Movilidad humana: perspectiva de Protección Internacional
Forced displacement and migration have significantly increased over the last few years, leading to record numbers of refugees, migrants, and displaced persons registered by unhcr and IOM respectively. A significant number of persons on the move are moving in what is known as mixed movements or mixed flows, and public debate surrounding these movements tend to use the terms migrant and refugee without distinction. What might be considered as semantic has important consequences in terms of international law. This leads to the need to re-examine the distinction between the terms of migrant and refugee at a conceptual and legal level, as well as the consequences derived from this distinction, particularly with regards to the legal framework applicable to persons on the move.El desplazamiento forzado y la migración han visto un aumento significativo en los últimos años, llegando a números récord de personas refugiadas, migrantes y desplazadas registradas respectivamente por acnur y por la Organización Internacional para las Migraciones (OIM). Un número significativo de personas en movilidad se desplazan en lo que se denomina movimientos mixtos o flujos mixtos, y el debate público tiende a discutir estos flujos utilizando de manera indistinta los términos migrantes o refugiados. Sin embargo, hay diferencias sustanciales ente los dos términos y lo que puede parecer una distinción semántica, tiene consecuencias profundas en el marco del derecho internacional. Esto lleva a la necesidad de examinar nuevamente la distinción entre los términos migrantes y refugiados a nivel conceptual y jurídico, y las consecuencias que derivan de esta distinción, particularmente en lo relacionado al marco jurídico de protección aplicable a personas en movilidad
Sobre el derecho al olvido
Para nadie es una novedad que la concepción del derecho en nuestro tiempo, —con todo y el paso sin piedad de una contingencia sanitaria mundial—, se encuentra profundamente marcada por el lenguaje de los derechos y las grandes perspectivas iusfilosóficas detrás de ellos.
Con esa línea, son cada vez más los estudios que analizan los derechos humanos, pero en su aplicación concreta y resolutiva, es decir, en las sentencias constitucionales de los diversos tribunales de occidente. No es de extrañar, por tanto, que dediquemos unas breves líneas a la exposición de un caso resuelto en agosto de 2020 por la Cámara Civil del Poder Judicial de la Nación, en Buenos Aires, Argentina, sobre el llamado “derecho al olvido”

The paper presented starts from the hypothesis that the emergency management mechanisms, established in the Mexican Constitution, need the division of powers as their essential institution. But this is ineffective when it focuses on the confrontation between the Executive Power and the Legislative Power, although it acquires greater virtuality when it starts from the dialectic between parliamentary majority and minority. This is because, despite Mexican presidentialism, Congress has an essential role during the suspension of guarantees of art. 29 constitutional, since it is the Mexican Parliament that allows the granting of extraordinary powers and the suspension of guarantees. But the same does not happen in the mechanism of art. 73, constitutional section xvi.Si los virólogos centraron su atención en la contención del virus, los constitucionalistas y politólogos hicimos lo propio con la contención del poder, para evitar que éste se desviase hacia formas autoritarias. Por ello, el trabajo presentado parte de la hipótesis de que estos mecanismos necesitan de la división de poderes como su institución esencial, ya que, sin su fiscalización, su regulación carece de sentido, ya que se produciría lo que con ellos se quiere evitar. Dicha división es poco efectiva cuando se centra en el enfrentamiento entre el Poder Ejecutivo y el Poder Legislativo. Ello se debe a que, a pesar del presidencialismo mexicano, el Congreso tiene un papel esencial durante la suspensión de garantías del art. 29 constitucional, ya que es esta cámara la que permite el otorgamiento de facultades extraordinarias y la suspensión de garantías. The political and social transformations that gave rise to participatory democracy brought with them new demands from citizens such as their participation in public decisions with a collective impact. For this reason, these tools are created that allow society to influence these types of issues such as Participatory Budgeting. At the same time, it brings with it the opportunity for transparency, control and surveillance of public resources to emerge as an advantage, which contributes to the fight against corruption.Las transformaciones políticas y sociales que dieron origen a la democracia participativa trajeron consigo nuevas demandas de la ciudadanía, como lo es su participación en las decisiones públicas con un impacto colectivo. Effect of early or late nutritional intervention with psychological support on symptoms associated with Anorexia Nervosa: a comparative study
Introduction: Anorexia nervosa (AN) is a disease with increasing incidence and prevalence, favored by biological, psychological, familial, and social factors. Management must be interdisciplinary, involving the intervention of nutritionists and psychologists. Additionally, it is important to evaluate the effect of an early or a late onset of the intervention. Objective: To determine if early nutrition-based intervention along with psychological support leads to a decrease in the symptoms associated with Anorexia Nervosa, when compared with late intervention. Methods: To evaluate the above parameters, an exploratory study was proposed with a design of non-randomized clinical trial and a non-probability purposive sampling of n = 17 women with AN between 12 and 25 years of age (x̄ = 16.8 ± 3.6). According to the moment of the nutritional intervention with psychological support, the 17 women were divided into two groups: Group 1 (n = 10) start the intervention in the first six months after the onset of the disease while Group 2 (n = 7) started 3 years after the disease. The nutritional and psychological carried out consisted of three phases: individualized nutritional assessment, design of the meal plan according to the metabolic needs of each patient and nutritional indications, and an individualized psychological intervention. Both interventions were carried out once a week for six months, for a total of 24 psychological and nutritional sessions. The physical variables of body mass index (BMI) and arm muscle area (AMA) were measured. To assess emotional changes, the body image dissatisfaction subscale of the Eating Disorder Inventory (EDI) was used. Results: Six months after follow-up, the results showed statistically significant changes in the BMI (p <,0.01), AMA (p <,0.01) and body image dissatisfaction (p <,0.01) after the intervention. It was found that the early-intervention group presented lower values in BMI and AMA as compared to the late-intervention patients while both groups showed a marked reduction in body image dissatisfaction values. The late-intervention group presented the sharpest reduction. There was no significant difference in the variables BMI and AMA in the intragroup comparisons.
