Ciudadanía y democracia
Get PDFBeing a citizen and unambiguously determining the mechanisms for obtaining citizenship can be considered essential achievements of contemporary political life in the West. This notion is, likewise, observed as an idealized creation in which the relationships between rulers and the governed function following rules that equalize the opportunities of citizens, favoring an interaction that guarantees equal treatment between the participants of a political community in which Everyone counts to make decisions and freely exercise their right to intervene in government functions. In recent decades, however, such an idea of citizenship has begun to be called into question. This work presents an exploratory study of the hegemonic conception of democratic citizenship through a genealogical review, the reasons that made its configuration possible are analyzed, as well as the criticisms that announce its debacle. Two alternative paths that challenge the canonical concept are also explored, which arise as responses to the stated crisis. Finally, some emerging forms of citizenship are realized that illustrate the complex evolution of the concept and force us to continue rethinking it in a Latin American key.Ser un ciudadano y determinar sin ambigüedades los mecanismos para obtener la ciudadanía pueden considerarse logros esenciales de la vida política contemporánea de Occidente. Dicha noción es, así mismo, observada como una creación idealizada en la que las relaciones entre gobernantes y gobernados funcionan siguiendo reglas que igualan las oportunidades de los ciudadanos, favoreciendo una interacción que garantiza un trato igualitario entre los participantes de una comunidad política en la que todos cuentan para tomar decisiones y ejercer libremente su derecho a intervenir en las funciones de gobierno. En las últimas décadas, sin embargo, tal idea de ciudadanía ha comenzado a ponerse en tela de juicio. Este trabajo presenta un estudio exploratorio de la concepción hegemónica de ciudadanía democrática a través de una revisión genealógica, se analizan las razones que hicieron posible su configuración, así como, las críticas que anuncian su debacle. También se exploran dos vías alternas que interpelan el concepto canónico, las cuales surgen como respuestas a la crisis enunciada. Finalmente, se da cuenta de algunas formas emergentes de ciudadanía que ilustran la compleja evolución del concepto y nos obligan a seguirlo repensando en clave latinoamericana
Publication rates and characteristics of medical theses from a University Hospital in México City
Get PDFBackground. In medicine, as in other disciplines, a significant amount of research is first captured in the thesis of university degree candidates. Nevertheless, on many occasions the scientific rates of thesis publication are meager. The Hospital General “Dr. Manuel Gea Gonzalez” (HGMGG) is a relevant public university hospital in Mexico City; however, the characteristics, fate, and publication rates of the dissertations produced by medical residents are unknown. Objective. The objective of the present study was to examine these essential aspects in our Hospital to identify areas of opportunity to increase publishing of these research dissertations. Material and methods. Data from the theses presented between 1980 and 2000 were obtained from the TESIUNAM repository. Publication of theses in indexed and non-indexed biomedical journals was assessed by a search strategy using Google Scholar, SciELO, Pubmed, Scopus, Science Direct, ProQuest, Ebsco, Ovid, Imbiomed, and Lilacs databases. Results. Sixty-eight of 360 (18.9%) medical theses written by residents were transformed into articles published in scientific journals. Residents were the first authors on 19% (13/68) of these articles. The factors associated with the publication of a particular thesis were a prospective and analytical design; human beings as the study subjects; presentation by the Department of Pediatrics; supervisor with PhD degree, and Mexican journal with impact factor in SJR and Scopus Impact Factor. Discussion. A low proportion of theses’ publication was found in our hospital. It is necessary to implement measures to improve the rate of publication by residents.Introducción. En medicina una cantidad significativa de investigación se refleja primero en las tesis de los residentes. Sin embargo, en muchas ocasiones la publicación de las tesis científicas es exigua. El Hospital General “Dr. Manuel Gea González” es un relevante hospital público universitario de la Ciudad de México; sin embargo, se desconocen las características y tasas de publicación de las tesis realizadas por los médicos residentes. Objetivo. El objetivo del presente estudio fue examinar estos aspectos en nuestro Hospital para identificar áreas de oportunidad para incrementar la publicación mediante tesis de investigación. Material y métodos. Los datos de las tesis presentadas entre 1980 y 2000 se obtuvieron del repositorio TESIUNAM. La publicación de tesis en revistas biomédicas indexadas y no indexadas se evaluó mediante una estrategia de búsqueda en las bases de datos Google Scholar, SciELO, Pubmed, Scopus, Science Direct, ProQuest, Ebsco, Ovid, Imbiomed y Lilacs. Resultados. Sesenta y ocho de 360 (18,9%) tesis médicas escritas por residentes fueron transformadas en artículos publicados en revistas científicas. Los residentes fueron los primeros autores en el 19% (13/68) de estos artículos. Los factores asociados a la publicación de la tesis fueron un diseño prospectivo y analítico, con el ser humano como sujeto de estudio, presentación por parte del Departamento de Pediatría, director con título de doctorado y revista mexicana con factor de impacto en SJR y Scopus Impact Factor. Discusión. En nuestro Hospital se encontró una baja proporción de publicación de tesis. Es necesario implementar medidas para mejorar el ritmo de publicación por parte de los residentes

Reflexiones éticas del impacto y desafíos de la inteligencia artificial en la medicina de laboratorio
Get PDFThe use of artificial intelligence (AI) in laboratory medicine (LM) has led to a qualitative leap in the diagnosis of diseases that afflict humans. The development of robots for measurement, calculation and prediction has increased the reliability, validity and reproducibility of AI diagnostic tests, leading to an easy choice of such technology in the clinical laboratory. However, AI in LM entails several ethical reflections that need to be considered. The incipient technology under development, the presence of cognitive biases in algorithms and data, the uncertainty of robot performance, technological limitations, the threat to privacy, and the absence of a legal framework open ethical conflicts that lacerate human equity, safety, and autonomy. The technological imperative of AI in LM must not overcome responsibility, nor infringe on the dignity of the person.El uso de la Inteligencia artificial (IA) en la Medicina de laboratorio (ML) ha provocado un salto cualitativo en el diagnóstico de enfermedades que aquejan al ser humano. El desarrollo de robots para la medición, cálculo y predicción ha aumentado la confiabilidad, validez y reproducibilidad de las pruebas diagnósticas con IA, induciendo a una fácil elección de dicha tecnología en el laboratorio clínico. Sin embargo, la IA en la ML entraña una serie de reflexiones éticas que deben considerarse. La incipiente tecnología en desarrollo, la presencia de sesgos cognitivos en los algoritmos y datos, la incertidumbre del funcionamiento del robot, las limitaciones tecnológicas, la amenaza a la privacidad y la ausencia de un marco legal abren conflictos éticos que laceran la equidad, la seguridad y la autonomía del hombre. El imperativo tecnológico de la IA en la ML no debe superar la responsabilidad, ni atentar contra la dignidad de la persona

Get PDFThe aim of this essay is to expose the methodology for the deciphering of truth, in the oneiric hermeneutics proposed by Sigmund Freud and in the analogical hermeneutics of Mauricio Beuchot and expose the point at which the analogical and psychoanalytic hermeneutics intersect. In order to carry out this succinct speculative relationship, basically two texts by each author will be used; by Freud The Interpretation of Dreams, published in 1899 and An Outline of Psycho-Analysis, written in 1938 and published for the first time in the german language in 1940; by Beuchot, Tratado de hermenéutica analógica. Hacia un nuevo modelo de interpretación, book published in 1997 and Hermenéutica de la encrucijada. Analogía, retórica y filosofía, published in 2008.Este ensayo tiene como objeto exponer la metodología para el desciframiento de la verdad en la hermenéutica onírica propuesta por Sigmund Freud, y en la hermenéutica analógica de Mauricio Beuchot para, finalmente, plantear el punto en el que hermenéutica analógica y psicoanálisis se entrecruzan. Para llevar a cabo esta sucinta relación especulativa se utilizarán básicamente dos textos de cada autor; por parte de Freud, La interpretación de los sueños, obra publicada en 1899 y Esquema del psicoanálisis, escrita en 1938 y publicada por primera vez en el idioma alemán en 1940; y por parte de Beuchot, el Tratado de hermenéutica analógica. Get PDFThe SCJN, in issuing this resolution, which speaks of the obligations of the Mexican Institute of Social Security to respect the right to health of people with HIV, imposes the obligation on all judicial authorities of the federal and common jurisdiction, to issue their resolutions and sentences taking into account this criterion, the problem is that the judgment of the amparo, Due to the principle of relativity, it only binds the parties to the conflict, and not the rest of the administrative authorities of the health sector, that is, in the event that a violation occurs again, the other people must promote the amparo lawsuit so that they can assert the interpretation of the human right to health made by the SCJN. Hence the importance of publicizing this jurisdictional criterion coming from the First Chamber of the Supreme Court of Justice of the Nation.La SCJN, al emitir la presente resolución, que habla de las obligaciones del Instituto Mexicano del Seguro Social para respetar el derecho a la salud de las personas con VIH, le impone la obligación a todas las autoridades judiciales del fuero federal y común, a emitir sus resoluciones y sentencias tomando en cuenta este criterio, la problemática es que la sentencia del amparo, debido al principio de relatividad, únicamente obliga a las partes dentro del conflicto, y no al resto de autoridades administrativas del sector salud, es decir, que en caso de que se vuelva a producir una violación, las demás personas deberán de promover el juicio de amparo para que puedan hacer valer la interpretación al derecho humano a la salud que realizó la SCJN. De ahí la importancia de dar a conocer este criterio jurisdiccional proveniente de la Primera Sala de la Suprema Corte de Justicia de la Nación
