    Advancing Aviation Safety Through In-Time Safety Management, Resilience, and Learning from All Operations

    Reactive, accident-oriented safety management can no longer keep pace with the complexity and tempo of modern air operations. This position paper advocates advancing aviation safety by fusing three complementary developments. First, an In-Time Aviation Safety Management System (IASMS) brings predictive analytics and real-time data fusion to the flight deck, shifting risk control from retrospective analysis to live mitigation. Second, Resilience establishes the conceptual and practical foundation for crews, organizations, and technologies to adapt gracefully when novel challenges arise, preventing escalation. Third, a Learning from All Operations (LFAO) philosophy systematically mines routine flight data, voluntary reports, and observational audits to drive continuous improvement in training, procedures, and algorithms. Together, these elements recast pilots as active partners in safety creation rather than a residual source of error, combine machine intelligence with human expertise, and form a closed loop in which operations both inform and benefit from safety interventions. The paper offers implementation steps centered on data governance, human-machine interface design, cultural adaptations, regulatory actions, and resilience training to implement this architecture within commercial air transport

    Beginning teacher introduction: Maximizing impact through inside and outside mentoring and coaching practices

    Through this instrumental case study, researchers analyzed data collected by induction mentors and coaches to determine (a) which inside and outside mentoring practices they used and (b) how their mentoring and coaching goals aligned with those practices. Findings suggest that mentors and coaches used a range of approaches, but their goals aligned most closely with outside practices and with practices not initially identified. Recommendations include expanding professional learning on inside and outside practices and broadening the list of high-impact practices

    The Effect of Electronic Flight Bag Use on Pilot Performance during an Instrument Approach

    For years, paper-based navigation aids have been an integral part of safely operating an aircraft. While these tools have served their purpose well, the technology to replace them with a more productive and efficient device may have arrived. Electronic Flight Bags (EFBs) have quickly become popular for both commercial and private use. This study analyzed the effect EFBs have on pilot performance in a single pilot environment by evaluating the performance of instrument rated pilots at a large  southeastern flight school. The participants (N=14) were asked to complete two instrument approaches in a flight training device. One approach was executed using an Apple iPad® equipped with ForeFlight™ software (the EFB), while paper charts were utilized during the other approach. Deviations in altitude, heading, airspeed, and localizer course from instrument pilot practical test standards were recorded, as was the  time taken for each participant to configure the approach. Statistical  analysis was conducted to determine if a difference existed between the two methods. The results showed a statistically significant increase in every analyzed performance metric when using the EFB. A survey of participants’ perceived workload during the approaches was also conducted, which  revealed participants felt using the EFB decreased their workload

    The Importance of Reliever Airports in the USA

    The purpose of this study was to (1) conduct a literature review of reliever airports with a focus on historical reliever airport funding, including the importance of reliever airports and reliever airport employment; and (2) to conduct a survey of reliever airports to determine (A) the total number ofemployees directly employed by the operating entities; and (B) a total on-airport employment estimate. The economic impacts of reliever airports will be reviewed in order to provide information to policy makers about the importance of reliever airports from an employment perspective. The  literature review found little existing data pertaining to reliever airport employment. Additionally, the currency of the data could not be reliably verified. Reliever airports surveyed in this research are those designated as reliever airports by the Federal Aviation Administration in a document entitled “National Plan of Integrated Airport Systems.†A total of 253 of 278 designated reliever airports were contacted via mail and afforded the opportunity to participate in the survey. A total of 25 reliever airports were not included in the study due to a lack of contact information or change in airport status. Responses from 197 (77.9 % of those contacted) airports were received at the completion of the data collection period. Survey results indicate that respondents reported 2,906 full-time operating entity employees, 419 part-time operating entity employees, and 95,489 total on-airport employees. Additionally, the ten airports that reported the highest number of operating entity employees comprise 45.7% of all responding reliever airport operating entity employees. The ten airports that reported the highest number of on-airport employees comprise 57.7% of all responding reliever on-airport employees

    The following list of native and cultivated plants is arranged according to the first recorded date of blooming for each species as observed in Oklahoma County or any of the counties contiguous to it. Most of the records are from Norman in Cleveland County, with a few from Oklahoma City in Oklahoma County and Shawnee in Pottawatomie County.Where more than one has been recorded, the average is given as the arithmetic average of the dates.Dates of observations of plants which had attained full bloom, where known, have been eliminated, except where they were the earliest recorded dates for the species. Such dates have been starred (*) in the list.A plant is considered in bloom when as many as one flower is open and having either stamens shedding pollen or the stigma ready to receive pollen, as indicated by pollen grains adhering to it or the obviously mature condition of the stigma. Exceptionally early bloomings within the shelter of buildings or other barriers are included, but those resulting from artificial heat have been eliminated
