Case Study on Boosting Renewable Energy Infrastructure Foreign Direct Investment in Guatemala: PET 3 and PEG 5 Tenders and Legal Incentives
This case study examines Invest Guatemala’s strategy to promote renewable energy infrastructure investment in alignment with national energy priorities. It focuses on the Public Tender for Electricity Generation PEG 5 and the Public Tender for Transmission Expansion PET 3, alongside fiscal incentives under the Renewable Energy Incentives Law Decree 52 2003. By aligning investor outreach with long term energy policy frameworks, coordinating with key institutions, and providing tailored regulatory guidance and aftercare, Invest Guatemala aims to channel domestic and foreign investment into transmission and generation projects that support energy security, diversification and national climate objectives. The case highlights how transparent tender mechanisms, credible incentive regimes and proactive facilitation can position Guatemala as an attractive destination for renewable energy FDI.United Kingdom Mission to ASEAN through the ASEAN-UK Green Transition Fund; Government of Colombia through APC Colombia and MINCI
A guide for digital proof of origin implementation
The Guide covers both preferential and non-preferential proof of origin. Preferential proof of origin relates to free trade agreements (FTAs) and enables tariff benefits between parties to such agreements. In contrast, non-preferential proof of origin is not tied to a FTA and is typically used for purposes such as quota administration, anti-dumping, or statistical analysis. For each type of document, this Guide presents various paperless solutions—referred to as ‘models’—ranging from basic solutions such as issuing and recognizing certificates in PDF format, to more advanced systems involving real-time data exchange between or among parties to a FTA.
The Guide is intended to support the parties to the Framework Agreement on Facilitation of Cross-border Paperless Trade in Asia and the Pacific (CPTA) to identify national initiatives and explore opportunities for collaborative pilot projects. While the discussion is relevant to most countries globally, certain sections are tailored specifically to the needs and context of CPTA parties.Table of Contents
