Factors Promoting or inhibiting the integration of ecologically modern principles into the Ugandan agriculture industry
Uganda's plan for the modernization of Agriculture (PMA) is comprised of strategies and programs to enhance production, processing and marketing of Ugandan agriculutural produce and products. In order for the transition of the Uganda agriculture industry to be sustainanble, it is important to ensure such things as the maintenance of good soil quality, minimization of the leakage of chemical inputs into the environment, and protection of water and irrigation systems. This research focused on identifying those factors that may be prompting or inhibiting the adoption of such ecologically modern principles into the agriculture industry. These factors influence the industry's political ecology - those political and strategic actions taken by individuals and organizations, which in turn dictate to what extent ecological modernization can occur. The eco-factors, are in the categories of 1) orginizational commitments, competencies, and constraints, 2) environmental policies and programmes, 3) industrial ecology conditions, 4) positioning of related businesses, 5) interest groups and organizations 6) market demand and patterns of utilization, and 7) competitive forces and collaboration. The research identifies several points of intervention that may further encourage the integration of environmental approaches within the Ugandan agriculture industry: improved access to financial captital, access to markets, and capacity building.

Addressing food-for-work concerns in the West Nile region of Uganda.
The World Food Programme (WFP)-Uganda, along with the Ministry of Agriculture and Fisheries, has begun implementation of an agriculture and marketing support project based on the food-for-work concept in the West Nil, a moderately food-insecure region, with some areas still recovering from recent wars. Implementing food-for-work projects raises several key concerns and questions among development experts involving targeted beneficiaries, administrative control of planning and implementation of projects, quality of assets created, and longer term sustainability. These are some of the questions of concern raised when analyzing WFP's Food For Assets project in the West Nile. The answers to these questions influence the overall effectiveness of the project to improve food security through increased agricultural capacity, better access to markets, and increased income. Recommendations to ensure better success include interventions through monitoring and evaluation, developing linkages with other development agencies and projects, accessing the proper expertise and training, and maintaining ongoing sensitization and planning meetings.
Impact of externally funded projects on development of research capability of national agricultural research system
The Indo-UK Forage Production Project was conceived to train and equip scientists of the Indian Grassland and Fodder Research Institute (IGFRI), Jhansi (India) to address technical needs of farmers within their socio-economic settings. The Project started in April 1994 and remained operative for 5½ years. It was funded by DFID, UK, and involved collaboration with the institute of Grassland Environmental Research, Aberystwyth (UK). During the project, a considerable number of scientists were trained in modern research techniques in various areas of fodder production and utilization, participatory research methods, Agricultural Research for Development (ARD) approach, Team Building, Process Management, and Project Management. The project provided equipment to increase research and IT capacity. These activities led to enhanced research capacity of IGFRI in assessing clients’ needs, and screening existing technologies against social equity, economic competitiveness and environmental sustainability. The impact assessment indicated that there is need to continue to develop skills in proposal writing, problem analysis, project design, monitoring and evaluation methods. When planned properly and implemented judiciously, externally funded projects can effectively enhance research capability of national agricultural research system
