Manual for operationalizing impact-based forecasting and warning services (IBFWS)
This manual was developed under the project “Operationalizing Impact-based Forecasting and Warning Services (IBFWS)”, to support the capacity of the Viet Nam Meteorological and Hydrological Administration (VNMHA) to provide impact-based forecasting and early warning services. The objective is to introduce impact-based forecasting and the substantive steps for producing an impact-based forecast, with a focus on the local context of Viet Nam. This will be covered over 3 modules in the training manual.
Module 1 discusses what impact-based forecasting is, why it is used, and provides examples of successful implementation and use of impact-based forecasting by governments across the world.
Module 2 introduces the steps required for producing an impact-based forecast for typhoons.
Module 3 guides steps to develop impact outlooks based on anomalies in seasonal forecasts (e.g., lower-than-usual rainfall) which may contribute to the exacerbation of slow-onset disasters such as droughts.
This manual is prepared based on data collected from various sources for demonstration purposes. An explanation of the various data types, the data sets used, and potential other data sets that can be used are available in Annexes I and II of this manual. This manual is intended to demonstrate the concepts of impact-based forecasting using example data. However, higher resolution data and additional indicators can be used as appropriate.</p
Regional cooperation for trade and transport connectivity in the age of pandemics in Asia and the Pacific
Since the outbreak of COVID-19, governments, border agencies, logistics companies and traders have been exploring how they can leverage existing trade and transport facilitation measures to keep goods moving across borders. The crisis has also accelerated the implementation of trade and transport facilitation in the region, in the areas of transparency and institutional coordination; simplification of customs procedures and expedited clearance; digital trade and transport facilitation; transport and transit facilitation; business facilitation measures; and trade finance. Many international and regional organizations are actively promoting international best practices. This presents an opportunity to turn temporary trade and transport facilitation measures implemented in response to COVID-19 into sustainable and streamlined practices for the long-term; strengthen regional connectivity; spur the development of paperless trade; and build back better.
“Coordination, digitalization, harmonization and partnership” could remain as guiding principles of the trade and transport response during the pandemic and in its aftermath. The existing cooperation mechanisms for trade and transport connectivity in Asia and the Pacific should be mobilized to provide stronger momentum for facilitation, harmonization and digitalization of cross-border trade and transport procedures. This includes the Framework Agreement on Facilitation of Cross-Border Paperless Trade in Asia and the Pacific, and the intergovernmental agreements on the Asian Highway and the Trans-Asian Railway Networks. Complementing this, regional coordination in times of crises can also be institutionalized in future negotiations of relevant regional, subregional and bilateral trade and transport agreements
Big data for economic statistics
This Stats Brief gives an overview of big data sources that can be used to produce economic statistics and presents country examples of the use of online price data, scanner data, mobile phone data, Earth Observations, financial transactions data and smart meter data to produce price indices, tourism statistics, poverty estimates, experimental economic statistics during COVID-19 and to monitor public sentiment. The Brief is part of ESCAP's series on the use of non-traditional data sources for official statistics
Summary assessment of Ministerial Conference on Transport, Fourth Session, 14-17 December 2021
In accordance with Resolution 73/4, the fourth Ministerial Conference on Transport convened from 14 to 17 December 2021 in Bangkok and via videoconference due to ongoing COVID-19 related travel restrictions in many countries in the Asia-Pacific region. It comprised two segments: the senior officials segment (14 and 15 December 2021) and the ministerial segment (16 and 17 December 2021).
An online questionnaire assessing the relevance, effectiveness and quality of the meeting was conducted.1 The main purpose of the assessment is to support the secretariat’s ongoing efforts to improve its servicing of the session.
The Conference i) discussed strategies for scaling up sustainable transport initiatives in Asia and the Pacific to strengthen regional cooperation; ii) assessed the implementation of the Regional Action Programme for Sustainable Transport Connectivity in Asia and the Pacific, phase I (2017- 2021);iii) considered and adopted the Ministerial Declaration on Sustainable Transport Development in Asia and the Pacific and the Regional Action Programme [Full title] (2022-2026) aligned with the three pillars of sustainability and the 2030 Agenda for Sustainable Development.</p
