Assessing the impact of COVID-19 in Asia and the Pacific and designing policy responses : an excel-based model manual
COVID-19 is an unprecedented socio-economic crisis and calls for unprecedented policy responses. Asia-Pacific region is no exception.
In this context, an Excel-based model is developed to help countries ensure effective policy design and to align policy responses with the 2030 Agenda for Sustainable Development. The model produces a snapshot of the socio-economic situation facing the country/territory, and allows simple policy scenarios to be studied.
In detail, the model provides a 'country overview', illustrating key factors that are expected to affect the impact of the crisis on the economy, putting this into a regional and global context. These include measures of the spread of the pandemic, the country's exposure to external shocks, the stringency of measures that have been required to contain the pandemic, the industrial structure of production and trade, social conditions, and the policy backdrop.
These factors are then integrated into an economic model to assess their likely impact on key variables (namely, GDP growth, inflation, employment, fiscal balance as a share of GDP, public debt as a share of GDP, poverty headcount ratio at 5.5 per day thresholds, Gini coefficient, CO2 emissions and PM2.5 concentration). Scenarios can be developed by modifying policy options, the stringency of lockdown measures at home and abroad, and the oil price.
Caveat: The model is not designed to deliver a complete forecast for any country or territory. All forecasts are assessed relative to a set of pre-COVID baseline projections, and only the COVID shock is explicitly modelled. In addition, the model is parameterized to capture average expected behaviour across the region, rather than tailored to individual countries or territories. The modelled results are those of the users and do not reflect the views of ESCAP

Shaping a sustainable energy future in Asia and the Pacific : a greener, more resilient and inclusive energy system
Sustainable Development Goal 7 on energy (SDG7) outlines clear targets for universal access, increasing renewable energy and improving energy efficiency, while Nationally Determined Contributions under the Paris Agreement provides a basis for limiting greenhouse gas emissions. However, while many countries have made considerable progress towards these goals, the Asia-Pacific region is not on track to meet SDG7 or the Paris Agreement goal of limiting global warming to two degrees.
Green stimulus can accelerate the deployment of sustainable technologies by directing investment towards renewable energy, energy efficiency and electric mobility. However, policy frameworks must be established to create the required fiscal space while unlocking the potential of technology, innovation and human capacity. While some Asia-Pacific countries are demonstrating leadership and new technologies and approaches have emerged, further work is needed to cement policies and better engage the private sector in financing the sustainable energy transformation.
The aim of this report is to assess the ambitions and progress of ESCAP member States in the achievement of global, regional and national sustainable energy objectives, and to discuss solutions to the principal challenges. The report assesses the potential for sustainable energy and building back better from COVID-19 to be mutually reinforcing, providing recommendations on how to develop greener, more inclusive energy systems that offer greater resilience to future crises. Drawing on the most up to date data across the SDG7 targets, the analysis in this report considers a range of examples and key lessons from the varied experience across the region to inform and improve future decision-making efforts
