    Assessing grid readiness for power system transformation in Asia and the Pacific : a pilot study

    The report provides a summary of an extensive data collection and analytical process that has been undertaken to understand the status of grids in the Asia-Pacific region. It aims to provide an in-time snapshot and thus to raise awareness and build consensus on the multi-dimensional needs associated with strengthening power grids. The report is designed as a pilot phase on which future work can be built, focusing on the development of an initial framework to assess the status of grids, identifying critical indicators for this assessment, highlighting and seeking to address key data gaps, and testing a pilot methodology in this regard.     Towards the World Summit for Social Development : contributions from Asia and the Pacific

    Asia and the Pacific is undergoing complex transformation including rising inequalities, a rapid demographic transition resulting in an ageing population and workforce, the need for care, and the climate crisis. There is an urgent need for policies in the region that can foster integrated, inclusive and people-centered approaches to economic and social development. General Assembly resolution 78/318 calls upon Regional Commissions to support the Second World Summit for Social Development which will convene from 4 to 6 November 2025. In this context, ESCAP coordinated a process in partnership with regional UN agencies to prepare regional inputs for the Summit through a multistakeholder consultation. The consultation was held as an associated event of the 12th Asia Pacific Forum on Sustainable Development to highlight social development priorities in Asia and the Pacific to ensure that voices of the region are reflected in the global discourse on sustainable and inclusive development in the lead-up to the Second World Summit for Social Development. This report features the challenges and gaps, opportunities and good practices and suggested actions as well as key takeaways obtained from the consultation

    New Programme of Action for LLDCs for the Decade 2024-2034

    Background paper prepared for the Asia-Pacific Countries with Special Needs Development Report 2025A new Programme of Action (PoA) for landlocked developing countries (LLDCs) was adopted in December 2024, featuring fresh goals and commitments for the decade 2024-2034. The Vienna Programme of Action for LLDCs (VPoA) of the past decade showed mixed progress. This paper seeks to offer an in-depth analysis of the new PoA for Asian LLDCs and propose strategic actions to enhance its implementation so that the constraints are addressed more effectively. Drawing on the insights from the recent reviews of the VPoA, it attempts to identify implementation challenges, offer a comprehensive interpretation of the new PoA, outline how the international community could support the PoA implementation, establish a baseline for progress assessment, and propose strategic actions to strengthen the implementation and effectiveness of the PoA. The scope of this paper covers all 12 Asian LLDCs

    A framework for action : developing Lao PDR's NDC 3.0 roadmap

    As the global community approaches the 2025 deadline for submitting the each country’s third round of Nationally Determined Contribution (NDC), this policy brief aims to support Lao PDR in developing a practical roadmap for NDC 2035 (NDC 3.0) preparation by evaluating the gaps and limitations of the current NDC (NDC 2.0) and providing strategic guidance for its improvement. The process emphasizes the need for a systematic and integrated approach — linking NDC target setting, implementation, and monitoring — especially as Lao PDR experiences economic growth and structural transformation. With rising energy-related emissions and an accelerating global climate regime, including the Global Stocktake and upcoming NDC 3.0 submissions, the urgent need for a robust national system for NDC implementation and continuous enhancement is growing.Table of Contents 1.
