Air quality in Asia : air pollution trends and mitigation policy options
Rapid population growth, industrialization, and urbanization combined with delayed enactment of environmental policies have led to serious air quality problems across Asia. In particular, the increase in fossil fuel consumption, as well as industrial production, vehicle use, and fertiliser application has driven an increase in air pollutant emissions over recent decades.
The “Air Quality in Asia: Air Pollution Trends and Mitigation Policy Options” report provides the current status of air pollution management, air quality data monitoring and analysis, and offers recommendations for mitigating the impacts of rising air pollution going forward.</p
Enabling innovative investments for city climate action : examining the key barriers and opportunities faced by city climate finance matchmaking programmes
This working paper was developed as part of the Urban-Act project to inform the design of effective matchmaking support to cities in Asia and the Pacific. Matchmaking for climate finance refers to helping cities prepare 'bankable' climate action projects and connecting them with potential investors. This support is crucial to overcoming existing barriers to accessing climate finance at the city level.
The report examines the key challenges faced by city climate finance matchmaking programmes and explores possible solutions and enabling conditions. Notable challenges include the lack of capacity of city governments for project preparation and limited replicability and scalability of matchmaking interventions. Possible solutions include utilising blended finance and financial aggregation to secure greater funding and increase knowledge-exchange between cities. Adopting impact assessments and engaging in early stage investor consultations should enable the implementation of these solutions. </p
Evaluation of the project on “Improving the use and sharing of geospatial information for resilient and sustainable development in selected pilot countries”
Commissioned by ICT and Disaster Risk Reduction Division, ESCAPThe evaluation aimed to support accountability and learning, and inform future program design and
implementation. It assessed project performance against standard evaluation criteria, formulated
lessons learned and recommendations, and analyzed the results. The evaluation covered the project
design, strategy, and implementation. It adhered to the United Nations Evaluation Group (UNEG)
norms and standards for evaluation. The evaluation covered the project period from March 2019 to
February 2022 and included nine countries Bangladesh, Bhutan, Cambodia, Fiji, Indonesia, Kyrgyzstan,
Mongolia, Sri Lanka, and Thailand

Modeling traffic congestion effects on air pollutants
Air pollution is universally recognized as one of the most pressing environmental challenges in the Asia-Pacific region. In recent years, this impact has risen at an alarming rate and has resulted in an increased premature death and threatened the livelihoods and sustainable development in region. This trend is expected to continue, particularly in fast-growing cities with exponentially increasing urban populations.
Though biomass burning is a significant air pollution source in Chiang Mai within the northern region, traffic-related air pollution has also become one of the major sources of air pollutants such as NO2, CO, and SO. This paper comprehensively examines the relationship between traffic congestion effect and ambient air pollution through conducting quantitative modelling, correlational analysis, linear regression analysis, and Copula analysis.</p
Report. Eighteenth Session of the SPECA Governing Council
The Governing Council of the United Nations Special Programme for the Economies of Central Asia (SPECA) will hold its 18th session on 23 November 2023 in Baku, Azerbaijan. Under the chairmanship of Azerbaijan, the SPECA participating States (Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) will discuss the outcomes of 2023 SPECA Economic Forum and adopt its conclusions and recommendations.The eighteenth session of the Governing Council of the United Nations Special Programme for the Economies of Central Asia (SPECA) took place on 23 November 2023 in Baku, Azerbaijan. The 2023 SPECA Economic Forum entitled “Transforming the SPECA Region into a Connectivity Hub with Global Outreach” held on 21-22 November 2023, as well as annual sessions of the SPECA Working Group on Trade and the SPECA Working Group on Gender and SDGs held on 20 November 2023 preceded the session of the Governing Council. The 2023 SPECA high-level events were jointly organized by the Government of the Republic of Azerbaijan, the Chair country of SPECA in 2023, the United Nations Economic Commission for Europe (UNECE) and the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP). The 2023 SPECA Governing Council session was preceded by the Ministers’ business breakfast hosted by the Minister of Economy of the Republic of Azerbaijan and a bilateral meeting between Ms. Tatiana Molcean, Executive Secretary of UNECE, and Mr. Ilham Aliyev, President of the Republic of Azerbaijan. Concept note and tentative programme. Third Session of the SPECA Working Group on Innovation and Technology for Sustainable Development
The objectives of the third session of the WG on ITSD, hosted by MDDIAI of Kazakhstan in Almaty in cooperation with ESCAP and UNECE, are to review the progress for the year 2021-2022 and the plan for 2022-2023, and to adopt the plan. The WG will also advance the arrangements for the implementation of the SPECA Innovation Strategy for Sustainable Development and share good practices of emerging technology applications in coherence with ESCAP’s Asia and the Pacific Information Superhighway (AP-IS) Action Plan 2022-2026.The WG will review and provide the feedback on the draft documentation on setting up the Digital Solutions Centre for Sustainable Development (DSC SD) as an implementing tool to advance the digital transformation in the SPECA region. The meeting will review the UNECE tools for support to innovative enterprises in the sub-region, hold consultations on the pilot SPECA Business Incubators and Accelerators Network. The meeting will also get updated information and hold preparations for the major events, such as SPECA Governing Council and the SPECA Economic Forum 2022 (November, Kazakhstan), ESCAP Committee on ICT and Science Technology and Innovation (August, Bangkok, Thailand), and the Asia Pacific Digital Ministerial Conference 2022 on 9-10 November in Seoul, Republic of Korea (9-10 November Seoul, RoK).</p
