    One small step for e-voting, one giant leap for democracy

    E-voting is the next step of the Republic of Moldova evolution. In the article we present advantages of e-voting, all steps of its using, many kinds. Electronic voting refers to election using electronic. E-voting can be managed by phones, Internet, private computer networks or special kiosks. We give reasons of accepting this kind of voting. It is analyzed the OSCE/ODIHR\u27s (Office for Democratic Institutions and Human Rights) activities which are related to tolerance and non- discrimination are focused on the following areas: legislation; law enforcement training; monitoring, reporting on, and following up on responses to hate- motivated crimes and incidents; as well as educational activities to promote tolerance, respect, and mutual understanding in the article. It is given conclusions of all ODIHR activities which are carried out in close co-ordination and co-operation with OSCE participating States, OSCE institutions and field operations, as well as with other international organizations

    Any locality, especially a county seat municipality, needs a representative area, the so-called ,, Centre ” that the tourists and the foreigners would want to visit, the locals to enjoy it and take pride of. Amongst the most important landmarks of the residents of the Municipality of Alexandria are the green areas, which is why the project conceived by the Municipality supports the importance of developing the network of urban spaces in the city. The city has a regular street formation and a system of distribution that appears most often in colonies cities. Therefore, the Danube street withits green area for recreation which cuts the monotony situated exactly in the centre of the city, is “ the green heart of the city”. General objectives of the project: Improving the accessibility of both locals and tourists in the city centre of Municipality of Alexandria with the help of the underground road passages. Reconfiguring the subterranean spaces related to the central area of the municipality, thus improving the quality of the public space. Reducind traffic congestion to the surface in the central area and supporting both locals and visitors by providing parking in this area. This is achievable, by using an underground parking for the underground passage, proposed by the project, thus clearing up a significant number of square meters of the above- ground space, usually occupied by vehicles. The project ‘Reconfiguration of the road and the pedestrian traffic in the central area of the Municipality of Alexandria– Road Passageway’ is part of the general context of sustainable development, economic and social, in the regional, county and local policies and programs. It is relevant from the point of view of community strategies aimed at optimizing local development factors- environmental actors on the one hand and tourism infrastructure on the other

    Dynamic Management of Traffic and Public Transport at the level of an Integrated Management Center of Urban Mobility

    The Integrated Urban Mobility Management Center will ensure the takeover, centralization and offering of information and solutions in real time for all types of urban mobility problems: traffic management, public transport, bike sharing, ticketing, etc.; as well as information on the environment: temperature, pollution, high toxicity alerts, providing public information (weather data, travel times and routes, air quality, etc.) and secure / private information (on traffic accidents, ways of intervention, diversion of transport routes, additional means of transport, integrated solutions according to scenarios and legislation). Preliminary studies on European directives for urban mobility and emergency situations as well as national regulations. Approach: Analysis of the links between the command centers and the information provided for information processing in the Master Center – information system architecture, data sources, storage, processing, data utility, error handling, choosing / generating post-processing solutions to solve the problems encountered using predefined scenarios or using algorithms for generating solutions according to the legislations in force. Results: Creating scenarios for the integration in the Intervention Solutions of the Master Center, providing the two types of information: public and private (secured) reducing CO2 emissions, increasing urban mobility by using public transport means and alternative mobility, increasing road safety, improving response times in case of an event by integrating communication with the Inspectorate for Emergency Situations

    This article addresses the difference of Place, Image and Branding for urban marketing in Public Management of Ecuador. The government with the aim of planning and making decisions in real time should include the perspective of local governance and the construction of an image for its own country and the international arena to acelereate the local socio-economy development. This conceptual framework was designed to address the relationship between governance, and socio-economic development. The hypotheses proposed for this study were based on good governance and socio-economic development in Ecuador expected by the enforcement of urban marketing in Public Service Management moreover local governments are the key factors for translating investments revenues to sustainable economic development and, urban marketing as successful in terms of theory and practice when local governments are involved in the process as main actor to activate the economy of countries.     IT tools and strategies in business

    The focus of this work-in-progress paper is on strategy tools, which is a topic that lately has received a lot of interest in practice. There are various streams of literature of strategy tools, ranging from traditional company-related strategy tools to more flexible and individual-based strategy tools. This paper intends to provide some initial insights into this issue. The aim of this study is to explore managerial perceptions of strategy tools as facilitators of the development of business relationships and networks. Many small companies active in the segment of information and communication technology demonstrate difficulties in terms of expanding their business and increasing the product and service portfolio. In this context, this study aims to apply strategic tools and business model in a micro-segment of the software industry inserted into a huge market competition and low entry barriers. The research questions are: a) What are the perceptions of managers of strategy tools as facilitators of developing business relationships and b) how can combinations of strategy tools facilitate the development of different kinds of business relationships? In this paper, the first research question is initially explored empirically. The empirical part of the paper is based on qualitative case studies of ten companies, and more particularly on the perceptions of the managers within these companie. Businesses in all sectors are facing a situation where technology is changing the landscape around them, transitioning from the back room of an organization into the hands of customers, employees and society. Faster development cycles, disruptive business models and increased competition are highlighting the increasingly essential role of technology and automation in business. This means that the success of business relies heavily on the optimal utilization of technology

    General technological competency and usage in public administration education: An evaluation study considering on-the-job trainings and home studies

    According to the UN’s E-Government Development Index (EGDI 2020), which distinguishes between rating classes V1/V2/V3, it is part of Rating Class V3. When it comes to the digital maturity of Germany’s public administration the weaknesses have become blatantly obvious during the pandemic. Civil servants’ digital skills are one of the core prerequisites for digitalization in the public sector. Therefore, these skills need to play a key role in public administration education to prepare future civil servants for e-government. Since the first step towards digital skills is general technological competency, we are studying the level of general technological competency among public administration students. Whereas other studies focus on the information technology gap in public administration or on pedagogical aspects of technological skills, our study evaluates public administration students´general technological competency and usage. To do so we reflect different evaluation models and base our survey upon the EILAB\u27s digital competency profiler (DCP) measuring digital readiness of individuals and groups. The case studied is a Public Administration University of Applied Sciences. The survey results show that e-learning (home studies) phases during the COVID-19 pandemic have contributed little to students´ technological competency and usage. On the contrary, competency and usage during on-the-job training phases in public organizations clearly differ to the off-the-job training phases at the University. Hence, the findings reveal a general technological competency and usage gap between the public administration education and the duties in public administration. Finally, the implications of general technological competency and usage in public administration education are presented and critically reflection based on the chosen EILAB model

    An IoT system for healthcare in the smart city

    Urban lifestyle, stressful work, a large number of daily obligations significantly affect the occurrence of stress. If stress reduction is not addressed, adverse effects on human health may occur. This paper proposes a model of smart healthcare service based on the Internet of Things. The main goal is to develop an IoT system that will enable real time monitoring of citizens’ stress in a smart city, during their everyday lives. Users of this system can monitor stress level and receive notifications and recommendation how to low down stress via their mobile phones. Depending of the detected stress level, users of the proposed system can be provided with relaxation materials in the form of short relaxing video or audio contents. After the stress level is normalized, the user receives a notification and can continue with normal activities. Unlike well-known solutions for stress management, this solution is wearable and can provide biofeedback to both, users and therapist or healthcare workers. The proposed IoT system is developed using intelligent devices such as mobile phones, Raspberry Pi microcomputer, Arduino microcontroller, and sensors for monitoring heart rate and skin conductivity. As a support for monitoring stress level a responsive web application is developed. All the measured data are stored in the cloud. Based on obtained and analyzed data, users can manage the stress level and prevent disease. The obtained results could serve as a good basis for adoption and implementation of stress management as a smart city service

    Some smart solutions towards rapid urbanization in Albanian cities

    In the last two decades, Albania is going through the most dynamic economic, urban, and industrial transformations in its history. Economic opportunities in Albanian’s cities are fueling rural to urban migration on a massive scale. The resettlement is thought to be one of the largest sustained migrations the country has ever seen, involving the relocation of a lot people from rural to urban areas each year. For the last past decades, Albania transportation system was a combination of bicycles, mass transit, and walking. Today, with a growing fleet of privately owned vehicles and low density development, Albania’s is quickly becoming a car-dependent society. Meanwhile the growth of Albania’s economy has improved the living standarts, swelling city populations, increased housing floor area, and the trend toward automobile dependency, have contributed to a host of environmental, health, and security concerns. Urban air and water quality are deteriorating, and greenhouse gas emissions are increasing rapidly. Cars flood city roads, causing severe traffic congestion and jeopardizing community livability. How Albania’s cities can manage the massive influx of new residents in the next two decades will set the framework for growth over the next years and beyond. The current urbanization pattern of sprawling, auto-dependent development poses a threat to public health, quality of life, the economy, and national security, and also strains natural and social resources. Albania most probably can correct its inefficient use of resources and avoid environmental deterioration by pursuing a “smart growth” pathway, which offers an integrated approach to development.     Smart Cities and Digitalisation: A Research Agenda of Public Administration

    The emerging smart cities framework and the core of next-generation information technology innovations serve as the landscape of near-future management of city development and e-Government systems guided by policies and strategies. Data science, or big data is an essential area for governments as data is collected in various forms of  e-commerce, traffic, security, energy, and geographical aspects as well as data sharing from private sector data. This paper is aimed at evaluating the extent of development of smart cities in selected countries in Asia and the adoption of resources, connectivity, and business coordinations in promoting technology and deployment of innovation for public administration. Meta literature and case studies are employed in this paper, focusing on the publications from year 2000 onward to capture the latest development in smart cities and digitalization. The findings contribute to research agenda and practical implications thus far in advancing our understandings of smart cities and digitalization transformation in the pursuit of smart city development in and around Asia as this is yet to be reviewed. Consequently, this paper paves the way towards a better understanding of the extent of smart city initiatives and development in and around Asia.
