    Smart grids: levers towards reducing disparities between cities or targets on the European energy innovation map?

    The energy market liberalization in Europe strives to be more than an aggregation of functional energy national systems, but a smart and unified approach to a market subjected to various disparities amongst states. Given that states are characterized by distinctive levels of investments in the innovation sector, as well as the technological one, a swift and harmonized market liberalization seems to be more a desiderate, rather than an actual objective. The objective of this research is to deliberate and analyse to which extend a smart grid, in its whole mechanics, may reduce the number of disparities between European cities. Moreover, the research will try to depict a smart approach towards implementing successful models of smart grids on markets not yet matured. In this paper I will refine and further deliberate concepts that I have advanced during my Doctoral research in the field of energy market liberalization, but now on a more evolved and in-detail approach; trying to answer to questions such as: is the actual liberalized energy market capable to successfully sustain a smart grid/ smart network approach? And if yes, are the smart consumers enabled to use the advantages, such as smart metering, to full potential? The main result of this research will be to create a matrix, based on comparative research and case study approach, of existing capabilities on the Romanian energy market versus the European ones, thus advancing further recommendations to future approaches; for example, what would enable consumers to become fully operational as smart consumers and which are the state policies that can transform the emergy market in asmart grid enabled one. Through this paper, I will advance the existing debates concerning the energy market in Romania, but from a more scientific approach, one under the umbrella of the political science approach

    Desi manifestarea modernismului in arhitectura si intentia lui de a sterge tot ceea ce apartinea trecutului parea pana de curand sa conduca la o stergere completa a memoriei din cadrul urban, totusi ultimele decenii au facut loc unui nou tip de reconsiderare a acesteia. Astfel, mai ales orasele care pana atunci fusesera orientate exclusiv catre progresismul modernist isi directioneaza astazi atentia spre comemorare. Acest fapt se traduce in prezent prin interesul crescand al arhitectilor pentru proiectele ce au in vedere monumente, memoriale si alte forme de evocare a traumei, de cristalizarea din ce in ce mai vizibila a unor forme de recompensare a victimelor trecutului si de cresterea numarului de muzee, pentru ca orasele de maine sa nu mai repete erorile trecutului. Astfel, prin rolul sau, monumentul/ memorialul/ situl comemorativ este reprezentarea fizica a relatiei dintre discursul istoric si memoria individuala si colectiva. El isi propune, prin mijloacele sale specifice (conceptie, forma, textura, amplasament, inscriptii etc.) sa reaminteasca, sa faca apel la memorie, pentru a evoca evenimente, persoane sau valori ce au o semnificatie profunda pentru o comunitate. In acelasi timp, el poate deveni o foarte interesanta metoda de a observa si intelege relatia interactiva dintre memorie, istorie si a ne explica prezentul in forma in care el ne apare astazi, ajutand la construirea unui viitor coerent

    Smart healthcare for smart cities

    The proposed goals of smart cities are to improve the quality the life of citizens by improving urban infrastructure, foster innovation and enhance the healthcare system offered to their citizens. This paper presents a literature review about the use of Big Data Analytics and BDA-related technologies in order to provide highly efficient medical and health services to patients living in smart cities. A lot of tools in Big Data Analytics involve data mining; thus, we are proposing a simple way of collecting medical and health-related data from patients using a series of sensors and a cloud-based method of mining, transmitting, and analysing data using a (hypothetical) machine learning system. As a conclusion, we may say that health services in smart cities and the use of big data mining for improving medical decision support, among other aspects of health and medical care services are (almost) purely theoretical concepts at this point. These services definitely look good on paper, but there is yet to be a truly successful model that has been tried in real-life clinical practice that has, at the same time, been unanimously considered as successful

    Intr-o lume neliniara, rolul administratiei publice este unul complex, care presupune crearea unui echilibru intre sisteme, adaptabilitate si continuitate in dezvoltarea societatii. In acest context al incertitudinii, sustenabilitatea este necesara sa fie integrata in functionarea si organizarea administratiei publice pentru a contribui la bunastarea atat a generatiilor prezente cat si a celor viitoare. Lucrarea se bazeaza pe aspecte legate de dezvoltarea unei administratii publice sustenabile bazata pe schimbari organizationale, in actualul context marcat de globalizare si de schimbari radicale. Metodologia cercetarii a constat in documentarea si analizarea teoriilor organizationale si lucrarilor de specialitate, de la nivel international si national. Apelul la resursele bibliografice si observatia spontana au reprezentat chei de bolta ale lucrarii. Aceasta cercetare atrage atentia asupra importantei aplicarii conceptului de sustenabilitate si intelegerii impactului sau pe termen lung

    In prezent sistemul administrativ romanesc trece printr-o criza fara precedent odata cu raspandirea la nivel global al coronavirusului Sars- Cov II, moment pentru care institutiile publice nu au fost pregatite sa asigure cererile si nevoile tuturor cetatenilor. In ciuda faptului ca o parte dintre serviciile publice pot fi solicitate prin intermediul platformelor online ale institutiilor (fapt benefic pentru perioada starii urgenta in care programul cu publicul a fost inchis), nu toti cetatenii au acces la internet. In cadrul acestei lucrari imi propun sa analizez modul in care utilizarea metodei Six Sigma si a instrumentelor sale in cadrul administratiei publice poate eficientiza procesul administrativ in ceea ce priveste inregistrarea si rezolvarea cererilor cetatenilor in contextul imposibilitatii deplasarii acestora la sediul institutiei si a utilizarii unei platforme online. Astfel, cu ajutorul Sase Sigma poate fi implementata o strategie de pregatire a institutiilor publice pentru situatiile de criza prin instruirea functionarilor publici pentru o mai buna gestionare a cererilor si problemelor cetatenilor (atat la nivel online, cat si la ghiseu)

    Galati – smart city? Desideratum or reality

    Objectives We all want to live in a smart and innovative city. In Galati, a few steps have been taken towards its development and transformation into a Smart City. The purpose of the research is to analyze the steps taken to achieve this goal. The objectives of the article aim at drawing up a SWOT analysis for the city of Galati and the guidelines for medium and long term development strategies. Prior work The paper is a continuation of previous research conducted in the field of funding from the European Union and it is based on personal experience as a practitioner in public administration domain, in the management of European funds. Approach The chosen research method is case study, which will present some successful projects in Galati, whose implementation contributes to the economic and social development of the municipality. Results The study highlights both the results of the projects and the degree of fulfillment of the desideratum of transforming Galati into a Smart City. The implications of the study for the local public administration and for the Galati community are to be considered, for practitioners in the sense of using the information from the presented strategies, and also for the inhabitants - awareness of the positive and negative aspects of the city, of potential opportunities. Value The paper highlights the current status of Galati compared to other county seat cities in Romania and the desire of its inhabitants to live in a true Smart City

    Learning means the accumulation, thinking, and application of complex knowledge, skills, and perspectives, and the advancement of communication technologies in the late twentieth century heralded dramatic changes in all aspects of human life. One of the concepts that has evolved due to technological advances in communication is the concept of the city. These new technologies have allowed the city to move beyond physical geography and into the realm of local relationships and into a new field and geography. Accordingly, the city, like other areas, has the opportunity to become virtual or smart. The smart city is emerging as a new way to solve many educational problems. This article analyzes the learning of religious knowledge in the context of the smart city through the method of libraries and documents. The achievements and results of this research include the development of friendly environments, changing the pattern of education, improving the quality of formal and informal education

    The role of PPPs in creating sustainable cities

    Cities remain an anchor for society. As cities emerge, they fascinate and inspire generations. Existing literature reveals that the term “cities” resonates with opportunities that are increasing difficult to meet with reducing central transfers. Based on a review of literature, this study reveals while central transfers have caused administrative financial distress and messy cities. Existing literature reveals that while PPPs have been adopted among cities in the developed world, adoption in Sub- Saharan Africa (SSA) has been slim despite dire need for escalating service alongside the passing of PPP Policy, legal and regulatory framework with immense literature pointing to capacity gaps. Based on a systematic review of literature this study provides lessons that can guide the applicability of PPPs in cities in SSA. The outcome of this paper is relevant because it adds to knowledge necessary to deliver services through PPPs in Sub-Saharan Africa (SSA), the application of PPPs can enable cities in remaining relevant to their dwellers and visitors while resolving to some extent administrative financial stress that characterises cities in the developing world

    Nonformal learning – a key concept for smart education

    The Romanian schooling system needs to be reviewed in the context of sustainable development, considering the issue of general urbanization and urban growth. The concept of sustainable development and the concept of smart city are two synergic concepts that, if implemented by large metropolitan areas could be a recipe for general urban progress and wellbeing. My objective for this paper is to argue that nonformal education, is a key sector for the implementation of Smart Education. I will answer the research question; “How digitalization in the nonformal education sector is the keypath to sustainable development”. Another objective is to prove thatdecentralization in education is a model that needs to be applied in the Bucharest schooling system, in order for competencies developed through nonformal education to be taken into account in formal school. Prior concepts that present the importance of nonformal education are first, the European Nordic Model that explains the good practice of decentralized education. Also, this paper is presenting a different perspective starting from the paper I wrote and is published in the 7th Academos Conference Proceedings from 2020. Moreover, my approach to the paper is built on the case study of Bucharest and the existence of a nonformal education institution that develops projects for children. My findings show that there is a need for policy improvement at the local level in order to facilitate more access to nonformal education through digitalization. The topic of the paper will be a contribution to the international non-formal education field because I am going to present practices that worked in Bucharest and could be taken into consideration at the European level. Moreover, I argue that nonformal education research is yet to be developed because there aren’t studies regarding this field either at the regional, national, or international level, regarding the topic of smart education and quality education through nonformal practices

    Private initiative and public management - factors in the development of smart cities in Romania

    The article aims to establish the factors of influence on the development of smart cities from the perspective of their economic sector. Established concepts related to the functioning of the smart city are used, such as urbanization, smart citizens, smart infrastructure, mobility, technology, communication, open data, innovation, the knowledge economy, but also development-specific ones such as efficiency. In view of the current situation, the trends already shown and the aspirations for the smart cities in Romania, the article analyses possible combinations of factors grouped by sector capable of ensuring the dynamics of social innovation in this field. The study uses the observation method of the phenomenon under study (smart city), the analysis and summary of available data on the combinations of factors that have generated the success of smart city projects, the impact analysis of legislation, public policies and the attitude of administration to processes supporting and converging toward smart communities, mapping attitudes to modernization, technology and sustainability, identifying some success factors of local public administrations along the lines of smart community development, selection of results from scientific research that can guide the likely development of smart cities. The connection between scientific research in the various fields (exact sciences, social sciences, technology), technological development, social innovation and mobility of the population is presented. The method of interviewing or collecting previously expressed views on different media channels, including during various events relevant to the evolution of smart cities, the taking up of available information collected through statistical methods, other specific methods for obtaining the data needed for a comprehensive analysis of smart cities in Romania, shall be used. The results of the research are to determine possible combinations at the current stage between economic sectors with potential for smart city development. In order to validate the results of the research, there will be presented the combination of factors that generated some successful projects in the field of smart cities in Romania. The article will help clarify options for all those who wish to engage in the creation of smart communities and will facilitate the development of strategies
