    The unborn’s special protection under International Humanitarian Law and its implications for the special jurisdiction for peace in Colombia

    This paper delves into the issue of special protection for the unborn under international humanitarian law (IHL) and its far-reaching consequences within the purview of the Special Jurisdiction for Peace in Colombia. The central contention is that the unborn should be granted the status of children under IHL, thus entitling them to the same legal safeguards as other protected individuals. To establish this argument, in the first section undertake a comprehensive analysis involving three aspects: (i) the interplay between IHL and international human rights law, (ii) the principles of non-discrimination and humanity, and (iii) the safeguards provided to the unborn under IHL. The second part of the paper centers on the role of the Special Jurisdiction for Peace. The paper emphasize the necessity of recognizing the unborn as victims within the context of the Colombian armed conflict

    Comunicação interna e bem-estar emocional na Prefeitura de Barcelona

    In a global context characterized by uncertainty, complexity, and declining institutional trust, internal communication (IC) has assumed a strategic role in public organizations as a mechanism for cohesion, motivation, and emotional support. This study analyzes the case of Barcelona City Council to explore the relationship between IC channels and emotional wellbeing, assess the impact of different types of content (corporate, professional, and coexistence), and determine the association between predominant communication models and staff emotional experiences. We conducted an online survey (n=1057), held interviews in the Internal Communication Department, and organized a discussion group with communication managers. The results show significant associations between certain communication practices and higher levels of emotional wellbeing. Content focused on coexistence and the persuasive model emerge as factors linked to more positive emotional experiences. However, their effect is mediated by structural, cultural, and relational factors that extend beyond the scope of communication.En un contexto global marcado por la incertidumbre, la complejidad y la erosión de la confianza institucional, la comunicación interna (CI) ha adquirido un rol estratégico dentro de las organizaciones públicas como mecanismo de cohesión, motivación y cuidado emocional. Este estudio analiza su influencia en el Ayuntamiento de Barcelona, con tres objetivos principales: (1) examinar la relación entre los canales de CI y el bienestar emocional (BE); (2) evaluar el impacto de distintos tipos de contenidos (corporativos, profesionales y de convivencia); y (3) determinar la asociación entre los modelos comunicativos predominantes (informativo, persuasivo y dialógico) y la experiencia emocional del personal. Se combinaron métodos cualitativos y cuantitativos: entrevistas a Dirección de Comunicación Interna y grupo de discusión con seis responsables de comunicación y una encuesta online a la plantilla con 1.057 respuestas válidas, luego analizadas con métodos estadísticos multivariantes para contrastar siete hipótesis. Los resultados revelan asociaciones significativas entre determinadas prácticas comunicativas y niveles más altos de BE en el personal. Destacan especialmente los contenidos centrados en la convivencia y el modelo persuasivo como factores asociados a experiencias emocionales más positivas. No obstante, su efecto está mediado por condicionantes estructurales, culturales y relacionales que exceden el ámbito comunicativo.Em um contexto global marcado pela incerteza, pela complexidade e pela erosão da confiança institucional, a comunicação interna (CI) tem assumido um papel estratégico nas organizações públicas como mecanismo de coesão, motivação e cuidado emocional. Este estudo analisa o caso da Prefeitura de Barcelona, com o objetivo de examinar a relação entre os canais de comunicação interna e o bem-estar emocional, avaliar o impacto de diferentes tipos de conteúdo (corporativos, profissionais e de convivência) e determinar a associação entre os modelos comunicativos predominantes e a experiência emocional do pessoal. A pesquisa incluiu inquérito on-line (n=1.057), a realização de entrevistas na Diretoria de Comunicação Interna e a condução de um grupo focal com responsáveis pela comunicação. Os resultados evidenciam associações significativas entre determinadas práticas comunicativas e níveis mais elevados de bem-estar emocional, com destaque para os conteúdos voltados à convivência e para o modelo persuasivo, ambos associados a experiências emocionais mais positivas. No entanto, esse efeito é mediado por condicionantes estruturais, culturais e relacionais que extrapolam o âmbito comunicacional

    This article presents an approach to a phenomenon mostly unheard by critics: the analysis of literary sound recordings. Thus, three audio recordings of the poems “Monólogo del viejo con la muerte” by Enrique Lihn, as well as “Sí” and “Canto de amor de los países” by Raúl Zurita. These vocal renditions are contrasted with the written versions of the texts in order to attempt an analytical approach to the sonic-vocal phenomenon in poetry and to account for experiential and political aspects specific to the voice that emerge in the dialogues and tensions with the written dimension of these poems.Este artículo expone una aproximación a un fenómeno mayormente desoído por la crítica: los registros sonoros literarios. Así, se presentan tres registros de audio de los poemas “Monólogo del viejo con la muerte” de Enrique Lihn, además de “Sí” y “Canto de amor de los países” de Raúl Zurita. Estas puestas en voz son contrastadas con las versiones escritas de los textos, a fin de ensayar una aproximación analítica al fenómeno sonoro-vocal en poesía, y dar cuenta de aspectos experienciales y políticos propios de la voz, que emergen en los diálogos y tensiones con la dimensión escrita de estos poemas

    This design dialogue offers a glimpse into a collaborative environmental design project: Sister Cities for the Anthropocene (SCA). The core idea of SCA is to reactivate and reimagine the Sister Cities International program of the mid-20th century for the existential crises of the 21st century. In the introductory section of this dialogue, the environmental anthropologists who conceived Sister Cities for the Anthropocene detail the key principles of the concept as well as its scientific basis. The conversation then turns toward engagement with colleagues in Cape Town and Reykjavík, with expertise in issues of climate adaptation, environmental justice, and ecological systems in their respective cities. This dialogue exemplifies the first phase of the SCA design process: a series of brainstorming sessions among experts on what the optimal goals and forms that a Sister Cities for the Anthropocene relationship might take.Este diálogo de diseño ofrece una visión preliminar de un proyecto colaborativo de diseño ambiental: Sister Cities for the Anthropocene (SCA). La idea central de SCA es reactivar y reimaginar el programa Sister Cities International de mediados del siglo XX para abordar las crisis existenciales del siglo XXI. En la sección introductoria de este diálogo, las personas dedicadas a la antropología ambiental que concibieron Sister Cities for the Anthropocene detallan los principios clave del concepto, así como su base científica. La conversación se orienta luego a un intercambio de ideas con colegas de Ciudad del Cabo y Reikiavik, especialistas en asuntos relativos a la adaptación climática, la justicia ambiental y los sistemas ecológicos en sus respectivas ciudades.     Hacia una justicia digital: Avances, obstáculos y perspectivas

    This article examines the importance of access to justice as a fundamental right and a central pillar of the Rule of Law, as well as the challenges faced by judicial systems due to economic constraints and obsolescence. Two approaches to improving access to justice are discussed: the gradual improvement of outdated judicial procedures and the transition toward digital justice through emerging technologies. The advantages and risks of digital justice are highlighted, along with the experiences of Canada and the United Kingdom in integrating artificial intelligence into their judicial systems. Ultimately, the article emphasizes the need to balance the benefits and risks of digital justice to ensure the protection of fundamental rights within the judicial sphere.El artículo examina la importancia del acceso a la justicia como un derecho fundamental y un pilar central del Estado de derecho, así como los desafíos que enfrentan los sistemas judiciales debido a factores económicos y la obsolescencia. Se discuten dos enfoques para mejorar el acceso a la justicia: la mejora gradual de los procedimientos judiciales obsoletos y la transición hacia la justicia digital mediante tecnologías emergentes. Se destacan las ventajas y riesgos de la justicia digital, así como las experiencias de Canadá y el Reino Unido en la integración de la inteligencia artificial en el sistema judicial. En última instancia, se subraya la necesidad de equilibrar los beneficios y riesgos de la justicia digital para garantizar el respeto a los derechos fundamentales en el ámbito judicial
