'Should We Call it Middle Class?' Economic and Political Stakes of the Middle Income Group Expansion in Vietnam
Middle class expansion in formerly poor countries has become the focus point of business groups, development banks and national governments over the latter decade. By naturalizing an income group into a social class with political agency, they misapprehend what exactly are these “people in the middle” and what exactly are their margins of influence on the economy and public policies. By combining microeconomic data on economic and social characteristics of middle income earners taken from the national representative living conditions survey and primary data on subjective perceptions of a representative sample of middle class household heads, we find that the Vietnamese middle-income earners (1) now represent a significant share of the population, (2) are strongly heterogeneous in terms of income, occupation and status, (3) comprises a large share of highly vulnerable households facing high individual risks uncovered by social protection, (4) is not a significant source of political chang
User Centric Approach; Guidance for providers and standardization makers
The present document defines guidance to the providers and standard makers to ensure that each service component is provided with the information needed by the user to make an informed choice. It addresses all the dimensions of ACIFO to the supplier, in order to produce the APIs according to the user expectations and whatever the number and types of additional suppliers. The present document is designed in conjunction with the user guide, ETSI EG 203 602. Each recommendation which has been identified as important for the user finds its parallel for the supplier offer, as defined in the present document. For each need and expectation, by user categories, the present document recommends relevant service information and functions. This is to facilitate, on the one hand, easy access for the user and on other hand, consistently create manageable services that are easily incorporated into a service definition that can support Service Level Agreement (SLA). The recommendations are intended for the user to be able to compose own services according to the needs, the location and activities. The concept of this new vision is detailed in ETSI TR 103 438

The present document defines guidance to the user in order to build its own service composition with the expected and relevant Quality of Experience (QoE) and to ensure their data privacy. It focuses on analysis of functionalities and information from the user point of view. It provides recommendations from functional and informational elements. The present document defines the intersection of the "user centric" and the "user interface" which contains the different profiles of the user and equipment to adapt to user's new needs. Thus, according to the possibilities offered by the equipment, the networks and the software platforms, a personalization is possible. The present document includes the results of an additional survey that complete the results obtained in the initial survey, defined in ETSI TR 103 438

Cette intervention a permis de mettre en évidence une occupation humaine antique importante, du milieu du Ier à la fin du IIe siècle, voire au début du IIIe siècle de notre ère, sur toute la zone d’intervention. Différents niveaux de sols antiques associés à des zones de rejets artisanaux et domestiques ont pu être observés mais aucune organisation claire de l’habitat n’a été identifiée. Les comblements des nombreuses structures en creux ont livré des éléments liés à une activité de saunier. Cependant, aucun four ou fourneau n’ont été mis au jour. Certains aspects de la chaîne opératoire de production de sel ont été identifiés, notamment l’extraction d’argile. Trois réimplantations successives ont été observées et cela malgré les dépôts fluviaux ou marins qui viennent les recouvrir dans la partie basse de l’emprise.La zone concernée par l’aménagement est très propice à cette activité saunière et de nombreuses matières premières devaient être disponibles alentours. L’étude du mobilier céramique a permis de démontrer que nous avons affaire à une population qui a des contacts ou des relations commerciales avec d’autres populationsrelativement éloignées. Elles sont, ainsi, intégrées dans des réseaux de commerce régionaux et interrégionaux en liaison très probablement avec le commerce du sel.Les périodes médiévales et moderne sont représentées également par l’implantation de fossés probablementparcellaires mais ces phases chronologiques restent anecdotiques
