AI & Cybersecurity – connection, impacts, way ahead
Artificial intelligence (AI) and cybersecurity have a strong connection and impact each other in different ways. An overview is related to the following categories: detection and prevention, automated response, adversarial AI, data protection, risk assessment, privacy concerns. Looking ahead, the linkage between AI and cybersecurity will continue to evolve. Key areas of focus include: development of AI-driven security solutions, ethical AI-use, enhanced threat intelligence, human-machine collaboration. Overall, AI holds tremendous potential to revolutionize cybersecurity, but it also presents new challenges that must be addressed to ensure a secure and resilient digital environment. The relationship between AI and cybersecurity is multifaceted. AI technologies are increasingly being employed both to enhance cybersecurity defenses and to facilitate cyberattacks. In addition to the above key points, is to mention the cybersecurity skills gap: with the growing complexity of cyber threats, there is a shortage of skilled cybersecurity professionals. AI technologies can help bridge this gap by automating routine tasks and augmenting the capabilities of existing security teams.Behavioral analysis is another important element: AI-powered systems can analyze user and network behavior to identify anomalies that may indicate a security breach. By understanding typical behavior, AI can detect deviations that might signal an attack. Overall, the relationship between AI and cybersecurity is complex and evolving. While AI offers significant opportunities to enhance cybersecurity defenses, it also presents new challenges and risks that must be addressed. Ongoing research and development are essential to stay ahead of emerging threats in this rapidly evolving landscape
Bridging the AI divide: The evolving arms race between AI- driven cyber attacks and AI-powered cybersecurity defenses
The rapid advancement of artificial intelligence (AI) has significantly transformed both offensive and defensive dimensions of cybersecurity. This article explores the burgeoning landscape of AI-driven cyber-attacks and the corresponding AI-powered cybersecurity defenses. Through an extensive literature review, we establish a foundational understanding of current AI techniques used in cyber-attacks, such as machine learning-based malware and AI-generated phishing schemes. Concurrently, we examine state-of-the-art AI-driven defense mechanisms, including anomaly detection systems and automated response strategies. To provide concrete examples, we conduct detailed case studies of high-profile cyber incidents where AI played a pivotal role. These case studies illustrate the sophistication and effectiveness of AI-driven attacks and highlight the defensive measures deployed to counteract them. By juxtaposing the capabilities of offensive AI with defensive AI, we reveal a significant gap between the two, underscoring the challenges faced by cybersecurity professionals in keeping pace with rapidly evolving threats. The findings from the research underscore the need for continuous innovation and collaboration in the cybersecurity field to enhance AI-powered defenses. By synthesizing insights from academic research, industry practices, and real-world case studies, this article offers a comprehensive view of the current state of the AI cybersecurity arms race. The analysis not only illuminates the existing disparity between AI-driven attacks and defenses but also suggests strategic pathways for narrowing this gap, ultimately aiming to bolster global cyber resilience
Implicațiile economiei circulare în protecția patrimoniului cultural din orașele inteligente
În această lucrare sunt abordate următoarele obiective: (I) identificarea factorilor de mediu interior și exterior din unele monumente, precum si degradarea acestora, (II) modalități și soluții practice de recuperare și reciclare a materialelor de construcție de la demolari, (III) utilizarea materialelor de la demolari la mortare pentru lucrari de restaurare a cladirilor de patrimoniu. Studii de caz. Clădirile de patrimoniu cultural ocupă o nișă unică în peisajul urban, iar protecția și conservarea acestora este o chestiune de interes deosebit pentru un oras inteligent. Microclimatul și poluanții prezenti (turiști, lămpi cu ulei, lumânări, poluarea urbană) contribuie la degradarea cladirilor. In acest context, conceptul de economie circulară încurajează restaurarea și reutilizarea monumentelor de patrimoniu cultural, care reprezintă o resursă valoroasă în dezvoltarea ofertei turistice si promovarea unui oras inteligent. Prezenta lucrare se bazează pe expertiza autoarei in domeniul conservarii și restaurarii de stucaturi, decoratiuni de fațadă sau substraturi de piatră, identificarea poluanților, precum si a mecanismelor de degradare si conservare ale unor importante monumente românești din patrimoniul arhitectural. Lucrarea are la baza si expertiza autoarei in domeniul Arheometriei și Restaurarii și Regenerarii Patrimoniale, cu implicatii in Studiul Materialelor pentru Arhitectură. Lucrarea va prezenta identificarea factorilor de mediu interior și exterior din unele monumente precum SOx, NOx, cloruri, pH, RH, T, in monumente precum: Castelul Corvinilor, Hunedoara, Mozaicul Roman, Constanta, Bisericutele Basarabi-Murfatlar, Monumentul Adamclisi, Constanta, si modalitati de recuperare și reciclare a materialelor de construcție de la demolari: ceramică (cărămidă, marmură), deșeuri din plastic (poliuretan) și deșeuri de lemn (ex. rumeguș). Soluțiile prezentate vor aborda provocările prezente pentru reutilizarea deșeurilor din construcții și demolări, promovarea oportunităților de afaceri locale pentru tranziția către o economie circulară si dezvoltarea unui oras inteligent. Lucrarea are un inalt nivel de originalitate si va prezenta exemple de materiale și tehnologii ecologice pentru conservarea/consolidarea clădirilor cu materiale-deșeu rezultate din construcții si demolări
Regional innovative schemes of the educational capacity building for the smart specialization in the human settlements in the Republic of Moldova
Objectives: This article aims to collect, analyze and summarize the best EU practices in developing digital skills and competencies of target groups of settlements in development regions in the context of smart specialization priorities, in relation to the specifics of the Republic of Moldova. It is also intended to develop recommendations for the successful implementation of the digital transformation of the Republic of Moldova into the European family of digital economy. The work highlights necessary activities to connect settlements to the ecosystems of the digital factory of open innovation and the digital academy of entrepreneurship that promote the development of digital skills. Prior work: The authors of the article are based on their published research in the field of smart settlements development, especially digitalization aspects, as well as best European practices. Approach: Bibliographic analysis, case studies, synthesis, conclusions. Results: Based on a comparative analysis, methods for teaching digital skills and competencies to target groups of development regions are proposed in the context of smart specialization priorities. The concepts of the European Institute of Innovation and Technology, the Open Innovation Factory and the Digital Academy of Entrepreneurship for the integration of regional educational ecosystems into the European Higher Education Area are also highlighted. The article not only contributes to the theoretical understanding of the concepts of adaptation of digital education in regions of development of smart settlements, but also provides the basis for the further development of a smart specialization strategy aimed at maximizing the social and economic positive results from its application while minimizing negative consequences. Implications: academics, researchers, practitioners. Value: The value of this work lies in identifying and structuring a regional innovative scheme for digital skills development compatible with best practice in the European Education Area related to specific of the Republic of Moldova
Natural disaster and measures needed to reduce them
The paper presents the importance of cooperation in natural distaster reduction identified trough the work we started in 2016, by organising the Forum dedicated to the International Day for Natural Disaster Risk Reduction, benefiting from a valuable mix of experts from academia, universities, government, as well as experts from the European Union and around the world, including SMEs and civil society. In recent years there has been an increase in the frequency of risk factors threatening the life and health of the population, the environment and national heritage values, as well as the emergence of new risk factors, generated in particular by radical climate change and the diversification of economic activities using, producing and trading hazardous substances/materials. The main focus was to obtain information and draft measures and steps that need to be taken in order to achieve sustainable development and environmental sustainability. The activity identified the need to create a permanent advisory council to discuss all events and solutions that prove reliable in the event of natural and other disasters.
Energy ecosystems layered over hydrogen valleys for sustainable smart communities. Strategic framework for the Green Deal Industrial Plan implementation in Romania
This research effort aims to obtain a clear and concise image of the organizational environment in Romania, currently operational in economic ecosystems built around host cities that sustain their societal dynamics based on corporative value chains. In order for cities to thrive, we propose the adoption of the continental framework for sustainable economies, having sufficient normative and regulatory elements to build a strategic analysis in support of a swift transition of industries and transportation, and the cities they influence, to sustainability. The research objectives are to analyse the main economic stakeholders organizational design and behaviour in their host communities, their relationship with the local and central public administration, and build new synergies based on opportunities to finance sustainable development, starting from renewable energy and green hydrogen as main catalysers for the transition. The research is an evolution of our prior “The Smart Community: Strategy Layers for a New Sustainable Continental Framework”, a quantitative study of the European regulatory framework for sustainability, that now demands a thorough examination of the implementation methods in member states. The examination aims to obtain data regarding the organizational impact on the host community, and extended influences on the value chain, data to be used in a hypothetical optimization scenario based on renewable energy resources financed from power purchase agreements, a consolidated intra-industries demand for green hydrogen in industrial processes and transportation for a green energy demand forecast, the European, central and local governmental intervention in subsidizing the effort to build new resources and the social effects of a renewed approach to business administration. Considering the Paris Agreement and European Green Deal, several academic efforts are visible on defining the transition mechanisms to sustainable economies, providing sufficient information for best practices and successful implementation examples, studies to be used in a qualitative review of academic literature to sustain the concepts herein. The study and research result in a conceptual framework and strategy for industrial and value chain pivot to sustainable practices, based on a geographical segmentation of Romania into regions of interest selected due to specific infrastructure characteristics, energy resources, access to technology, access to human resources, etc. Implications for the academic sector and researchers abound, as this theoretical approach will include industrial sectors in defining a base-line for their legally mandated effort to comply with costly regulations, confronted with social tension regarding the effects of enterprises within communities they operate in, approach that translates into net value for governmental, corporative, academic and social stakeholders in our effort to clarify the benefits and hurdles implied by sustainability.

Lucrarea de față își propune să ofere o imagine statistică de ansamblu asupra situației actuale a digitalizării și a utilizării securității sistemelor TIC în companiile europene, cu accent pe propunerea implementării unor meteode de protecție a datelor companiilor. După o analiză secundară de date statistice recente furnizate de instituții europene cu privire la nivelul digitalizării, dar mai ales al preocupării pentru securitatea TIC în companile europene, în care se evidențiează comparația dintre România și media UE, articolul continuă cu o prezentare a unor soluții pentru implementarea tehnică asecurității cibernetice în companii. Va fi expus un set de tehnologii care fac posibilă detectarea amenințărilor cibernetice și a atacurilor legate de securitatea IT
Impact Zones: How cybercrime disrupts and shapes the landscape of data security
In a highly networked digital world, cybercrime and data breaches are increasing together, putting up a strong front and proving to be a challenge for everyone: individuals, organizations, and governments. Cybercrime is associated with financially motivated attacks and one type of cyberattack that is one of the most prolific is ransomware. Objectives of the study: to analyze the disruption which destabilizes and breaks the system\u27s normal functioning. The overall horizontal objective is to identify the activities that can breach data, cause financial losses, and also can influence the cybersecurity landscape. The paper is important in this topic area because knowing about cybersecurity is the key to knowledge, advancement of research, and practical application of solutions for society. Approach: strategies and regulations are always changing, and have the main role in protecting the data and responding to cyber-attacks; but unfortunately, cyber-attacks are more present and more advanced every day, and this involves different perspectives for this type of cyberattacks, in this paper the main methods are netnography, document analysis and the case study. The results show that a large number of interconnected devices in an Internet of Things landscape enhances vectors for attacking and amplifies the complexity of data security challenges. The following research will demonstrate the fact that ransomware attacks are a part of a huge disrupting type of cyberattack and represent a critical threat to data security and cybercrime has a major role in this topic. Also, an example of data leaks is a specific case study about one of the NSA officers who tried to send classified defense information to Russia, explaining that the Snowden case is not unique in the cybersecurity landscape
Analiza orizontală a Web site-urilor primăriilor municipiilor din România
Avansul tehnologic a avut un impact semnificativ asupra furnizării serviciilor din sectorul public. Primăriile din România adoptă digitalizarea ca parte a strategiilor lor de dezvoltare, având ca scop implementarea platformelor web pentru servicii publice, sporind eficiența și accesibilitatea pentru cetățeni. Pandemia COVID-19 a accelerat această tranziție digitală, determinând instituțiile publice să treacă de la servicii livrate în format tradițional la servicii online. Acest studiu evaluează adaptabilitatea primăriilor din România la digitalizare, oferind noi perspective asupra rezilienței instituțiilor publice în fața schimbărilor tehnologice. Va fi analizată furnizarea de servicii prin portalurile web oficiale ale celor 103 municipii din România, folosind 23 de indicatori pentru măsurarea diseminării e-serviciilor în contexte locale. Cercetarea dezvăluie progrese semnificative în transformarea digitală a serviciilor în timp (2014-2023), cu majoritatea municipiilor oferind funcționalități online, precum plata impozitelor pe proprietăți, informații despre transportul public și documentația de stare civilă. De asemenea, cercetarea relevă disparități în calitatea și disponibilitatea serviciilor, sugerând necesitatea unor standarde uniforme de digitalizare. Concluziile au rolul de a oferi sprijin științific decidenților politici, sprijină instituțiile publice în avansarea furnizării de servicii digitale și contribuie la cercetarea tehnologiei în reforma sectorului public
Sub-suppliers model 4.0 and knowledge discovery in industry supply chain
Web 4.0 revolution and the abundance of industrial data in the current business environment allow each industrial company to innovate in a diversity of ways. The novelty approaches for the industry are often related to Industry 4.0, where data plays a key role. This research paper aims to develop a new model of the Sub-Supplier process description „Sub-Suppliers Model 4.0“. The model presents the role of knowledge management and Web 4.0 as having a key impact on the processes for business value creation for the industrial organisation. The paper is structured into three chapters. The introduction presents the methods used along with the research question. Chapter one starts with the theoretical bases and state of the art of the Industrial Sub-Supplier Process (ISSP). Chapter two makes a link between the ISSP, knowledge management and knowledge discovery process using data from Supply Chain Management Software for management decision-making. Chapter three of the research starts with web 4.0 tools and proposes a Sub-Suppliers Model 4.0, while trying to explain how the ISSP can be optimized based on the KPIs used. The main research contribution is the novelty integration of the knowledge discovery concept and the implementation of web 4.0 tools into the ISSP
