LIBSENSE: Building Library/NREN Collaborations around Open Science

What is LIBSENSE?
In 2017, a new initiative called Library Support for embedding NREN1 services and eInfrastructure (LIBSENSE2) was conceived during the second annual conference of the West and Central African Research and Education Network (WACREN)3
.
WACREN had just come to the end of their participation in two collaborative European Union (EU) research projects in the region (Sci-GaIA4 and TANDEM5), and were planning ongoing strategic engagements with the research and education community in West Africa to continue embedding network and connectivity services for this end-user group. While one project was about infrastructure (Sci-GaIA), the other was about advocacy of the NREN as a catalyst for digital transformation of the sector (TANDEM). TANDEM project team members recognised the key role that librarian consortia within the research and education community could play in sustaining advocacy work in raising awareness of the digital/technological services that could be offered to universities and other higher education institutions (HEIs) within the West African region.

Developing realistic solutions to the PIDs challenges in developing regions

Joint presentation from COAR, LA Referencia and WACREN at the NISO Plus 2024 Global

Persistent Identifiers (PIDs) are an important part of the scholarly ecosystem. However, the current global approach to PIDs excludes developing regions and contributes to creating significant inequalities in the scholarly ecosystem. The costs of minting DOIs make them unaffordable in most parts of Africa, Asia, and Latin America, where there are often little or no budgets for these types of services.
The consolidation of control within the hands of a few dominant entities in the global north also raises questions about inclusivity and true global representation in governance. This has already become obvious since the current costing models, which were developed by players in developed countries, do not reflect the reality in most developing countries. Furthermore, the narrative being advanced by certain entities that all resources must have a DOI or cannot be considered “trustworthy” is extremely detrimental for developing country researchers in low-resourced environments where DOIs are not an option.

This session will present this context and two major initiatives in Africa (WACREN) and Latin America (LA Referencia) that are creating not-for-profit services that will mint PIDs in these regions using ARKs. These initiatives will be financially supported by local organisations and will apply feasible costing models in these regions.

National Open Science Policy Template

This template provides a comprehensive framework for drafting national policies on Open Science. It aims to support governments, especially in Africa, in promoting Open Science practices by offering guidance on open access to research publications, data, and other outputs.

LIBSENSE Impact Report: Impact Evidence and Stakeholders' Testimonials from 2016-2024

This report provides a comprehensive assessment of the LIBSENSE initiative's impact on advancing Open Science in Africa from 2016 to 2024. It highlights key achievements in community building, capacity development, policy advocacy, and the promotion of interdisciplinary collaboration. Featuring stakeholder testimonials, critical success factors, and recommendations for future models, the report underscores LIBSENSE's role in fostering a sustainable and inclusive Open Science ecosystem across the continent. It is a foundational resource for understanding the project's transformative contributions to the African research landscape.

Science Communication in Open Science Era

The presentation emphasizes the importance of open science as a transformative approach that fosters transparency, reduces misinformation, and democratizes access to research data.
