RE: PROPOSAL TO BOGGS RURAL LIFE CENTER INC, FOR THE 
REORGANIZATION OF BOGGS ACADEMY 
This proposal is by Boggs Phoenix Group and Fletcher Financial Services Inc. (The 
Group) for the reorganization of Boggs Academy, the revitalization of Boggs Rural Life 
Center (BRLC), and the preservation of the historical significance of the Boggs Property 
through community ownership. Boggs Rural Life Center has a covenant agreement with 
the Presbyterian Church (USA) for the operation of the property commonly known as 
Boggs Academy. '

The Group agrees to assume and liquidate the taxes owed by BRLC to the Internal 
Revenue Service and the property taxes owed to Burke County on the property. BRLC 
will provide The Group with a list of its assets and liabilities. The Group will pay or 
assume all other debt or liabilities as may be agreed to by the parties.

The current Board of Directors and Officers of BRLC agree to resign, and BRLC 
members will elect a new Board of Directors and Officers. BRLC will transfer the 632 
acres it has permission to sell to Boggs Academy. BRLC will support the proposal by 
The Group to the General Assembly Council of the Presbyterian Church (USA) to 
purchase the remaining 600 acres of the property. The title to all of the property will be 
held in the name of Boggs Academy Inc. (Boggs Academy). 
Boggs Academy will be incorporated as a Georgia nonprofit corporation. Its members 
shall consist of the Boggs Academy National Alumni Association Inc., Boggs 
Community Development Corporation, Burke County Improvement Association Inc, 
Keysville Concerned Citizens, Boggs Rural Life Center Inc, Boggs Phoenix Group and 
Fletcher Financial Services Inc. j

Boggs Academy and The Group will form a Limited Liability Company (LLC). The LLC 
will enter into a covenant agreement with Boggs 1Academy for the development and ·

Fletcher is not white. By now he's prob-
ably the best known Negro in the State of

1ashington, and he's the only Negro ever 
to be non1inated for a state-wide office. 
He isn't really very surprised, because 
he ·s felt it coming. · 
''I think among other things. one of the 
things that captured the public's imagina-
tion was my proposing to be a full tin1e 
lieutenant governor and I '1n going to stay 
'' itb that issue," he said. 
DECISf\TE FACTOR 
''It isn ' t JUST being a fulltin1e lieu-
tenant governor either, but so1neone there 
fulltin1e \vith the capacity to do a specific 
thing. It appears to me that this is the one 
thing that ~ras a very, very decisive factor 
in iny being elected." 
There were tipoffs along the way that 
sho\ved he was gaining ainong the voters. 
Fletcher said. 
·'One "·as the interest in the national 
Republican platform and my appearance 
before the platform co1nmittee. Tilne an~ 
again. people v. ould ask, 'Did you get 1~ 
in the platforn1-your self help progra1n. 
Are you satisfied \Vi th \vhat they've done? '

of Representatives and one in the Senate

Another tipoff that things were gett~1g 
better and he \vas picking up, he said, 
"was on questions in reference to my 
ineeting with Nixon. It sho\\1ed they were 
pointed and specific." 
The vote he got, he said, could be in-
terpreted as the result of talking directly 
to the people and offering a solution to a 
problen1. 
The people are deeply concerned about 
dmnestic proble1ns, Fletcher said. 'Oh, 
they're concerned about Vietna1n, but if 
vou talk about Vietnam and the home 
•' 
front, it's the home front that really has 
their attention. I think we're going to get 
inore and more. of this frorn Nixon no\v. I 
think we 're going to see him roll up his 
sleeves and go to v.1ork on the do1nestic 
issues." 
EQUAL PRIORITY? 
Nixon previously had said, and in dis-
agreen1ent with Gov. Dan Evans, that 
foreign relations and the domestic prob-
len1s were of equal priority in the need for 
solution. Evans felt the home front was 
the n1ost itnportant. 
Non1ination of Art Fletcher shows that 
the people want so1neone who offers a pos-
itive and pro1nising program to take care-
of the proble111s at their front and back 
doors, and what color the someone is real-
ly isn't ilnporta~t. .
