    Is 1.5°C within reach for the Asia-Pacific region? : ambition and potential of NDC commitments of the Asia-Pacific countries : synopsis

    Countries in the Asia-Pacific region are highly vulnerable to the impacts of climate change, yet their climate action commitments are also critical to the achievement of 1.5°C goals. So far, 49 member States of the Asia-Pacific region have submitted their Intended Nationally Determined Contributions (INDCs), 46 of which have evolved into Nationally Determined Contributions. Despite the COVID-19 pandemic, 30 countries in the region have updated their NDCs and 34 have already pledged to carbon neutrality by 2050 or are in the process of doing that. These are impressive actions, however, the questions is if those updated NDCs and carbon neutrality pledges enough to help keeping global temperatures way below 2℃ as per the Paris Agreement.? What factors at the national level can help raise ambition and create solid policy and institutional frameworks to support such commitment? The joint UNESCAP, UN Women, UNEP and the greenwerk report on Is 1.5°C within Reach for the Asia-Pacific Region? Ambition and Potential of NDC Commitments of the Asia-Pacific Countries Asia-Pacific provides an assessment that brings some of the key answers to those questions. The report provides a scenario-based assessment of the collective NDC commitments of countries in the Asia-Pacific region, as well as their individual commitments to action including net zero goals, carbon pricing commitments and removal of fossil-fuel subsidies. It also explores the steps countries in the region have been taking to build up capacity to enable more action, such as climate finance budgeting, and monitoring and reporting. Further, based on the level of country climate ambition and national enabling environment, the study provides a series of recommendations on how to drive-up national and regional ambition to reach carbon neutrality by 2050. The report also offers an exciting new approach to analysing the role of gender mainstreaming in enabling enhanced climate action in the region. Last but not least, the report includes a number of helpful case studies from the region for policymakers in particular to seek inspiration from to increase the ambition needed to achieve carbon neutrality by 2050. Through its practical case studies and analytical approach, this report targets an audience who are not just climate specialists, but also officials from all levels of government, including ministries of planning, and even from specific sectors, such as energy ministries

    Digital technologies are transforming global economies and societies at unprecedented speed. The COVID-19 pandemic has contributed to the accelerated adoption of digital technologies as governments impose strict measures to control the spread of the virus, and essential services move online. In this new normal, digital transformation is no longer a choice but a necessity. While the consequences of the COVID-19 pandemic vary within and across countries, a common feature is that digital readiness, broadband connectivity and digital capacity have played key roles in monitoring and containing COVID-19, mitigating the devastating socioeconomic impacts, and preparing for quick recovery. As a result, digital transformation has become a top policy agenda for member States in Asia and the Pacific. This includes not only digital transformation at the national level, but also at the subregional and regional levels through joint actions across countries in leveraging the opportunities and addressing the rising risks of digital technologies, including cybersecurity and data privacy threats. Importantly, regional cooperation is critical in narrowing the digital divide. In response to this new normal, the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) secretariat is cooperating with member States and subregional working groups in developing the second “Action Plan for Implementation of the Asia-Pacific Information Superhighway (AP-IS Action Plan 2022-2026)”. This action plan will serve as a blueprint for regional cooperative actions that promote connectivity for all, digital transformation and digital data as underlying foundations for an inclusive, sustainable and resilient digital economy and society. In alignment with the AP-IS, the Regional Economic Cooperation and Integration (RECI) initiative of ESCAP aims to promote seamless connectivity in transport, energy and information and communications technology for market integration. As part of the RECI initiative, ESCAP is implementing the United Nations Development Account Project on “Addressing the Transboundary Dimensions of the 2030 Agenda for Sustainable Development through RECI in Asia and the Pacific” from 2018 to 2021. This project promoted knowledge products such as analysis reports, and build capacity of member States in promoting seamless regional connectivity for inclusive and sustainable digital transformation through whole-of-government and whole-of-society approaches that cut across sectors and nations. This working paper is an output of this project and aims to facilitate development of a digital transformation strategy for Central Asia. The working paper analyses the global and regional trends, and the digital readiness of six landlocked developing countries – Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan, Turkmenistan and Uzbekistan – including their digital policies, strategies and initiatives, and proposes coordinated actions for the way forward in the Central Asia subregion

    SDG7 Localisation Snapshot provides a brief overview of the key areas related to implementation of the Sustainable Goal 7 (SDG7) to ‘Ensure access to affordable, reliable, sustainable and modern energy for all’ at the local level based on the answers provided by the jurisdiction to the SDG7 Localisation questionnaire. Questionnaire allowed to collect the assessments from the local officials regarding the situation on the implementation of SDG7 in their jurisdiction. SDG7 Localisation Snapshot is a part of the collaborative project of United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) and United Nations Environment Programme (UNEP) to support city and sub-national governments in accelerating their efforts in the field of sustainable energy.
