    Von der Haft in die Berufsbildung : berufliche Grundbildung nach der Haft – Voraussetzungen und die Rolle der Berufsberatung bei der Unterstützung (ehemals) eingewiesener Personen

    Diese Arbeit «Von der Haft in die Berufsbildung» untersucht, unter welchen Bedingungen es für ehemals eingewiesene Personen realistisch ist, nach der Entlassung eine berufliche Erstausbildung auf der Stufe Eidgenössisches Berufsattest (EBA) oder Eidgenössisches Fähigkeitszeugnis (EFZ) zu absolvieren. Ziel ist es, zentrale Erfolgsfaktoren für eine gelingende Berufsorientierung und -integration zu identifizieren und konkrete Handlungsempfehlungen für Berufs-, Studien- und Laufbahnberater:innen im öffentlichen Berufsinformationszentrum (BIZ), insbesondere in Graubünden, abzuleiten. Zur Beantwortung der Fragestellung wurde eine qualitative Inhaltsanalyse nach Mayring (2022) durchgeführt. Datengrundlage bilden sechs leitfadengestützte Interviews mit eingewiesenen Personen der Justizvollzugsanstalt Realta (JVA Realta). Die Auswertung erfolgte induktiv und deduktiv und wurde durch theoriegeleitete Reflexionen ergänzt. Die Ergebnisse zeigen, dass grundsätzlich ein Interesse an einer beruflichen Grundbildung vorhanden ist. Hindernisse liegen weniger in mangelnder Motivation als in strukturellen Bedingungen wie fehlendem Zugang zu Beratung, finanzieller Unsicherheit oder Stigmatisierung. Zugleich wirken familiäre Unterstützung, stabile Bezugspersonen und selbstgewählte Ziele als förderliche Faktoren. Die Bedeutung sozialer Netzwerke sowie der Beziehungsqualität in der Beratung wurde mehrfach betont. Eine freiwillige, empathische und ressourcenorientierte Unterstützung durch das BIZ – idealerweise bereits während der Haft – wurde als zentraler Erfolgsfaktor beschrieben. Die Arbeit leitet praxisnahe Empfehlungen für Berufsberatende ab, zum Beispiel hinsichtlich niederschwelliger Information, begleitender Online-Beratung oder Präsenz in Justizvollzugsanstalten. Theoretisch stützt sich die Arbeit auf die sozial-kognitive Laufbahntheorie, personenzentrierte Beratungsansätze sowie Konzepte des sozialen Kapitals. Sie leistet damit einen Beitrag zur beruflichen Integration von vulnerablen Zielgruppen und bietet Ansatzpunkte für weiterführende Forschung

    Mobilizing local government revenues and 2024 local tax performance

    As a decentralized and multi-tiered system of government, lower-level governments in Indonesia play major role in delivering basic services, ranging from education and health to local infrastructure projects such as roads, drinking water infrastructure, and sanitation. For the year 2023, out of a total general government spending of 3,476 trillion IDR, around 38.4% was spent by lower-level governments. In aggregate, the share of local government spending is higher than spending at the provincial level of government (Ministry of Finance, 2024a). The funding of local public goods and services can come from both intergovernmental transfers and local governments’ own-source revenues. For most local governments, the majority of these transfers come in the form of general equalization grants. Under the new Law on Central and Local Financial Arrangement, Law 1 2022, the pool fund for general equalization grants, previously mandated in the Law 33 2004, is no longer directly stated. Since 2017, the growth of overall intergovernmental transfers from central governments is below 10%, and there was a reduction in intergovernmental transfers during the COVID-19 Pandemic in 2020 (Ministry of Finance, 2021). Should there be limited fiscal respurces at the central level in the future, there could be a risk of declining intergovernmental transfer allocations. Although Indonesia’s policies on decentralization have primarily focused on expenditure decentralization, there has been progress in both devolution and granting local governments greater fiscal discretion. Therefore, the discussion of local revenue autonomy is important in understanding how local governments manage and are able to improve their local resource mobilization through own-source revenues, specifically by improvement in their local tax revenues. This policy brief aims to examine trends in local government revenues by assessing: - how local revenue patterns have evolved over time - revenue collection capacity – referring to the ability of local governments to generate and collect local own source revenues effectively over time - potential reforms to enhance local revenue mobilization. A specific focus of this brief is the review of local tax revenue collection performance in 2024. To note, we limit discussion on own-source revenues and local taxes at the third-tier level of government, referring to local governments: cities and municipalities in Indonesia

    Unravelling influence through social network analysis in different dairy systems in the Canton of Zurich

    While being the economically most important agricultural sector in Switzerland, the milk value chain is faced with structural changes as well as economic, social and environmental challenges. To achieve the Sustainable Development Goals, food systems such as the milk value chain must be transformed so that they provide nutritious, affordable food while ensuring fair working conditions and minimizing environmental impacts. Engaging in participative processes and considering regional contexts are crucial for successful transformations. Using Social Network Analysis (SNA) and stakeholder analysis in two districts in the canton of Zurich (Hinwil and Horgen), this study aims at providing an understanding of the interrelations in milk value chains and the key actors within. After comprehensive actor identification through secondary research, an online survey, validated by pre-test interviews with experts along the milk value chain, collected data about the trade, information, and collaboration networks. Hinwil demonstrates a rather vivid milk value chain with local processors collaborating under the natürli label, whereas Horgen relies more on non-local processors. Both value chains show distinct funnel structures with processors and distributors in bottleneck positions. The study identifies key actors who hold central network positions, have high interest in and self-assessed influence on the regional milk value chain, or are perceived as influential. Overall, this study outlines a systematic approach to gain a better understanding of regional food value chains and the key actors within, laying the foundation for the participatory development of sustainable food value chains

    Recent biodiversity changes in grasslands across elevational bands in Switzerland

    Concerns about intensification of land use and land abandonment threatening plant diversity called for the establishment of national monitoring and agri-environmental payment schemes in Switzerland. Yet, little is known about recent biodiversity changes in Swiss grasslands. The analyses in this study were based on the presence / absence records of 455 permanent 10 m2 plots in grasslands systematically spread across elevational bands in Switzerland, collected by the Swiss Biodiversity Monitoring BDM. We assessed changes in vascular plant species richness, mean ecological indicator values and species composition at the local scale in Swiss grasslands over two decades (2001–2023) and for three elevational sets (all, below, and above 1200 m a.s.l.). Further, we identified winners and losers at the species level. Throughout all three elevational sets, we found that the mean species richness increased in the study period. Likewise, the mean ecological indicator values for temperature increased throughout. While the mean ecological indicator values of nutrient, soil moisture and reaction remained constant for the set of all plots, at lower elevations there was a trend towards a decreased nutrient value whereas soil moisture decreased at higher elevations. Overall, more species showed positive rather than negative trends over time. Especially at lower elevations, short-lived, ruderal species and C4 grasses are on the increase. We suggest that these trends are linked to the increased harvesting frequency and the recent trend towards longer dry spells in Swiss summer. By contrast, at higher elevations, stress tolerance of grasslands decreased while competitiveness increased. These diverging patterns point to different drivers of biodiversity change dependent on elevation and call for context-dependent conservation measures

    Die Wasserkraft hat in der Schweiz einen hohen Stellenwert und trägt wesentlich zur Energieversorgung bei. Allerdings führt die Regulierung von Flüssen durch Verbauungen wie Staumauern zu einer Fragmentierung der Gewässer und beeinträchtigt das natürliche Abflussregime. Dies wirkt sich negativ auf Auenlandschaften aus, die durch periodische Überflutungen geprägt sind und als dynamische Lebensräume eine hohe Biodiversität bieten. Viele Auen in der Schweiz sind stark degradiert, da natürliche Überschwemmungen weitgehend fehlen und wichtige ökologische Prozesse gestört werden. Diese Arbeit untersucht den Einfluss künstlicher Hochwasser und Dammüberläufe auf die Makrozoobenthos-Gemeinschaften in der Restwasserstrecke der Saane unterhalb des Rossens-Staudammes. Ziel war es, Erkenntnisse über Veränderungen in der Makrozoobenthos-Gemeinschaft und den einzelnen Ordnungen vor und nach Hochwasserereignissen zu gewinnen, wobei die Dimensionierungsfaktoren Höhe, Dauer und Frequenz im Fokus standen. Die rheophilen EPT-Taxa (Ephemeroptera, Plecoptera und Trichoptera) wurden dabei besonders berücksichtigt, da sie mit natürlichen Abflussbedingungen und höheren Strömungsgeschwindigkeiten assoziiert werden. Die Probenahmen erfolgten über einen Zeitraum von einem Jahr im Haupt- und Seitenkanal der Restwasserstrecke. Generalisierte lineare gemischte Modelle wurden genutzt, um die Auswirkungen der Hochwasser auf Taxa-Reichtum, Abundanz, Diversitätsindizes und einzelne Ordnungen zu untersuchen. Die nicht-metrische multidimensionale Skalierung analysierte Veränderungen in der Zusammensetzung der Makrozoobenthos-Gemeinschaften. Die Ergebnisse zeigen, dass die Dauer der Hochwasser den deutlichsten Einfluss auf die Makroinvertebraten hatte. Länger andauernde Ereignisse führten zu einer Abnahme der Taxa, der Gesamtdichte und zu signifikanten Veränderungen bei Amphipoda und Diptera sowie der Gemeinschaftszusammensetzung. Die Höhe der Hochwasser beeinflusste die Ordnung Oligochaeta und den Shannon-Index, während die Frequenz signifikanten Effekte auf die Amphipoda, Diptera und die EPT-Taxa hatte. Der Hauptkanal wies im Vergleich zum Seitenkanal eine signifikant höhere Dichte an Makroinvertebraten auf, was auf unterschiedliche Lebensraumbedingungen und Habitatverfügbarkeit zurückgeführt werden kann. Die Hochwasserereignisse verschoben die Gemeinschaften hin zu lotischen Arten, die dynamische Strömungsverhältnisse bevorzugen. Innerhalb der EPT-Taxa profitierten insbesondere die Ephemeroptera, während die Plecoptera im Untersuchungsgebiet kaum vorkamen und von der Fragmentierung besonders betroffen sind. Die Ergebnisse verdeutlichen die Bedeutung der verschiedenen Dimensionierungsfaktoren, welche Einfluss auf die Biodiversität und die ökologische Funktion in regulierten Flusssystemen nehmen. Langfristige Betrachtung und detailliertere Untersuchungen spezifischer Taxa könnten helfen, die ökologische Dynamik besser zu verstehen und Massnahmen zu optimieren.Hydropower holds a high priority in Switzerland and contributes significantly to the country's energy supply. However, the regulation of rivers through constructions such as dams leads to the fragmentation of water bodies and disrupts the natural flow regime. This has negative effects on floodplain landscapes, which are characterized by periodic flooding and serve as dynamic habitats with high biodiversity. Many floodplains in Switzerland are severely degraded due to the absence of natural flooding and the disruption of essential ecological processes. This study investigates the impact of artificial floods and dam overflows on macrozoobenthos communities in the residual flow section of the Saane River below the Rossens dam. The aim was to gain insights into changes in macrozoobenthos communities and individual orders before and after flood events, focusing on the dimensional factors of magnitude, duration, and frequency. Rheophilic EPT taxa (Ephemeroptera, Plecoptera, and Trichoptera) were given special attention, as they are associated with natural flow conditions and higher flow velocities. Sampling was conducted over a period of one year in the main and side channels of the residual flow section. Generalized linear mixed models were used to examine the effects of floods on taxa richness, abundance, diversity indices, and individual orders. Non metric multidimensional scaling was employed to analyze changes in the composition of macrozoobenthos communities. The results show that the duration of the floods had the most significant impact on macroinvertebrates. Longer-lasting events led to a decrease in taxa richness, total density, and significant changes in Amphipoda and Diptera as well as the composition of communities. Flood magnitude influenced the Oligochaeta order and the Shannon index, while frequency had significant effects on Amphipoda, Diptera, and EPT taxa as a whole. The main channel showed a significantly higher density of macroinvertebrates compared to the side channel, which can be attributed to differences in habitat conditions and substrate availability. Flood events shifted communities toward lotic species that prefer dynamic flow conditions. Within the EPT taxa, Ephemeroptera benefited the most, while Plecoptera were rarely present in the study area and were particularly affected by fragmentation. The findings highlight the importance of dimensional factors in influencing biodiversity and ecological functions in regulated river systems. Long-term studies and more detailed investigations of specific taxa could help to better understand ecological dynamics and optimize management measures

    Platform dynamics and rapid scaling : an empirical examination of growth drivers in platform-based start-ups

    Understanding the mechanisms that enable rapid growth in platform-based technology start-ups represents a complex yet crucial research imperative for contemporary scholarship. To develop a comprehensive taxonomy of factors that facilitate rapid growth, we conducted a narrative integrative review and thematic synthesis to identify key prerequisites for the successful scaling of platform businesses. Employing purposeful sampling, we then conducted qualitative interviews ( N = 13) with founders of two-sided platform start-ups to validate our findings. Our analysis reveals a multidimensional framework of success factors, systematically categorized into entrepreneurial attitudes, organizational resources, and capabilities, strategic business practices and external environmental factors. The findings demonstrate that growth in platform contexts is distinctively driven by factors such as platform usability, continuous customer involvement in iterative product development cycles, and the mindset of the founding team. Additional critical drivers include the strategic leveraging professional networks, systematic cultivation of innovation capabilities to deliver unique customer value, and sophisticated balancing the ‘chicken and egg’ challenge inherent in two-side market development. Based on the findings, we developed a theoretically grounded yet practically oriented diagnostic checklist that provides guidance for entrepreneurs, investors, and policymakers seeking to support the scalable development of platform-based business models

    Hintergrund: Die mechanische Beatmung auf der Intensivstation kann negative Folgen auf die Betroffenen haben. Besonders der Weaningprozess von der Beatmung gestaltet sich als schwierig. Mit einem inspiratorischen Muskeltraining kann der Entwöhnungsprozess unterstützt werden. Fragestellung: Die vorliegende Arbeit untersucht die Auswirkungen des inspiratorischen Muskeltrainings auf den maximal inspiratorischen Druck von invasiv beatmeten Personen auf der Intensivstation und deren Weaning. Methode: Diese Arbeit ist ein systematisches Literaturreview. Die Recherche wurde in MEDLINE, Pubmed und CINAHL durchgeführt. Nach Überprüfung der Ein- und Ausschlusskriterien wurden vier Studien zur Beantwortung der Fragestellung ausgewählt. Die Studien wurden mit PEDro kritisch gewürdigt. Ergebnisse: Die Ergebnisse der eingeschlossenen Studien zeigen unterschiedliche Auswirkungen des inspiratorischen Muskeltrainings auf den maximalen inspiratorischen Druck und das Weaning. Schlussfolgerung: Bei selektiv ausgewählten invasiv beatmeten Betroffenen kann das inspiratorische Muskeltraining zu einem Anstieg des maximal inspiratorischen Drucks führen. Der Zusammenhang des gesteigerten maximal inspiratorischen Drucks mit einem verbesserten Weaningprozess bleibt jedoch weiterhin unklar.Background: Mechanical ventilation in the intensive care unit can have negative consequences for those affected. The weaning process from mechanical ventilation is particularly difficult. The weaning process can be supported with the help of inspiratory muscle training. Question: The following work investigates the effects of inspiratory muscle training on the maximum inspiratory pressure of invasively ventilated patients in the intensive care unit and their weaning. Method: This work is a systematic literature review. The search was conducted in MEDLINE, Pubmed and CINAHL. After checking the inclusion and exclusion criteria, four studies were selected to answer the research question. The studies were critically appraised using PEDro. Results: The results of the included studies show different effects of inspiratory muscle training on maximum inspiratory pressure and weaning. Conclusion: In selectively chosen invasively ventilated patients, inspiratory muscle training can lead to an increase in maximal inspiratory pressure. However, the connection between the increased maximal inspiratory pressure and an improved weaning process remains unclear

    Reducing driveline infection risk in durable mechanical circulatory systems with ultra-flexible wires for energy transfer

    Background: Driveline infections (DLIs) pose a burden to heart failure patients supported by durable mechanical circulatory support devices (dMCSs). A major factor to DLI comes from the low mechanical compliance of drivelines, affecting wound healing. New drivelines that mitigate mechanical stress on skin may reduce the risk of DLI. We investigate macroscopic and microscopic effects of wires with low flexural stiffness on the risk of DLI. Methods: Prototypes equipped with ultra-flexible wires, due to their stranded metallic core and small diameter, were percutaneously implanted in an adult ovine model of DLI and subjected to electric conditions typical of dMCS operation. In the control (no bacterial inoculation, n=2 animals, follow-up period ~2 months) and inoculation (with Staphylococcus epidermidis, n=2 animals, follow-up period 1.5 months) study groups, the commercial dMCS drivelines and the prototypes were implanted at equivalent surgical sites of each animal. In the inoculation group, the surgical sites were infected with Staphylococcus epidermidis two weeks post-implantation. Results: Ultra-flexible wires showed flawless electromechanical performance, enabled fast recovery of skin redness in the first two weeks (p<0.05), and reduced inflammation (p<0.0001) at the exit site compared to commercial dMCS drivelines. After S. epidermidis inoculation at the exit site, ultra-flexible wires displayed reduced bacterial number (34 times lower) compared to commercial dMCS drivelines, avoiding internal biofilm formation and macroscopic signs of infection. Conclusions: Using small, ultra-flexible wires reduced wound size and mechanical stress at the exit site, strengthening barrier function and lowering the risk of DLI. The use of ultra-flexible wires may improve the quality and duration of life of patients supported with dMCS

    Bewässerte Klima-Dachbegrünung im Gundeldinger Feld, Basel (Schweiz)

    Die vorliegende Arbeit untersucht die Kühlungseffekte von bewässerten Dachbegrünungen in Basel, Schweiz, als Klimaanpassungsmassnahme. Im Gundeldinger Feld in Basel wurden dabei zwei Versuchsanordnungen von Mai bis Oktober 2024 auf ihre Auswirkungen auf die Oberflächen- und Lufttemperatur untersucht. In Versuch A wurden vier verschiedene Leichtbau-Dachbegrünungen mit Vegetationsmatten (45 – 82 kg/m2) verglich und deren Bewässerungseffektivität sowie ihr Potenzial der Temperaturreduktion analysiert. In Versuch B wurde der Einfluss der Bewässerung auf eine bestehendes extensives Gründach untersucht, wobei eine Fläche mit automatischer Bewässerung mit einer unbewässerten Fläche und einem schwarzen Bitumendach verglichen wurde. Ziel war es, die Temperaturdynamik der verschiedenen Flächen zu messen und zu vergleichen. Zur Datenerhebung wurden Temperatursensoren in verschiedenen Hohen eingesetzt und drohnengestützte Infrarot-Wärmebilder zur Messung der Oberflächentemperaturen erstellt. Die Ergebnisse von Versuch A zeigen, dass bewässerte Leichtbau-Dachbegrünungen technisch machbar sind und einen positiven Einfluss auf die Umgebungstemperatur haben. Bei der Variante ≪Rollrasen mit Hanf-Flachs-Unterbau≫ waren die Oberflächentemperaturen am niedrigsten, allerdings wies diese Fläche auch den höchsten Wasserverbrauch auf. Versuch B zeigt, dass der bewässerte Teil der extensiven Dachbegrünung deutlich kühler war als der nicht bewässerte Teil und das Bitumendach. Dieser Effekt war vor allem in der Trockenperiode messbar und auch in einer Höhe von 200 cm noch signifikant. Die Untersuchung zeigt, dass auch Leichtbau-Dachbegrünungen mit minimalem Schichtaufbau bei ausreichender Bewässerung zur Abkühlung der Umgebungstemperatur beitragen können und somit die Auswirkungen der städtischen Wärmeinsel abschwächen.This study investigates the cooling effects of irrigated green roofs in Basel, Switzerland, as a climate adaptation measure. In the Gundeldinger Feld in Basel, two test arrangements were examined from May to October 2024 for their effects on surface and air temperature. Trial A compares four different lightweight green roofs with vegetation mats (45 - 82 kg/m2) and analyses their irrigation effectiveness and their potential for temperature reduction. Trial B investigates the effects of irrigation on an existing extensive green roof, comparing an area with automatic irrigation with an unirrigated area and a black bitumen roof. The aim was to measure and compare the temperature dynamics of the different surfaces. To collect data, temperature sensors were used at different heights and drone-based infrared thermal images were taken to measure the surface temperatures. The results of trial A show that irrigated lightweight green roofs are technically feasible and have a positive influence on the ambient temperature. The surface temperatures were lowest for the ‘rolled turf with hemp flax substructure’ variant, but this surface also had the highest water consumption. Trial B illustrates that the irrigated part of the extensive green roof was significantly cooler than the non-irrigated part and the bitumen roof. This effect was particularly measurable during the dry period and was still significant at a height of 200 cm. The study shows that even lightweight green roofs with a minimal layer structure can contribute to cooling the ambient temperature with sufficient irrigation and thus mitigate the effects of the urban heat island
