Developing comprehensive general and sector-based indicators for assessing the contribution of foreign direct investment to sustainable development
The Asia-Pacific Research and Training Network on FDI (ARTNeT) is one of three ARTNeT platforms supported by the Trade, Investment and Innovation Division of ESCAP. The other two platforms focus on Trade and Science, Technology and Innovation respectively.
The ARTNeT on FDI Working Paper Series disseminates the findings of work in progress to encourage the exchange of ideas on key FDI related issues. An objective of the series is to publish the findings quickly, even if the presentations are less than fully polished.Foreign direct investment (FDI) can contribute to the sustainable development of home and host countries through creating jobs, generating economic growth and development, helping to alleviate poverty eradication, improving access to energy, infrastructure, health and environment. While FDI can generate significant positive development results, this outcome is not the primary objective of the private multinational enterprises (MNEs) that control the vast majority of FDI flows. These enterprises seek strategic investments that will increase their global competitiveness and profitability. Governments should therefore prioritize attracting investment projects from MNEs that maximizes the positive and minimizes the negative developmental impacts of the investment. Quality, sustainable FDI will indeed be even more critical to helping countries recover and build back better in the COVID-19 recovery period. However, to attract and approve sustainable FDI projects, countries must have tools to evaluate the sustainability inward FDI projects and the extent to which they are aligned with the sustainable development priorities of that country. This paper provides those specific tools to policymakers: it provides a framework for developing weighted country-specific general and sector specific indicators to evaluate FDI projects. Policymakers can use the framework indicators conceptually introduced in this paper to develop tailored investment sustainability indicators to assess FDI against national development priorities and plans. </p
Asia-Pacific trade facilitation report 2021 : supply chains of critical goods amid the covid-19 pandemic disruptions, recovery, and resilience
This report reviews the impact of trade facilitation initiatives in Asia and the Pacific since the coronavirus disease (COVID-19) pandemic began and discusses how to increase supply chain resilience.
Supply chain disruptions caused by the pandemic have underscored the need for digital and paperless trade procedures. A special chapter examines the pandemic’s impact on the supply chains of critical goods such as vaccines, personal protective equipment, and food, and provides policy suggestions for enhancing supply chain resilience and trade facilitation. This is the third biennial progress report on trade facilitation implementation in Asia and the Pacific jointly prepared by the Asian Development Bank and the United Nations Economic and Social Commission for Asia and the Pacific.</p

Digital government and transformation
The last two decades have seen a rapid societal transformation in the way information is processed and consumed. Digital technologies are now playing a catalyzing role in the digitization of services to citizens and are being used in multiple functions across Governments. This module provides an overview of how digital technologies can be used to improve the quality of governance and, in turn, contribute to the Sustainable Development Goals (SDGs). While digital technologies have evolved rapidly and have the potential to transform governance sectors, the experience so far suggests that careful attention to strategy and implementation processes are necessary. Mechanization of agriculture : market dynamics in China, India, Sri Lanka and Thailand
The Centre for Sustainable Agricultural Mechanization (CSAM) is a regional institution of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP). The need for a market study was voiced during the 4th Member Meeting of the CSAM-led initiative titled Regional Council of Agricultural Machinery Associations in Asia and the Pacific (ReCAMA), wherein the network members expressed a need to better understand the dynamics of individual country markets, levels of penetration of mechanization; gaps in mechanization for specific applications; opportunities for growth, and sustainability and gender related issues. In response, this study was carried out to analyze the market status in respect of agricultural machinery in China, India, Sri Lanka, and Thailand. Nominees of the respective agricultural machinery associations in these countries carried out the study as part of the research team under the guidance of the lead consultant
