should be expeditious, fair, inexpensive and accessible. The victims should be treated with compassion and respect their self-dignity. The main goals of the present study are to identify and explain elements of the victimization risk factors in order to try to diminish and prevent them and to evaluate several programs and policies utilised by the social control institutions. In this paper we analyse statistics offered by the Police, Public Prosecutor`s Office, Courts and surveys made by the National Institute of Statistics regarding the risk of victimization, as well as studies conducted by the Research and Crime Prevention Institute. These data are further interpreted in the context of the social harm of criminality and issues regarding victimization
