    East Asian trade integration in the era of global value chains : prospects and challenges

    This paper examines trade integration of East Asian countries through the lens of global value chains (GVCs). It first gauges the extent and involvement of trade in value-added (TiVA) for East Asian countries. The analysis confirms that reliance on backward GVC participation outside of the region still looms large in East Asia. This presents the case for creating policies that would enable the creation of greater global links rather than focusing on deepening further intraregional trade linkages This implies, in addition to deepening intraregional integration, linking with global trade and production networks remains important. Sectoral comparisons reveal that Regional Value Chains (RVCs) among East-Asian economies have been increasing its role in East Asian's exports of transport equipment sector while decreasing the role in its exports of textile and apparel sector. Such trend seems to suggest RVC opportunities are available to East Asian economies in sectors that require production to locate close to large and growing markets and suppliers' ability to absorb new technology. Moreover, the study finds enabling policy environment is an important factor to strengthen intraregional value chain linkages. For example, The paper also finds that non-tariff measures (NTMs), have become an important part of trade-policy measures and have significantly affected trade flows in RVCs. It is found that NTMs are generally associated with reduced trade in value-added flows, except in the case that NTMs may help ensuring quality standards, such as technical NTMs in the food industry

    Asia-Pacific trade and investment report 2021: accelerating climate-smart trade and investment for sustainable development

    The Asia-Pacific Trade and Investment Report (APTIR) is a biennial publication prepared by the Trade, Investment and Innovation Division of the United Nations Economic and Social Commission for Asia and the Pacific to provide insights into the impact of recent and emerging developments in trade and foreign direct investment on countries’abilities to meet the challenges of achieving sustainable development. The theme of APTIR 2021 is “Accelerating climate-smart trade and investment for sustainable development”. The report, prepared in cooperation with the United Nations Conference on Trade and Development and the United Nations Environment Programme, highlights the linkages between trade, investment and climate change and discusses the degrees to which regional trade and investment policies address climate change using a newly constructed index. The report also covers the role of the private sector, regional trade agreements and trade and transport facilitation measures in reducing greenhouse gas emissions. For this report, alternative policy scenarios of carbon pricing, carbon-border adjustment taxes and fossil fuel subsidy elimination are modelled and their impacts are examined. The report closes by offering policy recommendations for ensuring that trade and investment policies are climate smart

    Situational assessment for household energy needs in Georgia

    This working paper presents household energy needs for cooking and space heating in Georgia. While a quarter of the rural population use firewood for cooking in Georgia, 80 percent of rural households additionally rely on forestry resources for heating. Even where natural gas is accessible, households still consume firewood because of deep rooted cultural practices and the lack of affordable alternatives. This report was drafted based on the World Health Organization (WHO) Situational Assessment and Stakeholder Mapping with the Household Energy Assessment Rapid Tool (HEART).&nbsp;HEART is part of the Clean&nbsp;Household Energy Solutions Toolkit (CHEST) developed by the WHO to promote clean and safe energy interventions in the home. CHEST is an analytical framework that contains tools for assessment of the current state of household energy use, air pollution and health impacts. The toolkit is intended to help professionals and policymakers implement the recommendations found in the WHO Guidelines on indoor air quality: household fuel combustion.</p

    Enhancing the resilience of urban transport in Asian cities after COVID-19 : synthesis of academic study results and general recommendations

    In Asian cities, the COVID-19 pandemic may be accelerating the longer-term trend towards greater use and ownership of private cars and motorcycles, while reducing the use of and trust in public transport and shared taxi and car-pool services and generating structural financial difficulties for public transport operators. It may also induce more active travel &ndash; walking, cycling and micro-mobility &ndash; and substitution of physical mobility by online activity. This Study Report discusses how Asian cities might reconfigure the mobility trends and offers a series of recommendations for enhancing the resilience of urban transport systems in the short, medium term and long term in Asian cities.</p
