PÂRȚACHI, Ion, ȘIȘCAN, Natalia. Measuring the impact of fiscal indicators on the quality of life in the Republic of Moldova = Măsurarea impactului indicatorilor fiscali asupra calității vieții în Republica Moldova. In: 30 years of economic reforms in the Republic of Moldova: economic progress via innovation and competitiveness [online]: The International Scientific Conference dedicated to the 30th Anniversary of the establishment of the Academy of Economic Studies of Moldova, September 24th-25th, 2021, Chisinau. Chișinău: ASEM, 2022, vol. 3, pp. 74-79. ISBN 978-9975-155-66-3.The quality of life is one of the most important UN-recognized indicators characterizing the level of a country's development. Social policy is recognized as the most significant sphere of interests of modern society and the most important part of the activity of a modern state. Therefore, the problem arises of constructing qualitative forecasts to determine what the level and quality of life will be after the application of managerial influences. The goal of the article is to establish the relationship between economic and social factors. Knowledge of this relationship will allow to take into account the effects arising from changes in economic indicators. Of the many indicators characterizing the quality of life, we selected those that most fully represent the well-being of the population, the quality of the social sphere and education. An econometric model of the relationship between the above indicators and the main fiscal indicators was built. DOI: https://doi.org/10.53486/9789975155663.07; CZU: 311.141:330.59(478)
Rolul politicii bugetar-fiscale în atenuarea inegalității veniturilor în Republica Moldova
BALAN, Aliona. The role of budgetary-fiscal policy in reducing revenue inequality in the Republic of Moldova = Rolul politicii bugetar-fiscale în atenuarea inegalității veniturilor în Republica Moldova. In: Competitiveness and Innovation in the Knowledge Economy [online]: 26th International Scientific Conference: Conference Proceeding, September 23-24, 2022. Chişinău: ASEM, 2022, pp. 91-96. ISBN 978-9975-3590-6-1 (PDF).Income inequality is a current socio-economic problem both in the Republic of Moldova and in several countries. The implementation of tools to mitigate inequalities is a condition for ensuring the national security of the Republic of Moldova and sustainable development throughout the world. Fiscal policy plays an important role in redistributing income in the economy and thereby mitigating the rise in income inequality. The relatively low redistributive effect of direct taxes and social transfers implies changes in the budget-fiscal policy in the Republic of Moldova. Therefore, some budgetary-fiscal policy measures are proposed in order to mitigate income inequality in the Republic of Moldova. RUSU, Djulieta. The role of extracurricular activities in foreign languages for intercultural competence aquisition = Rolul activităților extracurriculare în limbi străine în formarea competenței interculturale. In: Multilingvism și Interculturalitate în Contextul Globalizării [online]: Masa rotundă: Culegere de articole. Ediţia a 3-a, 27 mai 2022. Chişinău: ASEM, 2023. pp. 100-139. ISBN 978-9975-147-83-5 (PDF).It is known that the EU's motto is "United in diversity" - of cultures, traditions, beliefs, and, last but not least, of languages. Therefore, an efficient and productive interaction between various cultures and languages, in an environment of acceptance, tolerance, equality, flexibility, understanding, respect and affirmation, requires a multicultural training and appropriate intercultural competences. Moreover, the existence of many intercultural barriers, the urgent need to interact with people, regardless of their origin, to live in a world marked by pronounced cultural and linguistic differences, confirms the importance of developing such competences by studying cultural diversity and capitalizing its strengths, but in the same time maintaining its own identity and contributing to its development. Therefore, the local higher education system, foreign language teachers, in particular, have the complex mission to form and develop intercultural competences and/ or elements of competences, necessary for today's young people, for both, personal and professional development and in order to integrate into a multicultural environment. The approached subject reveals the fact that in the academic environment, intercultural competence can be successfully acquired with the help of traditional or modern extracurricular activities. Diversitatea identității, bilingvismul și pluriculturalismul în culturile occidentale și orientale
DODU-SAVCA, Carolina, ERNU, Elena. Diversity of identity, bilingualism and pluriculturalism in western and eastern cultures = Diversitatea identității, bilingvismul și pluriculturalismul în culturile occidentale și orientale. In: Multilingvism și Interculturalitate în Contextul Globalizării [online]: Masa rotundă: Culegere de articole. Ediţia a 3-a, 27 mai 2022. Chişinău: ASEM, 2023. pp. 32-49. ISBN 978-9975-147-83-5 (PDF).In a culturally diverse and globalized society, where half of the world’s population is estimated to be bilingual, the concept of cultural identity appears to be constantly influenced in ways it has never been before. The number of people suffering from a crisis of cultural identity is rapidly increasing. This can be explained by the fact that as members of two or more cultures, many do their hardest to integrate into the dominant culture, even if it means sacrificing the values of the culture in which their parents were raised, only to have a sense of belonging in the dominant culture’s society. In this article we try to identify the specific features of bilingualism and pluriculturalism in social and family context in Western and Eastern cultures. Using France in the West and South Korea in the East as examples, we examined from various perspectives how immigrants who are fluent in the dominant culture’s language, have adopted its values into their lifestyle, yet even after spending in this country the most of their lives they feel alienated and discriminated. Based on documentary, analytical, historical, descriptive, and juxtaposed comparative methods of research we reached to the conclusion that while we advocate for equality regardless of ethnicity, gender, colour, or religion, equality remains an ideal that we have failed to achieve because we are still reluctant to fully accept cultural diversity of Identity. Transformation through digitalization of higher education - update and need in ensuring the creativity of university teachers and the competitiveness of the university = Transformarea prin digitalizare a învățământului superior – actualitate și necesitate în asigurarea creativității cadrelor didactice universitare și a competitivității universității. În: Strategii şi politici de management în economia contemporană [Resursă electronică]: conf. şt. intern., ediţia a 7-a, 9-10 iunie 2022. Chişinău: ASEM, 2022, pp. 375-383. ISBN 978-9975-147-65-1 (PDF).The topical issue is the awareness of the university environment of the need to adopt a new vision on the digitalization of higher education due to and / or due to the Pandemic, which forced universities to survive many crises. However, thanks to digitalisation, higher education is becoming more accessible. Certainly, digitization generates benefits, but also challenges that the university environment has to face. The purpose of this article is to highlight the role and impact of stakeholders involved in the digital transformation of higher education, thus encouraging the creativity of university teachers and ensuring the competitiveness of the university. A „barometer” of appreciation of the digital performance of the management team, of the university teachers, of the quality of the educational services could be, for the beginning, a Checklist for self-evaluation of the digital potential of the institution and of the university teachers. Stakeholders interested in the digital transformation of higher education should therefore take action if they really want to capitalize on the university environment in order to ensure its sustainability in the following dimensions: education, research and development; internationalization of education; research, consulting and partnerships - all aimed at creative, intelligent, so SMART digital cognitive and behavioral skills. Ways to improve the management of enterprises in the tourism industry of Ukraine in martial law
MUSTETSA, Iryna, LUCHIK, Svitlana. Ways to improve the management of enterprises in the tourism industry of Ukraine in martial law. În: Strategii şi politici de management în economia contemporană [Resursă electronică]: conf. şt. intern., ediţia a 7-a, 9-10 iunie 2022. Chişinău: ASEM, 2022, pp. 128-132. ISBN 978-9975-147-65-1 (PDF).The article considers the problems of development and management of tourism enterprises during the martial law in Ukraine. It is established that the aggression of the Russian Federation and the beginning of the war with Ukraine affected all key aspects of the life of the Ukrainian people and shook the entire civilized world. Numerous bombings of the Black Sea coast, which houses the largest number of Ukrainian tourism facilities, have preserved the work of hospitality enterprises and forced management to make decisions not to open the tourist season in many areas, and catastrophic business losses. Theoretically, Ukraine is a tourist attractive country and has all the opportunities for the development of domestic tourism as a priority sector of the economy. In the Strategy for the Development of Tourism and Resorts for the period up to 2026, the field of tourism is identified as one of the main industries that affect the general state and trends of the world economy. As this area is related to the activities of more than 50 industries, its development contributes to employment, diversification of the national economy, preservation and development of cultural potential, preservation of environmentally friendly environment, and contributes to the harmonization of relations between different countries and peoples. Ukraine is located in the center of Europe and has all the conditions for proper economic development through tourism, but lags far behind the world's leading countries in terms of tourism infrastructure and quality of tourism services, which is why a key aspect of hotel development is the construction of new hospitality. Examples of foreign countries, namely Croatia, Bosnia and Herzegovina, Cyprus, Egypt and Israel in the direction of development and restoration of the tourism industry in the postwar and war periods are studied. Ways of management of the enterprises of sphere of tourism in Ukraine for the purpose of development and stabilization of financial indicators are analyzed.
