Biennial report 2021-2022 : the Asian and Pacific Centre for the Development of Disaster Information Management
I am pleased to present the APDIM Biennial Report 2021-2022. The report outlines APDIM’s key results and achievements over the past two years mapped against APDIM’s Multi-year Strategic Programme of Work and the Biennium Programme of Work 2021-2022.
In the period under review, APDIM took important steps toward promoting disaster risk knowledge and information management and facilitating regional cooperation in the Asia-Pacific region, including producing in 2021 the first regional risk assessment of the impact of sand and dust storms in Asia and the Pacific. Through a complex consultative process, involving member states, United Nations agencies and the scientific community, APDIM also facilitated the development, and subsequent endorsement by the ESCAP Commission in May 2022, of a Regional Plan of Action on Sand and Dust Storms in Asia and the Pacific. The Plan of Action was largely based on the findings of the Risk Assessment report and as such, provided a unique opportunity for countries to agree on a series of evidence-based recommendations.
As this Report details, APDIM efforts in the past biennium also included the development and dissemination of tools and methodologies to enhance disaster risk information management, as well as the provision of technical assistance, emergency, and capacity development support to member States. We also actively engaged in promoting collaboration and knowledge sharing among countries and stakeholders by contributing to several regional and international events.
As we move forward, we recognize the importance of continued collaboration and partnership to achieve our shared vision of building disaster-resilient communities and contributing to sustainable development in Asia and the Pacific. We remain committed to working closely with member States and partners to enhance disaster information management and strengthen disaster risk reduction efforts across the region.
We are grateful to our host country, the Islamic Republic of Iran, for its commitment to support APDIM’s mission and work. We hope that looking ahead, APDIM will be able to achieve its full potential as envisioned in its Multi-year Strategic Programme of Work 2021-2030.
I take this opportunity to also express my sincere gratitude to our Governing Council, all ESCAP member States and our partners for sharing our vision and extending their support to our work. My thanks must also go to the APDIM staff in Tehran and our ESCAP colleagues in Bangkok, whose guidance and support are crucial to achieving our mission.

The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is the main general organization for United Nations activities in the region. Established in 1947 as the Economic Commission for Asia and the Far East to assist in post-war reconstruction, it was given its present name in 1974 to reflect the much broader developmental goals and geographical reach that it had by then acquired. Case studies on E-Bus development and operation in Chinese cities
The report presents cases of development and operation of E-Bus system in four Chinese cities Shenzhen, Beijing, Hefei and Qingdao. In order to overcome the high upfront investment costs of e-buses, these cities have adopted battery leasing and swapping models which separate vehicle and battery ownership and charging processes. The various stakeholders involved in e-bus operations, such as operators, battery leasing companies and electricity providers, enter into formal agreements. These cities use different battery leasing and charging models. The operators procure electric buses and batteries, and then charging is managed by a separate public or private entity.
The governments play the leading role in the process of developing new e-bus systems. For example, they are responsible for creating an enabling environment for manufacturing EVs, developing charging infrastructure, managing e-bus operations, and taking other necessary steps to facilitate the transition to electric mobility in public transport. At the same time, they must work closely with the private sector to identify effective business models for new systems. These battery leasing and swapping models provide new business opportunities for the private sector.
The new battery leasing and swapping models provide many business opportunities for the private sector. The battery charging and swapping infrastructure system for e-buses mainly include charging stations, battery swapping stations, and stationary or mobile energy supply services. Local governments often provide subsidies for the purchase of e-buses and construction of charging infrastructure. However, Shenzhen, Beijing, Hefei and Qingdao have developed different approaches for operating and managing their e-bus systems.
Countries in the Asia-Pacific region can learn from the experiences of Chinese cities and adapt these operational models to their own contexts.</p
Harmonization of national laws with the convention on the rights of persons with disabilities : country case study Republic of Korea
This publication emanates from an ESCAP research project to study the trends of Asian and Pacific countries
in harmonizing national laws with the Convention on the Rights of Persons with Disabilities. It examines the
extent to which reporting obligations have been fulfilled in a timely and substantive manner and the ways in
which national human rights institutions and civil society organizations, in particular organizations of persons
with disabilities, have been involved in that process. It further analyses good practices in harmonization, and
challenges which have arisen in relation to the implementation of the Convention in the Republic of Korea.
This analytical country case study was prepared under the above mentioned ESCAP project and draws from
reliable sources. It is issued for the attention of members and associate members in the ESCAP region
towards further enhancement of the effective harmonization of national legislation with the Convention and
the implementation of the Convention.

Guidelines on how to address disability inclusions in ESCAP evaluations
Strengthening disability inclusion in all development activities will help the UN system to promote institutional accountability and learning, contributing to the implementation of the Convention on the Rights of Persons with Disabilities and the achievement of the Sustainable Development Goals (SDGs), particularly its commitment to the core value: leaving no one behind. The disability-mainstreaming is promoted by the United Nations Disability Inclusion Strategy (UNDIS) launched by the Secretary-General in June 2019, as well as the ESCAP Disability Inclusion Policy launched by the Executive Secretary in 2020. These Guidelines focus on how to address disability inclusions in ESCAP’s evaluations through effective approaches and specific actions to promote disability mainstreaming in evaluation work
