    Summary assessment of Committee on Energy, Third Session, 24-26 February 2021

    The third session of the Committee on Energy took place on 24-26 February 2021 as a virtual meeting due to ongoing COVID-19 related travel restrictions in many countries in the Asia-Pacific region. An online questionnaire assessing the relevance, effectiveness and quality of the meeting was conducted. The main purpose of the assessment is to support the secretariat&rsquo;s ongoing efforts to improve its servicing of the session. The Committee session provided a platform to review the progress made towards the attainment of the Sustainable Development Goal 7 on sustainable energy, address regional and national policies and measures that have supported achieving targets of the Goal 7 on energy access, renewable energy and energy efficiency. It also reviewed the draft regional road map on power system connectivity: promoting cross-border electricity connectivity for Sustainable Development as requested by the Commission at its 76th session.&nbsp;</p

    Leveraging technology for the Madrid international plan of action on ageing : experiences of China, Japan and the Republic of Korea

    Experiences of China, Japan and the Republic of Korea The world is experiencing a rapid demographic transition towards an ageing population. In particular, North-East Asia is home to around one third of all older persons aged 65 and above in the world. While rising life expectancy is one of humanity&rsquo;s major achievements, population ageing presents unprecedented economic and social challenges. The COVID-19 pandemic further changes the socio-economic life of older persons, poses a high risk to their health and well-being, and impedes their ability to stay active and socially connected. To better support older persons, business as usual will not work and innovative solutions are required. Based on the experiences of the technology leaders in North-East Asia, this report showcases good practices on utilizing technology to support older persons and effective policy interventions in promoting the development of technology for ageing societies in China, Japan and the Republic of Korea. The findings and recommendations enable countries to customize the use of technology for active ageing, formulate forward-looking policies, as well as strengthen regional cooperation. The report provides timely contributions to the fourth review and appraisal of the Madrid International Plan of Action on Ageing (MIPAA) as the national and regional processes start in 2021 and 2022 respectively, thereby accelerating the implementation of the MIPA with the help of technology. The report was developed by the United Nations Economic and Social Commission for Asia and the Pacific, in partnership with China National Committee on Ageing, China Research Center on Ageing, Japan Center for International Exchange, Korea Advanced Institute of Science and Technology, Our Hong Kong Foundation and United Nations Population Fund China.</p

    Socioeconomic impact of coronavirus disease 2019 in South Asia : fiscal policy response and fiscal needs for supporting the economic recovery

    This paper assesses the socioeconomic impacts of Covid-19 in three South Asian economies -- Pakistan, Afghanistan, Sri Lanka -- and corresponding fiscal policy responses to mitigate these impacts. Further, it appraises the sufficiency of these fiscal policy responses to support the economic recovery in respective economies. It also estimates fiscal needs to finance the economic recovery and assesses existing fiscal space to meet the fiscal needs. Based on the assessment, it proposes possible option to enhance fiscal space. It also proposes policy measures to align fiscal stimulus to SDGs agenda and possible venues for regional cooperation to reach to a shared recovery

    Regional integration and cooperation of Pakistan in health-related sectors

    This report is part of the 11th Tranche of the Development Account on Measuring, monitoring and improving performance in regional integration within ECA, ESCWA and ESCAP regions.The spread of the COVID-19 pandemic has resulted in significant challenges for the Government of Pakistan. However, the pandemic has also provided opportunities for the Government to enhance trading linkages in medical products, particularly within the Asia-Pacific region. With the onset of the pandemic, the demand for diagnostic test kits, ventilators, protective outfits and equipment, and disinfectants and sterilization products increased not only in Pakistan but across the world. In addition, greater demand for the services of health-care workers increased the scope for migrant workers to serve their country of origin. Finally, the role of digital technologies to increase the quality of health service delivery has become evident. The report offers a comprehensive review of issues that have affected the effectiveness of Pakistan&rsquo;s policy responses to the COVID-19 pandemic. It includes an analysis of the trading patterns of health-related goods and professional services between Pakistan and its regional trading partners in Asia and the Pacific, as well as the role of tariffs and the non-tariff measures before the pandemic and of measures taken by the Government to meet the surging demand for medical products during the pandemic. It examines various government measures to alleviate the adverse impact of the pandemic, including the nationwide lockdown at the onset of the pandemic in Pakistan, and the handouts and economic relief programmes to affected citizens and businesses.&nbsp;The analysis concludes with a proposed action plan for policymakers. This series also include:&nbsp;National Study on Digital Trade Integration of Pakistan,&nbsp;and&nbsp;National Action Plan Promoting Pakistan's Digital Trade Integration in the Asia-Pacific Region.</p
