A Cidade do Huambo e a Expansão do Império Colonial Português
No full textEste trabalho analisa o papel estratégico da região do Planalto Central de Angola, com destaque para a cidade do Huambo, no contexto da expansão do Império Colonial Português em território angolano. A consolidação do domínio português foi influenciada por dinâmicas políticas internas e externas ao longo de vários séculos. A literatura revela que as viagens dos descobrimentos portugueses foram precedidas por rigorosos preparativos científicos, permitindo manter em segredo a descoberta de Angola por cerca de 48 anos. A ocupação do território passou por diferentes fases, incluindo períodos marcados pelo tráfico de escravos e, mais tarde, um investimento significativo em infraestruturas e desenvolvimento económico, sobretudo no último século que antecedeu a independência de Angola. A cidade do Huambo destaca-se como um polo fundamental neste processo histórico e geopolítico

No full textThis paper seeks to understand the criteria for legal interpretation in decisions of the Court of Justice of the European Union based on the theoretical references of Savigny and Castanheira Neves. Although the issue of the judicial application of law has been the subject of study of several thinkers, such as Gramsci, Herbert Hart, Rudolf von Ihering and Hans Kelsen, the works published by these authors were primarily dedicated to understanding the decisions of national courts. In this sense, this article seeks, in some way, to contribute to the understanding of the criteria for legal interpretation within the European Union, strengthening this area of study within the scope of Union Law

An explainable machine learning framework for railway predictive maintenance using data streams from the metro operator of Portugal
No full textThe public transportation sector generates large volumes of sensor data that, if analyzed adequately, can help anticipate failures and initiate maintenance actions, thereby enhancing quality and productivity. This work contributes to a real-time data-driven predictive maintenance solution for Intelligent Transportation Systems. The proposed method implements a processing pipeline comprised of sample pre-processing, incremental classification with Machine Learning models, and outcome explanation. This novel online processing pipeline has two main highlights: (i) a dedicated sample pre-processing module, which builds statistical and frequency-related features on the fly, and (ii) an explainability module. This work is the first to perform online fault prediction with natural language and visual explainability. The experiments were performed with the Metropt data set from the metro operator of Porto, Portugal. The results are above 98 % for f-measure and 99 % for accuracy. In the context of railway predictive maintenance, achieving these high values is crucial due to the practical and operational implications of accurate failure prediction. In the specific case of a high f-measure, this ensures that the system maintains an optimal balance between detecting the highest possible number of real faults and minimizing false alarms, which is crucial for maximizing service availability. Furthermore, the accuracy obtained enables reliability, directly impacting cost reduction and increased safety. The analysis demonstrates that the pipeline maintains high performance even in the presence of class imbalance and noise, and its explanations effectively reflect the decision-making process. These findings validate the methodological soundness of the approach and confirm its practical applicability for supporting proactive maintenance decisions in real-world railway operations. Therefore, by identifying the early signs of failure, this pipeline enables decision-makers to understand the underlying problems and act accordingly swiftly

Zero-leverage determinants: A study for Portuguese SMEs
No full textThis paper contributes to the literature on capital structure by analyzing the determinants of the adoption of zero leverage by Portuguese SMEs. The aim is to assess whether financial constraints, financial flexibility, profitability, and an external shock (COVID-19) affect the likelihood of a company operating without debt. Based on a panel of data for the period 2018–2023, a dynamic probit regression model was estimated to analyze the persistence of zero debt and its main determinants. The results indicate that smaller and older companies are more likely to adopt a zero-debt policy, partially confirming the financial constraints hypothesis. Also, liquidity, tangibility, profitability, and the pandemic context do not significantly influence the adoption of that policy, indicating that other factors, such as the financial system's structure and credit barriers, may play a prominent role. One of the main results is the high persistence of zero leverage over time, suggesting that this decision is the result of a deliberate strategy. The findings of this study provide valuable insights into the financing decisions of Portuguese SMEs and present implications for managers, investors, financial institutions, and policymakers
