An Intersectional Analysis of Victimization of the Homeless, Mental Health, Guardianship and Housing Status
The present study examines victimization across a localized homeless population. It is widely agreed upon across the extant literature that those experiencing homelessness are victimized at disproportionately higher rates in comparison to the general population. Utilizing routine activities and lifestyles theories, this paper examined how varying degrees of housing and mental health issues affect the likelihood of victimization for those experiencing homelessness. It was hypothesized that lower levels of housing and higher degrees of mental health issues exacerbate the high rates of victimization across the homeless population. Utilizing a routine activities perspective, this study conceptualized housing as a measure of guardianship. This study utilized a secondary data analysis design. Secondary data was accessed from the Winnipeg At Home/Chez Soi project. Using negative binominal regression, it was found that there is a relationship between mental health, guardianship, and victimization. Analyses provided partial support for the hypotheses that greater mental health challenges contribute to a higher propensity of victimization. Although the results illustrated that greater levels of stable housing did have a mitigating effect on victimization at the 12-month time period serious mental health issues were found to be a considerably stronger predictor of victimization than guardianship through housing. The findings suggest that proximity to high crime areas, certain lifestyle factors and individual activities may still account for much of high victimization rates for the homeless, despite an increase in provision of housing. Future qualitative inquiry is recommended to better understand the processes that impact victimization for the homeless with mental health issues.Social Sciences and Humanities Research - CGS MMaster of Arts in Criminal Justic
Strengthening energy security through community energy planning in Churchill, Manitoba
Imagine that it costs you $100 to fill your car’s gas tank, and no one outside your isolated community is working to improve things. This scenario is a reality for many northern remote communities like Churchill, Manitoba, where traditional energy security definitions and centralized systems have left them with unaffordable, unsustainable power. This thesis begins the process of community energy planning in Churchill by creating a community energy profile, and vision statements to guide a future energy plan. It also examines, from a Northern perspective, energy security definitions, and their effectiveness in remote communities. Twenty-three semi-structured snowball interviews and a workshop (n=12) identified community priorities for an energy vision statement and future energy plan. The energy profile was constructed in Microsoft Excel with data from utility companies and government and visualized using ArcGIS 10.7.1. Interview and workshop data were analysed using Nvivo12 to identify common themes. Being a remote community, Churchill has limited diversity in its energy sources. 75% of Churchill’s energy consumption is fossil fuels, including 5.4 million litres of jet fuel. Consequently, residents consume 35%more fossil fuel than the average Canadian. A significant portion of this can be attributed to the community’s remoteness, but also the high rates of tourism with a reliance on air travel. Such high rates of fossil fuel consumption are viewed negatively in the community. All workshop participants and twenty-one interviewees mention a strong desire for Churchill to utilize more renewable energy sources. Increasing renewable energy is a seen as crucial to reducing greenhouse gases and improving sustainability in the community. Opportunities to increase the efficiency of the energy system through upgrades to building conditions, improved technology, and energy efficiency programs are also identified and viewed favourably by participants. Energy generation occurs largely outside of the control of the community. Manitoba unique monopolistic electricity market, and government ownership of a significant portion of housing in the community results in most decisions being made outside of the community with little opportunity for input. Fourteen interview participants and all workshop participants identified increased agency as crucial to the future of the energy system. Draft vison statements for Churchill’s future community energy plan, and a reconceptualized definition of energy security included the identified elements of agency and efficiency. Churchill’s energy profile also provides the foundation to an energy plan as energy consumption is more precisely known and visualized. Reenvisioning an Energy Strategy for Manitoba: Planning for 2030 and Beyond
On March 10, 2020 the Re-envisioning an Energy Strategy for Manitoba: Planning for 2030 and Beyond workshop was held at The University of Winnipeg. The purpose of the event was to initiate a discussion amongst Manitobans about energy in the province. In doing so, it brought together people with a variety of energy-based perspectives and interests, including consumers, researchers, students, Indigenous peoples, energy providers, entrepreneurs, decision-makers, and members of the public interested in the future of energy use in Manitoba. An embedded system for the automated generation of labeled plant images to enable machine learning applications in agriculture
A lack of sufficient training data, both in terms of variety and quantity, is often the bottleneck in the development of machine learning (ML) applications in any domain. For agricultural applications, ML-based models designed to perform tasks such as autonomous plant classification will typically be coupled to just one or perhaps a few plant species. As a consequence, each crop-specific task is very likely to require its own specialized training data, and the question of how to serve this need for data now often overshadows the more routine exercise of actually training such models. To tackle this problem, we have developed an embedded robotic system to automatically generate and label large datasets of plant images for ML applications in agriculture. The system can image plants from virtually any angle, thereby ensuring a wide variety of data; and with an imaging rate of up to one image per second, it can produce lableled datasets on the scale of thousands to tens of thousands of images per day. As such, this system offers an important alternative to time- and costintensive methods of manual generation and labeling. Furthermore, the use of a uniform background made of blue keying fabric enables additional image processing techniques such as background replacement and image segementation. It also helps in the training process, essentially forcing the model to focus on the plant features and eliminating random correlations. To demonstrate the capabilities of our system, we generated a dataset of over 34,000 labeled images, with which we trained an ML-model to distinguish grasses from nongrasses in test data from a variety of sources.
