    ウェルビーイング測定の経緯と課題

    1960年代に社会指標運動として始まったウェルビーイング測定の試み2は、持続可能性などに範囲を広げつつ、一進一退しながら各国、国際機関、わが国で進んできた。SDGsという世界的な目標としてまとまった指標群もあり、近年はさらに重要性を増している。SDGsを推進する指標として、さらに限定的な指標を選別・開発する動きがあるものの、国際的な合意への道のりは険しい。包括的なウェルビーイング指標の一つとして注目されている主観的ウェルビーイングについては、ギャラップ社世界世論調査(GWP)が世界的におおむね共通の項目、方法で調査を行っており、国連のイニシアティブで始まった世界幸福度報告で活用されている。このデータを見ると、大きな政治社会情勢の変化が起きた国で主観的ウェルビーイングにGDPでは見られない動きがあり、主観的ウェルビーイング指標の有用性が確認できる。民間データではあるものの、公的部門にとって有用な情報が含まれ、一層の活用が望まれる。我が国においても主観的ウェルビーイングの測定・活用の努力は半世紀以上にわたって継続されている。しかし、設問や手法が安定しておらず、時系列分析には困難を伴う。インターネット調査などの活用方法を含む調査手法の研究が望まれる

    Exporting the KdF model of organising leisure : The touring exhibition “Joy and Work” in Southeast European countries in 1938/39

    A series of touring exhibitions entitled “Joy and Work” propagated the campaign of the Nazi leisure and tourism agency, Power through Joy (KdF: Kraft durch Freude). The exhibitions were held in Athens in May 1938, in Sofia in October and November 1938, and in Bucharest in June 1939. It was intended to fulfil the ambition of the German Labour Front (DAF: Deutsche Arbeitsfront), superior organisation of KdF, which was to establish the World Alliance “Joy and Work” to replace the International Labour Organisation. Despite the unfulfilled aims of DAF, the touring exhibitions series played a significant role in promoting the formation of national leisure organisations in Greece, Bulgaria, and Romania, which were under the so-called Royal Dictatorship. This emphasizes that not only German, but Southeast European authoritarian regimes also acknowledged the organisation of leisure as an effective method for national integration.     In December 2022, Japan’s Financial Services Agency published the Code of Conduct for ESG Evaluation and Data Providers, which defines the behavioral regulations for environmental, social, and corporate governance(ESG)evaluation providers functioning in the information ecosystem of expanding sustainable finance. ESG evaluation providers collect, analyze, and evaluate information on corporate sustainability initiatives but have largely remained internationally unregulated. However, sustainable finance legislation is expanding globally, triggering a rapid rise in the demand for and use of such professionals. Thus, discussions on the oversight of ESG evaluation providers are developing in various regions including the UK and the EU. This study identifies the characteristics of ESG evaluation providers and outlines the issues concerning these professionals. Subsequently, it compares and analyzes the trends in the evolution of regulations or disciplinary directives in Japan, the UK, and the EU. This study examines the perspectives essential for deliberations on disciplinary directives for ESG evaluation providers in the context of the regulation of information intermediaries
