    Reducing inequality in FEALAC member countries : innovative analysis to guide policymaking that leaves no one behind

    The 2030 Agenda for Sustainable Development makes a call to “leave no one behind” and to “endeavour to reach the furthest behind first” on the path towards sustainable development. A critical first step towards that direction is to identify population sub-groups that have limited access to opportunities and achieve worse outcomes in various domains, such as education, health, nutrition and basic infrastructure. Knowing who is being left behind can inform policy and guide the adoption of tailored response strategies. This document presents a methodology to examine inequality and identify the furthest behind in five selected indicators that are related to the Sustainable Development Goals in 23 FEALAC member countries: 8 countries in Asia and the Pacific, and 15 countries in Latin America and the Caribbean. The document was produced jointly by staff in the Social Development Division of ESCAP and the Social Division of ECLAC, as part of the FEALAC-funded project entitled: “Reducing inequality in FEALAC Member Countries – innovative policymaking that leaves no one behind”

    SDG 16 provides the framework for peace, justice for all, and strong institutions &ndash; which are fundamental for accelerating progress of other SDGs, and for achieving the overall objective of leaving no one behind. In addition, the 2030 Agenda includes 24 targets from seven other SDGs that are linked to the aspiration of peace, justice and strong institutions. Together these targets are referred to as SDG16+ and illustrate the interlinkages between SDG 16 and other SDGs. Without peace, justice, inclusion and strong institutions, achieving other goals can be difficult to impossible, and vice-versa various SDGs (such as poverty, climate change) can help or hinder the achievement of SDG 16. The profile for SDG 16 was developed by the United Nations Development Programme (UNDP) with inputs from the United Nations International Children's Emergency Fund (UNICEF), the Office of the United Nations High Commissioner for Human Rights (OHCHR). the United Nations Office on Drugs and Crime (UNODC), and the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP).</p

    The Committee on Macroeconomic Policy, Poverty Reduction and Financing for Development, second session was held in Bangkok, Thailand, from 6-8 November 2019. A questionnaire assessing the relevance, effectiveness and quality of the meeting was distributed to each delegation of ESCAP members and associate members. In total, 14 of the 26 members and associate members in attendance submitted questionnaires. The overall response rate is therefore 54 per cent. The present assessment was prepared on the basis of these questionnaire responses. The main purpose of this assessment is to support the secretariat&rsquo;s ongoing efforts to improve its servicing of session.</p

    Ensuring inclusiveness and reducing inequality within and among countries is one of the important pillars of 2030 Sustainable Development Goals (SDGs). The SDG 10 calls for reducing inequalities in income as well as those based on age, sex, disability, race, ethnicity, origin, religion or economic or other status within a country, and among countries. The UNESCAP study Inequality in Asia and the Pacific in the era of the 2030 Agenda for Sustainable Development finds that “unequal access to basic opportunities has left large groups of people behind and contributed to widening inequalities of outcomes, particularly in income and wealth.
