The stigma of reporting wrongdoing at work : when doing right is perceived as wrong
The act of reporting unethical, illegal and illegitimate practices at work, whistleblowing, can be associated with a stigma
for the individual in question (Banja, 1985). This article presents the stigmatizing position of reporting wrongdoing at
work, types of wrongdoing and individual antecedents. Since empirical studies have shown very few systematic results
regarding individual differences, one way to decrease societal stigma can be to relate the act of reporting to other known
acts that are perceived upon as more positive within society. We therefore also discuss similarities and differences between
the idea of whistleblowing and other concepts such as Organizational Citizenship Behaviour (OCB), in-role, and extrarole
behaviour before we make some concluding remarks

Masteroppgave i politivitenskapThis research examines police in-service training in the use of physical force. An important perspective has been whether training provides police officers with the capacity to solve their tasks within the framework of Norwegian rules and regulations. The approach to the problem reads:
"Is the training in the use of physical force good enough to allow police officers achieve usable skills that do not interfere with the rules and regulation of Norwegian law? And what may explain the differences in skill level? "
The findings show that Norwegian police officers don`t have an equal level of skills. There are greater differences between young and old officers, than the differences found between the two districts in my research project. Officers with more than 5 years of service have in general insufficient skills. This confirms that the training has not been good enough and that in-service training has not been sufficient. Young officers have received basic training which to a greater degree has been adapted to the demands of the use of force situations. They achieve better results, and have higher skill levels even prior to the in-service training. The findings show that the impact of the in-service training is not sufficient for those who lack basic skills. They don`t achieve skills that are applicable in use of force situations.
The research also shows a connection between skill level, how the officers use force, and how they experience use of force situations. The skill level has bearing on how much the legal techniques are used, and to which extent pepperspray and telescopic truncheon are used to replace use of physical force. It also has significance to how the officers feel they can comply with the rules and regulation in use of force situations, and for experienced levels of stress during the arrests
Samme utdanning - ulik jobb? : spesialiseringspreferanser hos kvinnelige og mannlige politistudenter
Equal representation of men and women in all types of police jobs is an official
goal of the Norwegian Police. However, there are still marked differences in the
gender balance of specialisations. This paper examines specialisation preferences
among male and female police academy students at the beginning of their
educations. Three explanations of gender-based differences in preferences are
explored: ideas related to work-family balance; notions as to what constitutes
»real« police work; and opinions on men and women’s ability to perform different
tasks. The dataset used covers all first-year police students in Norway in 2010
(N=635). The results show marked gender differences in specialisation preferences:
male students are more interested in operative careers, while female students
express more interest in crime prevention and investigation. However, none
of the suggested explanations is supported in the empirical data, which indicates
a need for alternative explanations of early differences in job specialisation preferences
Lederkandidat, et nytt studietilbud med nettbasert tilnærming : rapport FOU-arbeid 2011-12
I rapporten søker man å besvare følgende tre problemstillinger: (1) Hvilke endringer har blitt foretatt fra planleggingsfasen til første gjennomføring av lederkandidatstudiet, og hvilke endringer har blitt foretatt før oppstart av studentkull nummer to? (2) Hvorfor søkte studentene lederkandidatstudiet, og hvilken betydning hadde det at studiet var delvis nettbasert? (3) Hvordan opplevde studentene å arbeide med den nettbaserte delen av studiet
Barnehusevalueringen 2012 : delrapport 1 : barnehusmodellens implikasjoner for politiets arbeid med fokus på dommeravhør og rettsmedisinsk undersøkelse
«Barnehusene» er et tverrfaglig, samlokalisert tiltak rettet mot barn og unge utsatt for seksuelle overgrep eller vold, eller som har vært vitne til vold. Det første barnehuset i Norge ble opprettet i 2007, og det er nå barnehus i Oslo, Bergen, Trondheim, Kristiansand, Hamar, Tromsø og Stavanger - det åttende åpner i Ålesund i løpet av 2012. På barnehusene gjennomføres dommeravhør, rettsmedisinsk undersøkelse, rådgivning og behandling. Ordningen går ut på at fagfolkene kommer til den som har vært utsatt for overgrep, slik at han eller hun slipper å forholde seg til mange ulike instanser. Det er lagt vekt på at lokalene skal være innbydende og funksjonelle, og være tilpasset barn og ungdom i ulike aldersgrupper.
I rapporten presenteres barnehusenes historikk, erfaringer med barnehus fra andre land, og ikke minst hvilke erfaringer man så langt har med de norske barnehusene. Grunnlagsmaterialet bygger på intervjuer, spørreundersøkelser og dokumenter.
Våre funn viser at måten dommeravhørene gjennomføres på ikke endres i barehusene, men at rammevilkårene for dommeravhørene har blitt vesentlig bedre. Det tverrfaglige samarbeidet vurderes som positivt, og til tross for en del utfordringer, er impliserte aktører i hovedsak tilfreds med arbeidet ved barnehusenes. På noen områder er det samtidig behov for avklaringer. Dette gjelder både rammebetingelser og målgrupper, og spørsmål knyttet til gjennomføringen av rettsmedisinsk undersøkelse
"Orden i gata" : en studie av ordensforstyrrelser i Karl johansgate 1998-2008; Hva er det og hva gjøres med det? - Et blikk på ordenspolitiets hverdag
Master i politivitenskapAvhandlingen studerer ordensforstyrrelser som Oslo politiet har håndtert i Karl Johansgate i årene 1998 og 2008. Karl Johansgate har en spesiell betyding både for tilreisende og fastboende i Oslo. Politisosiologisk litteratur viser at karaktertrekk ved sentrale byområder gjør at det kan oppstå opphopninger av kriminalitet og uønsket aktivitet i slike områder. Håndtering av ordensforstyrrelser har alltid vært en sentral del av hverdagen til det patruljerende politiet. Siden politiet er gitt et stort handlingsregister for selv å løse slike hendelser, vil de i liten grad figurere i kriminalstatistikk. For å få innsikt i ordensforstyrrelser og publikums behov, vil det derfor ikke være hensiktsmessig med analyser av kriminalstatistikk. Vi trenger andre kilder til kunnskap. Politioperativt system, PO, kan brukes som en slik kilde til kunnskap om politiets aktivitet.
Politiet håndterte i 2008 33% flere ordensforstyrrelser i Karl Johansgate enn i 1998. Publikums henvendelser om ordensforstyrrelser har holdt seg overraskende stabilt i denne perioden. Dette kan være en indikasjon på at det er politiet som gjennom interne loggføringsrutiner og faglig fokus selv har ført til et forhøyet fokus omkring disse ordensforstyrrelsene.
Oslo politidistrikt knytter ordensforstyrrelser direkte til publikums trygghetsfølelse. Forfatteren diskuterer politiets fokus på “trygghet”, og advarer både mot en ureflektert tilnærming til trygghetsbegrepet, og mot et ensidig fokus på repressive og “mekaniske” metoder for å håndtere ordensforstyrrelser. For at publikum skal beholde sin tillit til politiet, må politiet håndtere hverdagslige utfordringer i et tett og gjennomtenkt samspill med de lokale omgivelser
Ex-Pirates in Somalia : processes of engagement, disengagement and reintegration
This is the final text version of the article, it may contain minor differences from the publisher’s pdf version.During the last decade piracy outside the Somali coast has become an increasing problem – not only for international shipping companies but also for many affected local communities in Somalia. This study will address how and why individuals in Somalia get involved in piracy activities, and how and why some of these individuals eventually disengage from these criminal groups and activities. Based on qualitative interviews with 16 ex-pirates and pirate associates and a number of other locals and experts, the study provides first-hand insights into some of the conditions, circumstances and processes which may serve to discourage involvement and continued engagement in piracy. It will also analyze factors and circumstances which may encourage and facilitate disengagement from these criminal activities and reintegration into non-criminal economic activities and social relationships. A question of interest is whether the decisions to join and leave a piracy group are made by the individuals alone or are influenced by others, such as family members and peers. The roles of moral authorities like religious leaders and parents are also a core issue. The chaotic political and economic situation in Somalia provides the context for the choices individuals make in relation to piracy. However, the focus of this study is on micro and meso (individual and group) level processes rather than on macro level factors, which have been covered well by other researchers.
The article also looks at the Norwegian Church Aid’s “Alternative Livelihood to Piracy” (ALP) project. This is not an evaluation of the ALP project as such. This study will rather analyse to what extent the project is facilitating the disengagement of individuals from piracy groups and their eventual reintegration into productive non-criminal livelihood in the Somali context

Promotion aspirations among male and female police students
A long research tradition has documented gender
differences in career choices and outcomes in
several professions, including the police. However,
there is debate about whether such differences
reflect initial preferences, socially constructed ideas
about the incompatibility of family and working
life or the objective constraints that men and
women meet in their careers and family lives. This
paper explores the initial preferences for career
and promotion among male and female police
students in Norway. Norwegian female police
students are selected rigorously; they have chosen
a traditionally male-dominated profession, and
they live in a welfare society where the possibilities
for combining work and family life are well
developed. Under these circumstances, will the
initial promotion aspirations of men and women
differ? If so, will gender differences persist when
family obligations and age are controlled for?
These questions were explored using 2009 and
2010 data for first-year police students in Norway
(N = 1,079). The results showed that male
and female police students have remarkably similar
aspirations for promotion, and this remained
true when family obligations and age were controlled
for. The results indicate that differences in
initial preferences do not explain gender differences
in career choices and outcomes
