    Public-private partnership systems and sustainable development in Asia and the Pacific

    Engaging the private sector in infrastructure financing through public-private partnership (PPP) can contribute significantly to the achievement of the 2030 Agenda for Sustainable Development. However, PPP has yet to realize its potential fully in several Asia-Pacific economies. To promote this blended financing modality, a more conducive environment for PPP need to be ensured by establishing an efficient eco-system in a country. This may include, among others, policy and legal frameworks, institutional arrangements and financial support mechanisms for PPP implementation. This paper examines the findings of a survey conducted among 20 member States of the Infrastructure Financing and Public-Private Partnership Network of Asia and the Pacific and discusses the common strategies and practices adopted by developing countries in Asia and the Pacific regarding PPP systems.     Evaluation report of the Committee on Social Development, Sixth session 20-21 October 2020

    The sixth session of the Committee on Social Development was held from 20 to 21 October 2020. Over the two days, the Committee deliberated on policy solutions to extend comprehensive and inclusive social protection and achieve international and regional commitments in population and development. The Committee endorsed two key tools for advancing social development in the region. Firstly, it endorsed the Action Plan to Strengthen Regional Cooperation on Social Protection in Asia and the Pacific. The action plan serves as a shared vision, strategy, and platform to promote partnership, peer learning and identify needs for technical assistance. Secondly, to support the full and effective implementation of population and development commitments, the Committee endorsed the Asia-Pacific Indicator Framework for Voluntary Monitoring of Progress towards the Implementation of the Programme of Action of the International Conference on Population and Development and of the Commitments Contained in the Asian and Pacific Ministerial Declaration on Population and Development.</p

    Report on the national assessment framework of enabling environment and technology innovation eco-system for making sustainable energy options affordable and accessible : Indonesia

    This report describes the relevant information to sustainable energy technology innovation eco-system in Indonesia. This includes current national sustainable energy policies and programmes, including support mechanisms (regulatory, institutional, technical, financial, etc.) that compliments and supplements promotion of affordable and accessible sustainable energy options. It also identifies South-South cooperation&nbsp; opportunities to import/adopt sustainable energy technologies in such areas as solar energy and geothermal, etc. In terms of regulatory supporting mechanism, Indonesia has launched a number of policies and regulations in attempts to promote the use of renewable energy so as to accelerate the fulfillment of energy mix target. The policies and regulation is also aimed at developing and strengthening technology innovation ecosystem on sustainable energy in Indonesia. A more consistent enforcement of those policies and regulation will have a positive impact to concretely promote a wider energy options for various stakeholders in Indonesia. It is also necessary for Indonesia to create policy and regulation that encouraging the strengthened sustainable energy technology innovation ecosystem amongst the South-South Cooperation and also in the Asia and the Pacific region. Indonesia has also participated in South-South Cooperation on sustainable energy such as with India, South Africa, and other countries. Given the energy potential of geothermal, biomass, hydro power in Indonesia, it is necessary Indonesia to strengthen its innovation technological capacity in these important areas and develop collaboration with other countries in the region that have same energy potential to participate.</p

    In preparation for WTO MC12 : safeguarding trade interests of LDCs and securing trade interests of graduating LDCs

    This publication was prepared in order to respond to several of the LDC members of ESCAP and to assist them in preparing to position their trade-related development interests through the upcoming MC12. Considering the state of affairs in the global economy and the weakening confidence in the multilateral solutions, the present publication focuses on four issues. First, it presents some of the key developments that form the global scenario and which have important implications for the LDCs as they prepare their stance for the next Ministerial Conference. Next, it deals with – to use the trade jargon, the “offensive” and “defensive” trade interests of the LDCs. These are carefully considered, one by one, including the new issues arriving from the “joint statements” and proposals for the possible stance of LDCs in view of those issues. Finally, the issues of trade-related concerns and interests of the cohort of graduating LDCs are discussed and some elements of a support package for helping these countries move towards their smooth transition, graduation with momentum, and sustainable and robust LDC graduation are put forward. It is argued that, in the course of the current critically important transition phase from an LDC to a developing country, the graduating LDCs will need targeted support from multilateral and bilateral development partners. While graduating LDCs do their own homework with regard to implementing their own national smooth transition strategy, they will need support from the global community

    In the face of a mounting climate-emergency, the Asia-Pacific region needs to raise ambitions and accelerate actions towards transitioning to a low-carbon economy. While there is limited information about greenhouse emissions (GHG) from production activities, the region’s status as the engine of the world’s economy suggests that production contributes significantly to GHG emissions. This implies that businesses are key stakeholders in the decarbonization process.     This is a study of how the Maldives National Statistical System (NSS) was reviewed as part of the Regional Programme on Economic Statistics in Asia and the Pacific run by United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) supported by Department for International Development (DFID). This study was developed by the National Bureau of Statistics (NBS) of the Maldives and ESCAP. It documents the context and process followed to support other countries thinking of conducting a national review. Such reviews are a valuable way to engage stakeholders and develop evidence-based inputs to strategic planning processes and regular monitoring. This study is one of the five studies of successful projects that aims to advance statistics and is prepared for other countries who may wish to replicate the project for the review of their existing NSS.</p
