Municipal fiscal sustainability in the face of climate disasters: An analysis of the 2024 floods in southern Brazil

    Get PDF
Natural disasters are becoming increasingly frequent, as evidenced by the catastrophic floods in 2024, which marked the worst disaster in the history of Rio Grande do Sul, Brazil. This article explores fiscal sustainability through the budgetary capacity of municipalities in Rio Grande do Sul within the framework of Brazilian fiscal federalism. To assess this capacity, an indicator was employed to measure the proportion of current revenues allocated to current expenses and investments, alongside the degree of autonomy in resource transfers. The findings reveal significantly constrained fiscal sustainability among municipalities in Rio Grande do Sul, hindering their ability to respond to climate events in the region. Of the 453 municipalities analyzed, only 19% demonstrated sufficient budgetary space. Among those officially declared in a state of calamity, a mere 10% were eligible for a budgetary response. The economic losses associated with the disaster are estimated at 88.9 billion BRL, while collectively the municipalities of RS dedicated 5.6 billion BRL to investments in 2023. Given limited fiscal capacity and the enormous scale of losses from natural disasters, this article argues for financial solutions aimed at prevention and mitigation, involving federal cooperation and greater budgetary and financial commitments at the national level.info:eu-repo/semantics/publishedVersio

The relevance of leader–member exchange during a crisis: assessing the mediating role of social exchange relationships to predict intention to leave

    Get PDF
Purpose: The purpose of this study is to explore how the strength of relations between organization, leader and nursing staff influences the intention to leave one’s job during crisis conditions. Drawing on social exchange theory, this study analyzes how perceived organizational support and leader–member exchange (LMX) mediate the effect of informational justice and personal protective equipment (PPE) on intention to leave among nurses. Design/methodology/approach: The research uses partial least squares structural equation modeling with a sample of 159 surveys from nurses gathered in Argentina during April–November 2020. Findings: The study finds that the LMX has a mediating effect between informational justice, the provision of PPE and the intention to leave. Perceived organizational support was not significantly related to the intention to leave due to COVID-19. Practical implications: Even during crises like COVID-19, high-quality relationships between supervisors and supervisees can reduce the likelihood of leaving an organization, while organizational support may be less important during such times. The findings suggest that organizations and health-care managers should pay attention to having effective planning and provision of PPE and provide clear and accurate information during crisis periods. Originality/value: The study contributes to social exchange theory literature during crises. The findings suggest that in times of crises in nursing, the LMX takes on greater significance and becomes central in explaining the connection between resources, information and the decision to leave one’s organization.info:eu-repo/semantics/acceptedVersio

Bimetallic 17-4 PH/316 L stainless steel: Interfacial diffusion and mechanical response in multi-material MEX

    Get PDF
Multi-material additive manufacturing enables the integration of distinct alloys with contrasting mechanical and microstructural properties, such as stainless steels 17–4 PH and AISI 316 L that are widely used in aerospace and tooling, within a single build; however, their combined performance in hybrid configurations remains underexplored. Here, we address key challenges related to densification, interfacial behavior and mechanical property control of metallic multi-material additive manufacturing structures. Near-full densification (98–99 %) was achieved with strong interfacial bonding and minimal deformation. Microstructural analysis revealed solid-state diffusion of Ni and Mo from 316 L into 17–4 PH, resulting in a chemically and structurally graded interface that affects local phase composition and fracture mechanics. Mechanical testing under tensile and flexural loading demonstrated that configurations with 17–4 PH as face material and 316 L as the core provided higher stiffness and strength while maintaining ductility, with flexural property metrics more than double to those of monolithic 316 L cores. Fractographic analysis confirmed that fractures initiated within the more brittle 17–4 PH material and often thereafter propagated along the interface, identifying it as a mechanically weaker zone serving as a crack pathway. These results highlight the potential hybrid stainless steel structures to achieve combined mechanical responses suitable for advanced engineering applications in a single manufacturing step, enabling the design of cost-efficient, multifunctional components for structural applications requiring hybrid mechanical behavior.info:eu-repo/semantics/publishedVersio

Attributable mortality to candidiasis in non-neutropenic critically Ill patients in the ICU and a post-mortem study

    Get PDF
Candidiasis remains one of the most challenging infections to treat in critical care, due to its diagnostic difficulties and uncertainty regarding whether it can be directly related to the death of patients with multiorgan failure. This study aims to verify that the statistically attributable mortality in this infection is as consistent as the post-mortem attributable mortality. A prospective study was conducted in non-neutropenic ICU patients in whom Candida was detected. Invasive candidiasis is defined based on evidence of disseminated or multifocal candidiasis. Post-mortem study is used as the gold standard for Candida-attributable mortality, and is compared with attributable mortality determined according to clinical study and statistically attributable mortality in relation to the overall mortality of ICU patients and colonized patients. The post-mortem attributable mortality was 30.6% and 22.6% according to the clinical study, while the statistically attributable mortality was 25% in relation to overall ICU mortality and 27% in relation to Candida colonization. Thus, the results of the different calculations of attributable mortality (statistical vs. crude death rate) due to Candida are in agreement. The use of this metric may help to improve ICU outcomes for non-neutropenic critically ill patients with candidiasis.info:eu-repo/semantics/publishedVersio

La unión fallida del españolismo barcelonés. La Liga Patriótica Española y la Unión Monárquica Nacional (1918-1919)

    Get PDF
This article analyses the simultaneous creation of the Spanish Pa-triotic League (LPE) and the National Monarchist Union (UMN) in Barcelona between the end of 1918 and the beginning of 1919 and their links. The LPE was a non-partisan Spanish nationalist group and the UMN was a party of aristocratic supporters of Alfonso XIII. Both organisations embodied the response of the bellicose radical Spanish nationalism or «Spanishism» to the campaign demanding autonomy for Catalonia. In this framework, the UMN wanted to control the LPE in order to lead Spanish nationalism as a whole. Although this project.info:eu-repo/semantics/publishedVersio

Breaking barriers: assessing the influence of female directors on financial performance beyond the boardroom

    Get PDF
The persistent under representation of women in executive committees continues to challenge gender equality in corporate leadership. Legislative interventions promoting gender quotas have led to improvements in boardroom gender diversity but have fallen short in addressing executive committee imbalances. This study investigates the impact of women’s inclusion in executive committees on financial performance. Spanning large European corporations from 2015 to 2022, a difference-in-differences approach coupled with fixed effects estimations evaluates whether firms that incorporated women into these committees exhibited greater performance improvements compared to those maintaining all-male executive compositions. Contrary to expectations, the findings reveal a lack of positive influence on financial performance metrics, showcasing negative effects on accounting-based indicators. Notably, higher female representation in the executive committee, beyond critical mass, fails to alter financial performance. Furthermore, the study dismisses the notion that the level of gender equality in a firm’s country of origin moderates this relationship. The implications of the findings are discussed.info:eu-repo/semantics/publishedVersio

Measurements of charmed meson and antimeson production asymmetries at s=13.6 TeV

    Get PDF
This article presents doubly differential measurements of the asymmetries in production rates between mesons containing a charm quark and those containing an anti-charm quark in proton-proton collisions at a centre-of-mass energy of s=13.6 TeV using data recorded by the LHCb experiment. The asymmetries of D0, D+ and Ds+ mesons are measured for two-dimensional intervals in transverse momentum and pseudorapidity, within the range 2.5 < pT< 25.0 GeV/c and 2.0 < η < 4.5. No significant production asymmetries are observed. Comparisons to the Pythia 8 and Herwig 7 event generators are also presented, and their agreement with the data is evaluated. These measurements constitute the first measurements of production asymmetries at this centre-of-mass energy of colliding beams, and the first measurements with the LHCb Run 3 detector.info:eu-repo/semantics/publishedVersio
