沖縄県北部地域における在沖米軍基地問題の現状と課題
Get PDF沖縄県の北部地域の振興開発と米軍基地との関連について分析をすることが論文の目的である｡沖縄県においては､米軍基地の存在は沖縄県の開発に有益であるか､無益であるかは古くて､常に新しい問題である｡県政および国政のレベルで､北部地域の発展が重要になってきた｡将来の北部地域の発展を考える際に､在北部地域の米軍基地の実態､市町村財政との関係､および跡地利用などのついて､理解を深めておくことは大切なテーマである｡The purpose of this paper is to analyze the reality of U.S. military bases in the northern region of Okinawa prefecture. It is an old controversy for Okinawans whether U.S. military bases are an advantage or disadvantage for the prefecture. However, the development of the northern region has grown in significance at both the prefectural and national levels since Camp Schwab has been selected as the site where Futenma Marine Airbase will relocate in the future. Therefore, in order to study and prepare properly for the development of the northern region, it is important to analyze the relationship of military bases to neighboring municipalities in terms of financial benefits to local communities, as well as reutilization plans for the sites after the military leave.application/pdfdepartmental bulletin pape
ディベートを英語教育に活かす
Get PDF英語を通して思考力を深め､内容ある自己を英語で伝えることのできる若者を育てたい｡生徒のコミュニケーションの道具としての英語力の不足､自分達の地域社会､国の問題について考えることをしない思考力の不足を感じてきた私のそんな願いをかなえてくれる英語教材がディベートであった｡ディベートの教材としての魅力はディベート本番へと至るすべてのプロセスが重要な学習内容を持っており､４技能の育成にかなっているということだ｡ディベートはしかし､英語力にしても扱う題材にしてもレベルが高い､難しいというイメージが強い｡その抵抗感を和らげ徐々にディベートへと導くため､自分なりの小さな工夫をしながらディベートを授業に導入してきた｡その10年間の授業を振り返りつつ､ディベートを終了した時の生徒の感想文から､生徒がディベートから何を学んだと感じているのかを見る時､私の目的はディベートで達成されつつあると信じることができる｡Cultivating young people who can not only communicate but also tell their own opinions on social or political issues in English was my objective when I was teaching high school English. I was often bothered by students' lack of English ability to communicate and their lack of positive attitude to think about issues relating to their own community and their own country. Then I found debate was appropriate teaching material to realize my objective. The charm of using debate as a teaching material is that the process itself contains important content to learn and it's suitable for improving all four skills; listening, reading, speaking, and writing. Debate, however, gives the impression that it's difficult to introduce in high school English education because of English level as well as topics. While trying to soften that image, I introduced debate in my English classes. Reviewing the debate classes and the comments of students, I believe that students are learning the importance of telling their own opinion as well as improving their English through the experience of debate.application/pdfdepartmental bulletin pape

The results of the examination clarify the characteristics of strategic management accounting. 授業評価と成績に基づいた大学カリキュラムのマッピング(1):授業の諸特性による影響
Get PDF学生による授業評価は,大学教育の質を保証するものとして急速に普及してきた｡しかし,授業評価はその手段の1つでしかなく,重要な指標である成績(学習成果)が軽視されつつある｡本研究では,ある大学で1年間に開講された全ての授業科目を,成績と授業評価の2次元上に布置することで,大学カリキュラムの実態を的確に理解し,両次元で高水準を達成している授業科目の諸特性を抽出しようと試みた｡分析の結果,科目区分,必修･選択,クラスサイズ,曜日,時限,授業形態など,教員の個人的努力では変えられない授業固有の諸特性によって,成績および授業評価の値が変化していた｡最後に,授業評価研究における本研究の有効性とその限界について議論した｡Class ratings have rapidly become a popular method of ensuring the quality of university education. However, they are merely one way of achieving this goal, at the expense of placing less emphasis on the important indicator of student grades (academic achievement). In this study, student grades and class ratings are compared for all classes offered at a university over a period of one year. The results are used to gain an accurate picture of the university's curriculum, including revealing the various attributes of classes for which both ratings of teaching and grades were high. Analysis showed that both student grades and class ratings depended on specific characteristics of the classes unrelated to the efforts of teaching staff, such as the subject, whether it was compulsory or elective, class size, day of class, time slot and class format. We also discuss the effectiveness and limitations of this study with regards to students' ratings of classes.application/pdfdepartmental bulletin pape
台湾における会計制度の国際化
Get PDF企業活動のグローバル化の進展に伴って, 各国において国際会計基準の導入が緊急の課題となっている｡本稿では, 台湾における会計制度の国際化の現状と課題を明らかにすることを試みた｡その結果,台湾においては, グローバル・スタンダードとしてのIAS/IFRS の導入のみならず, 会計基準設定機関や会計基準設定プロセスにわたっても, 会計の国際化が進展しつつあるといえた｡一方で, IAS/IFRSの導入は, 会計処理の複雑さや財務諸表への影響から, 台湾企業に及ぼす影響が少なくないことも明らかになった｡したがって, IAS/IFRS の導入は, 会計制度のみならず, 投資意思決定, すなわち企業経営そのものの変革をも迫るものとなるであろう｡とはいえ, グローバルに活動する台湾企業, そしてグローバルに存在する投資家を背景に, IAS/IFRS の導入は世界的な潮流としてもはやのがれることはできない｡したがって, 台湾の会計基準設定機関は, 会計制度の国際水準を明示し, 国際資本市場のアナリスト・投資家の関心を惹き付け, 台湾企業の資金調達に資するよう, IAS/IFRS に合致した財務諸表の作成を促進しなければならない｡This paper attempts to clarify the present situation and the general problems associated with the internationalization of the accounting system in Taiwan. We conclude that in Taiwan, not only has the introduction of international accounting standards progressed, but also the accounting standards board and its decision process have evolved. On the other hand, this research clarifies that the introduction of international accounting standards has a serious impact on enterprises in Taiwan. Therefore their introduction demands a reform of not only the accounting system but also of investment decision making, and thus of the general management of business. However they cannot avoid the world trend of international accounting standards. Consequently the standards board in Taiwan has to clarify the level of the accounting system used, and should promote the preparation of financial statements in accordance with international accounting standards.application/pdfdepartmental bulletin pape
寄付による投票条例と地方自治－憲法学から"寄付による投票条例"を診る－
Get PDF本稿では，主に憲法上の地方自治の観点から，「寄付による投票条例｣，特にその意義や課題等について検討する。「寄付による投票条例」とは，自治体が複数の政策メニューを提示し，市民や団体の寄付者が政策メニューを選択すると同時に，寄付による財源を提供することで望ましい政策の実現を図るまちづくりの手法である。このような条例には，(1)自治意識の醸成，(2)自主財源の確保，(3)地域ニーズとまちづくり，(4)民間版地方交付税という４つの政策的有用性があるとされる。これらについては，例えば，自治意識を醸成し，地方財政に対する民主的統制を積極的に図ろうとする点では興味深いものもある。他方，欧米のような"寄付文化"を有さないわが国では，寄付財源による政策の実現には，議会や行政上の責任の所在や租税の意義を暖昧にし，違和感を覚えるところも確かにある。しかし，なお検討されなければならない今後の課題も見受けられるものの，この条例が有する積極的なねらいは，これまでのわが国の地方自治や地方行財政のあり様に対して示唆するものが多分にあることは疑いない。This article examines the recently introduced local ordinance which enables voting on certain proposed policies by means of direct donations. In particular, we examine its significance and related controversies in the light of constitutional local autonomy. This ordinance is a new tool for municipal improvement by which a local self-governing body shows policy lists to citizens, who may then contribute money towards those policies they wish to support, thus establishing a new source of revenue from their donations. This system has several advantages, including fostering an awareness of self-governance and securing revenue independent from central government. For this reason, there is no doubt about the constitutional value of its structure and purpose, despite some associated problems.application/pdfdepartmental bulletin pape
名護市内におけるジャワマングース（Herpestes javanicus）のアンケート調査及び捕獲調査による分布に関する研究
Get PDF本論文では，目撃アンケート調査と箱ワナによる捕獲調査により名護市にけるジャワマングース(Herpestes javanicus）の分布状況を明らかにし，2002年に行われた同様な調査と比較することにより，名護市におけるマングースの分布傾向について考察した。目撃アンケート調査は市内の37字で行われ，433人から回答を得，総数で304件のマングースの目撃があった。目撃地域としては屋部及び市街地の人口集中地域が多く，人口は少ないが東海岸側の二見，大浦，汀間，三原にかけても比較的多く目撃されていた。捕獲調査では，脊梁部の名護・大浦林道で34頭と最も多くのマングースが捕獲され，次に屋部での28頭であった。これらより，名護市におけるマングースの分布は，同市南側脊梁部の名護・大浦林道付近が最も高く，屋部地域がそれに続いていると予測された。この分布状況は2002年に行った調査と同じであり，名護市ではこれら地域にマングースが多く分布する傾向にあると考察された。また，2002年との捕獲効率の比較では，名護・大浦林道の脊梁部が14.86から9.71へ低下，一方，屋部地区では4.76から8.00へ上昇したことより，マングースの分布は名護・大浦林道の脊梁部から屋部地区へシフトしていることも考察された。This paper represents distribution of mongoose, Herpestes javanicus, in Nago City, based on researches on mongoose witness questionnaire and trap capturing. The results were compared with the researches conducted in 2002, and carried out consideration for trend of mongoose distribution in Nago City. Questionnaire research was conducted in 37 districts of the City, and 433 responses gained, with 304 mongooses witness in total. Areas of high witness are in the area of high human population density, Yabu district and urban districts of the City. While low population density areas in east coast, Futami, Oura, Teima, Mihara, had, however, comparatively high witness reported. In trap capturing research, 34 individuals, the most abundant, were captured at Nago/Oura forest path in a ridge of mountain, and 28 individuals, the next abundant, were captured in Yabu district. Therefore, it is predicted that mongoose distribution is the most abundant in the area around NagojOura forest path, a ridge of mountain in the south part of Nago City, and next abundant in Yabu district. These distributions are the same as the result of research in 2002 reflects trend of mongoose distribution in the City. Concerning capturing ratio comparison with 2002, down from 14.86 to 9.71 in Nago/Oura forest path, while up from 4.76 to 8.00 in Yabu district indicate sift of mongoose distribution from Nago/Oura forest path of a ridge of mountain to Yabu district in consideration.application/pdfdepartmental bulletin pape
A comparative analysis of English textbooks －Those used in Korean elementary and Japanese junior high schools－
Get PDFThis paper compares English textbooks used in the third to sixth grades in Korean elementary schools and in the first year of Japanese junior high schools. The two following research questions were set up. (1)Is the level of English of Korean textbooks about the same or higher than that of a Japanese textbook? (2)What are the characteristics of Korean textbooks and a Japanese textbook? The level of English taught is analysed using data on the vocabulary, the number and length of English sentences and the number of grammatical points introduced. As for the characteristics, important differences in the structure of the material are considered. The level of the Korean textbooks is found to be approximately equivalent to or higher than that of the Japanese textbook. However, the Korean textbooks have a more practical and functional structure compared to a stronger emphasis on reading and cultural understanding in the Japanese textbook.昨年筆者は韓国の小学校で英語の授業を参観する機会があり､その時､韓国の小学校6年の英語のレベルは日本の中学校1年の英語のレベル以上であるという印象を抱いた｡それが今回の(1) 韓国の小学校の英語の教科書は日本の中学校1年の英語の教科書のレベル以上であるか｡(2) 韓国の小学校の英語の教科書と日本の中学校1年の英語の教科書に見るそれぞれの特徴は何か｡という2つのリサーチ･クエスチョン設定の背景である｡2011年から日本でも小学校5年､6年を対象に英語教育が必修となるため､そのための準備が進行中である｡この時期にこれらのリサーチ･クエスチョンに答えることは､これからの日本における小学校及びその延長線上にある中学校の英語教育を考察する上で意義深いと考える｡(1)のリサーチクエスチョンについては､1.英語一文の長さ､2.新出単語の数､3.学習対象である英文例の数4.英文例に見る文法､(2)のリサーチクエスチョンについては主に5.教科書の構成､6.課の構成を分析の観点とした｡(1)については､韓国の教科書は日本の中学校1年の教科書のレベル以上であること(2)については､韓国がコミュニケーションの手段としての日常使用される英語に焦点を当てているのに対し､日本は読解や異文化理解に配慮していることがわかった｡application/pdfdepartmental bulletin pape
分散オブジェクト技術を用いた学習支援システム
No full text本研究では､学習支援システムのプロトタイプの提案とそこで用いる教育用コンテンツの作成例について報告する｡この学習支援システムは､さまざまな場所で作成・保管されている教材(教育コンテンツ) を､教員や学習者がネットワークを通じて収集し､教育や学習に役立たせることを目的としている｡また､教育用コンテンツ作成例として､講師による音声とホワイトボードの板書アニメーションを組み合わせた教育用コンテンツ(Javaプログラム入門) の作成方法を示す｡本教材では､講師映像は使用せず､講師の声とホワイトボード(ペイントを使用) 上の講師自身による板書のアニメーションを中心に構成し､手軽に作成できるものとした｡In this paper, we present a prototype for a computer assisted learning system, and we report on educational material for testing the system. The educational content is created on different platforms, with a variety of tools, and can be saved at different locations on the network. The instructor and the students may gather different elements of the contents as necessary, and run the material on their terminals.
