CitiSim – IoT platform for monitoring and management of the city
Current technologies have created new methods of monitoring and organization of the problems in our society, in particular, those arising from the cities. In order to become more connected with the environment and to find solutions to daily problems, such as traffic, pollution or energy consumption, several research, and development projects that focus on these issues were developed. The existence of an intelligent platform for the monitoring and control of the city could be of considerable benefit in the development of the ecosystem at the level of a city. Such a platform, that proposes the development of intelligent services at the level of the towns, is CitiSim. The purpose of the CitiSim platform is to allow users to take management decisions even in critical situations or emergency, on the basis of data provided by the sensors. The expected results shall include the creation of a 3D visualization tool for the monitoring and control of the city and the use of techniques for viewing enhanced publication and reality enhanced publication. For the implementation of the details at CitiSim platform architecture has been used as middleware ZeroC Ice. The chosen programming languages for the implementation of the prototype are Java, JavaScript, and Python. The libcitisim library has been introduced into the system architecture to provide access to the lower level events of a smart city to simplify the development of new services. It will also be available the service for emergency cases simulation which will use special devices for 3D visualization and augmented reality. The devices used for visualization of 3D equipment are 3D glasses that allow you to view the models of buildings and escape routes. The development with 3D models will be done using Unity Engine that uses C# and Unity Script– a JavaScript-based language-as developing language
Implicatii ale economiei subterane in dezvoltarea orasului inteligent
Economia „subterana”, un fenomen de neevitat al economiei unei tari. Lipsa luarii in considerare a acestei fenomen poate conduce la severe derapaje de dezvoltare economica, si in final la adoptarea de strategii de dezvoltare economica nerealiste. Sectorul „subteran” explica fenomene economice si sociale greu de imaginat, desi el sta la baza sporirii antreprenoriatului, crearii de piete noi, la cresterea resurselor financiare, in fapt, conduce la o pierdere a veniturilor publice si la o scadere a increderii cetateanului in institutiile statului. The economic importance of transportation and the circular economy of Iraq

Creative philanthropy and smart cities
The” creative philanthropy” is more and more present in recent debates and studies, along with models of” charity/ service”,” scientific/philanthropy” or” new scientific” approaches. Belonging rather to the third model, “creative philanthropy” is a basic characteristic of the new philanthropy at the beginning of the 21st century that offers some of the funds to take a different way to help the society. Anheier & Leat (2006)appreciate that “philanthropy is experiencing a crisis due to a lack of awareness about the potential that foundations could have. The ability to overcome this crisis provides the key to reinventing philanthropy as a central institution of modern society”. In this context, creative philanthropy becomes a central issue of today’s philanthropic foundations. The progress of smart cities is to be added to the issues researched before. Recent field literature offers a numerous example of cities where” philanthropy is integral to progress”. This study is a detailed approach of the conjunction/contiguity between creative philanthropy and smart cities, offering arguments and development support for more extensive studies in the future

Mostly, ICT is a smart network of objects and machines that are connected and transmit data using both wireless technology and the cloud. IoT-based and cloud-based applications receive, analyze, and manage data in real time to make a good decision about quality of life. People use Smartphones, mobile devices, cars and smart homes for smart city ecosystems. Communities can improve energy distribution, streamline garbage collection, reduce traffic congestion, and even improve IoT air quality. This paper fills a gap in the literature dealing with attacks on critical infrastructure in smart cities and presents envisioned pilots for 3 cities in Europe, as well as experiments in follower cities, one of them being Buzau in Romania
The future of bioenergy as a component of smart cities
A thematic in vogue nowadays is bioenergy evolution as a solution for sustainable development, certain global conflicts, etc. Undeniably, bioenergy represents future energy as a component of smart city development. The main problem today is that resources used to obtain energy are limited, non-renewable and unequal distributed on the planet but the energy consumption is growing. Humanity has to find other sources of energy besides oil, coals am gas. There are two directions: nuclear energy and bioenergy. The second option is preferred to be developed for security reasons. The problem in obtaining bioenergy is that storage methods are not efficient for the moment and its production is not equally distributed for the entire period of the year in most states. Cetateni inteligenti si administratie inteligenta intre drepturi si responsabilitati
Lucrarea de fata isi propune se prezinte o analiza a stadiului de indeplinire a obligatiilor statului in dezvoltarea inteligenta a sistemelor publice ale autoritatilor locale, a competentelor cetatenilor precum si a modului in care sunt cunoscute si respectate drepturile fundamentale in procesul de elaborare si implementare a strategiilor de digitalizare locala. Dezvoltarea sustenabila si inteligenta a Romaniei are nevoie de modele teoretice dar si de bune practici in care sa fie valorificata respectarea drepturilor si libertatilor fundamentale. Sectorul public, serviciile administratiei publice locale trebuie sa se dezvolte si sa se modernizeze pentru o functionare inteligenta si digitala in folosul cetatenilor si cu sustinerea lor. Transformarea digitala prin debirocratizare si cu parcurgerea pasilor specifici – digitizarea (cu obtinerea de date) si digitalizarea trebuie sa aiba in vedere si garantarea drepturilor si libertatilor constitutionale. Respectarea legislatiei in materie de drepturi si libertati in procesul de obtinere a statutului de oras inteligent reprezinta un drept si o responsabilitate, in egala masura, pentru cetateni si decidenti. Identificarea si adoptarea politicilor, metodologiilor si practicilor de dezvoltare a sistemelor publice in perspectiva oraselor inteligente trebuie sa incorporeze armonios legislatia, tehnologia, predictibilitatea, fezabilitatea si acceptarea de catre cetatean ca punct final in curba unui nivel de asteptare realist. Este obligatia statului sa-si educe cetatenii si companiile cu privire la beneficiile oferite de tehnologia informatiei si de serviciile publice electronice, sa elaboreze planuri nationale pentru dezvoltarea competentelor digitale ale cetatenilor dar si in cadrul administratiei publice, sa elaboreze si sa implementeze masurile de reglementare, supraveghere si control ale procesului de digitalizare cu respectarea drepturilor si libertatilor fundamentale ale cetatenilor sai. In acest sens vor fi prezentate doua studii de caz si mijloacele de punere in aplicare, de catre doua primarii urbane, a strategiilor locale de digitalizare pentru optimizarea interconectarii dintre cetatean si serviciile publice
Digitalizarea educatiei din Romania, planul pentru 2021-2027
Aceasta lucrare porneste de la ideea ca transformarile de ordin digital au produs schimbari semnificative in societate si pe plan economic, fiind resimtite din ce in ce mai mult in activitatile curente ale cetatenilor, iar educatia ramane un subiect de interes in cadrul unei comunitati orientate spre evolutie, fiind mecanismul prin care aceasta se poate dezvolta pe termen lung. Scopul lucrarii este de a analiza parcursul Romaniei in ceea ce priveste digitalizarea educatiei, iar in aceasta directie vor fi supuse atentiei tendintele europene si influenta pe care au avut-o asupra situatiei nationale. Digitalizarea educatiei a starnit interes prin prisma noilor tehnologii care pot fi transpuse in sistemul educational astfel incat sa conduca la o imbunatatire a calitatii acestuia, insa acest subiect a fost privit drept o necesitate odata cu situatia epidemiologica provocata prin prisma pandemiei cu virusul SARS-COV-2. Indiferent de gradul de digitalizare existent anterior acestei situatii, anul 2020 a presupus transpunerea in format 100% online a invatamantului pentru mai multe tari din Uniunea Europeana, printre care si Romania. Chiar daca acest context a adus in lumina reflectoarelor necesitatea de a intreprinde demersurile pentru o mai buna pregatire in raport cu era digitala, in tari precum Romania a scos in evidenta inegalitatile in ceea ce priveste accesul elevilor la tehnologie si resurse digitale, cat si anumite impedimente ale sistemului de educatie precum dotarile institutiilor de invatamant, pregatirea cadrelor didactice si existenta aptitudinilor si competentelor digitale in randul acestora din urma. Astfel, lucrarea va sublinia stadiul in care Romania se afla din punct de vedere al digitalizarii educatiei, impactul actiunilor intreprinse in acest sens pana la momentul prezent, dar si digitalizarea educatiei din Romania in raport cu planul de actiune pentru 2021-2027 regasit la nivel european si obiectivele prevazute in Agenda 2030
The use of smart sensors in viticulture
Over time, agriculture has gone through a series of changes and had to provide food for a growing population. The same can be said for viticulture; production and standards have increased significantly. Climate change is causing crops to be repositioned and resized. These environmental changes also mean that new diseases are appearing, leading farmers to use different substances to save crops and achieve the desired yields. The study of smart viticulture in this paper aims to implement methods that will bring improvements in quality standards and production yield. This paper aims to present the research realised in the DISAVIT project, which uses agricultural, meteorological and air quality sensors along with data processing and modelling technologies. In the experimental part, sensors were positioned on plants, soil or machinery to collect and monitor data. These are then processed to extract useful information. Analysis of results is done to optimise the process, grow and cure the crop. Data is sent generating MQTT messages using Libelium Smart Agriculture Pro and an IoT device. In this study, an experimental part is also carried out to monitor essential parameters in viticulture. Data on air humidity, soil temperature and humidity, and solar radiation were analysed. It was found that most of the time the studied environment was optimal for crop growth. The presented study differs from other research due to the architecture presented and the experimental data interpreted in a different way. The architecture aims at both data collection, using appropriate sensors and stations, and communication of the data with a platform for storing and creating solutions for diseases
Smart consumption behavior? An approach related to fast fashion industry
Objectives: Given that the growing phenomenon of fast fashion has become an integral part of the daily life of individuals, it is imperative to analyze this industry from a consumer` point of view. This article points out the industry’s ability to shape consumer behavior, raising several questions about the moral grounds practiced within the community while emphasizing the competitiveness that retailers have managed to create among buyers, which currently has a significant impact on individuals and ecosystems. Prior work: Considering the lack of studies in relation with creative industries in Romania, our research, based on the concept of behavioral economics, investigates the irrational conduct of the consumer by breaking down the underlying decisions behind it. Approach: To conduct the analysis, qualitative research methods were used by applying a survey for 88 respondents located in Romania to observe the consumers\u27 perception on how fast fashion impacts the environment and local businesses. The decision to follow this methodology is based on a differentiated approach, in which the scope is rather an exploratory one. Results: Regarding the results, a profile of the Romanian fast fashion consumer was outlined, based on which one can observe the awareness degree of the industry’s negative externalities, consumption habits as well as the desire to be part of a smart society. Implications: This research can be considered useful by companies operating in the field, as it can serve as market research. Value: By exploring one of the main attributes of fast fashion industry success`, namely its ability to be a part of the daily life of consumers and simultaneously shape it, this paper aims to fill in the gaps in the literature given that the presence of empirical data on the profile of the Romanian fast fashion consumer is limited
