No full text最高裁判所第一小法廷に提出された上告理由補充書の(3)。美浜原発2号炉で発生した蒸気発生器細管破断事故、関西電力による事故隠し、ECCSの非有効性、中央構造線地震発生の危険性、安全審査の問題点、原子炉設置に関わる許可という高度に科学的判断を要する処分を「裁量処分」とした原判決の誤りなどを次々と指摘し、本件許可処分の違法性を主張した。Volume 3 of the supplementary statement for appeal.
