They are intended to provide relevant stakeholders such as national government, local government and community groups with the basic principles of flood waste management together with a quick guide of important solid waste management actions at each stage of flood event to help both getting prepared in advance and responding effectively. International survey on stakeholders' perception of the concept of extended producer responsibility and product stewardship (Report of Joint Research of IIIEE and NIES)
Get PDFPDF拡大生産者責任（以下、EPRという。）は、過去20年ほどの廃棄物・リサイクル政策において世界的に重要な概念として用いられてきた。しかしながら、EPRは異なるステークホルダーに様々な形で理解され、政策の議論において最も議論が難航する事項であった。本研究では、様々なステークホルダーがEPRの概念をどのように異なって認識しているかを明らかにすることを目的とし、国際アンケート調査を2013年に実施し、全世界426名の有識者からの回答を得たものである。
調査項目は、EPRの目的、EPRの適用と論拠、責任の種類、生産者の範囲、EPR制度に関する特定の見解への賛否等であり、個別の集計結果とともに、国・地域別、製品種類（容器包装、家電等）別、ステークホルダーの種類別の集計結果、自由回答の結果が示されている。
なお、本調査は、スウェーデンのルンド大学国際産業環境経済研究所と日本の国立環境研究所資源循環・廃棄物研究センターの研究者によって共同で実施されたものである。boo
International Survey on Stakeholders’ Perception of the Concept of Extended Producer Responsibility and Product Stewardship : Report of Joint Research of IIIEE and NIES
Get PDFpdfExtended Producer Responsibility (EPR) is, according to the OECD (2001), an environmental policy approach in which a producer ’s responsibility, physical and/or financial, for a product is extended to the postconsumer stage of a product’s life cycle. Instead of EPR, several countries use the word “product stewardship” as a very similar concept. The concept of EPR and product stewardship (PS) has been one of the most important ideas for waste management /recycling policy in the world for the last two decades. However, different stakeholders perceive the concept and the role of producers in varying ways. We therefore conducted an international survey on stakeholders ’ perception of EPR/PS. The aim of the survey was to identify how various stakeholders in different countries perceive the concept, rather than to conclude how it should be. The purpose is to deepen our understanding about EPR and PS and possibly facilitate relevant discussions. In this report, after a brief introduction of how we developed and conducted the survey (Chapter 2), we summarize the results of the survey, the analysis and our reflections (Chapter 3). The report ends with some concise conclusions (Chapter 4).
