    Back to what?: Renaturation in Mecklenburg-Western Pomerania

    Renaturierung verfolgt das Ziel der Wiederherstellung naturnaher Lebensräume und ihrer Ökosystemleistungen nach menschlichen Eingriffen. Doch ist „Wiederherstellung“ wohl der falsche Begriff, denn renaturierte Ökosysteme unterscheiden sich immer von den ursprünglichen Systemen vor den Eingriffen. In Mecklenburg-Vorpommern, dem am dünnsten besiedelten Bundesland Deutschlands, hat die Historie und besonders die Ausweisung von Großschutzgebieten am Ende der DDR eine besondere Flächenkulisse geschaffen, die in den letzten 30 Jahren kontinuierliche Maßnahmen der Renaturierung ermöglichte, in Wäldern, Grünländern, an Küsten und vor allem in Mooren. Doch was unterscheidet renaturierte von natürlichen Ökosystemen? Welche Ökosystemleistungen (z. B. Kohlenstoffspeicherung, Biodiversität, Grundwasserneubildung oder Nährstoffrückhalt) sind wie betroffen? Anhand einer Zeitreise und ausgewählten Beispielen wird beleuchtet, wieviel „alt“ in „neu“ steckt – und ob wir nicht vielleicht ehrlicherweise von der „Herstellung neuer Ökosysteme“, sogenannter novel ecosystems, sprechen müssen.Renaturation aims to achieve the restoration of near-natural habitats and their ecosystem services after human intervention. But “restoration” is a misleading term because renatured ecosystems always differ from the original systems before the interventions occurred. In Mecklenburg-Western Pomerania, Germany’s most sparsely populated state, history and particularly the designation of large, protected areas at the end of the GDR have created a special tract of land that has been subject to continuous renaturation measures over the past 30 years in forests, on grasslands, along coastlines and especially on peatlands. But what distinguishes renatured ecosystems from natural ones? Which ecosystem services (e.g. carbon storage, biodiversity, groundwater recharge or nutrient retention) are affected and how? We will take a short journey through time and, based on a selection of examples, will discover how much “old” there is in “new” – and whether we should perhaps speak honestly about the “creation of novel ecosystems” rather than about renaturation

    Historically and conceptually, the study of biodiversity has been closely associated with the attempt to understand and preserve what Darwin aptly characterised as the “endless forms most beautiful and most wonderful”. Thus, biodiversity is typically defined within evolutionary and conservation biology, and taxonomic nomenclatures arising from these domains inform more consumption-related research such as plant breeding and gene editing for food, drugs or fuel production. I consider taxonomic challenges that emerge in relation to contemporary efforts to produce, disseminate and re-use data about plant traits, where concerns about conservation and consumption are unavoidably intertwined. This is often referred by curators and participants in plant data infrastructures as the question of plant data semantics. The effort to share phenomic data about crops across different locations, and between high-resourced and low-resourced research environments, places in sharp relief the complexity and diversity of biological and environmental characteristics as well as of the methods used to generate and process data and the goals, skills and expectations of the stakeholders involved. I argue that the attempt to articulate semantic differences among plant varieties and methods of data collection, sharing and analysis is generating new ways to develop and communicate biological knowledge, including a reframing of the study of biodiversity.Historisch und konzeptionell gesehen ist die Biodiversitätsforschung eng mit dem Bestreben verbunden, das zu verstehen und zu erhalten, was Darwin treffend beschrieb als „eine unendliche Zahl der schönsten und wunderbarsten Formen“. So wird die Biodiversität typischerweise im Rahmen der Evolutions- und Naturschutzbiologie definiert. Die aus diesen Bereichen stammenden taxonomischen Nomenklaturen prägen eine stärker anwendungsorientierte Forschung wie Pflanzenzüchtung und Genom-Editierung für die Produktion von Lebensmitteln, Medikamenten oder Treibstoff. Ich betrachte die taxonomischen Herausforderungen, die sich im Zusammenhang mit den aktuellen Bemühungen um die Produktion, Verbreitung und Wiederverwendung von Daten über Pflanzeneigenschaften ergeben, wenn Bedenken bezüglich des Schutzes und des Verbrauchs unweigerlich miteinander verwoben sind. Dies wird oft von Kuratoren und Akteuren der Pflanzendaten-Infrastrukturen als eine Frage der Datensemantik von Pflanzendaten bezeichnet. Das Bestreben eines Austausches phänomischer Daten von Nutzpflanzen über verschiedene Standorte hinweg und zwischen Forschungsumgebungen mit hohen und niedrigen Ressourcen verdeutlicht die Komplexität und Vielfalt der biologischen und umweltbedingten Merkmale und der Methoden, die zur Erzeugung und Verarbeitung von Daten verwendet werden, sowie der Ziele, Fähigkeiten und Erwartungen der beteiligten Akteure. Ich argumentiere, dass die angestrebte Artikulierung der datensemantischen Unterschiede zwischen den Pflanzensorten und den Methoden zur Datensammlung, zum Austausch und zur Analyse neue Möglichkeiten zur Entwicklung und Kommunikation von biologischem Wissen generiert, einschließlich einer Neukonzipierung der Biodiversitätsforschung

    Climate change: causes, consequences and possible actions

    Why is swift action to protect the climate so important and what is the scientific basis for calculations on causes and consequences of climate change? The Leopoldina explains this in its “Factsheet climate change: causes, consequences and possible actions”. In the first two chapters of this publication, the currently available knowledge about the causes and consequences of climate change has been summarized in an easy-to-understand format. The connections and data are illustrated in graphics, with concise explanations. The factsheet is divided into three sections: causes, consequences and possible actions. In the chapter “Causes of climate change”, phenomena such as the greenhouse effect are explained and the development of atmospheric greenhouse gas concentrations in the course of earth's history is described, along with the speed of human-induced global warming. The chapter “Consequences of climate change” covers topics such as extreme weather events, the rising sea level, drought and the consequences of climate change for health and food security. The role of tipping points in the climate system is also explained. Previously agreed emissions reductions are discussed in the chapter “Measures to counteract climate change”. Other topics include technologies for “negative emissions”, carbon pricing, natural carbon sinks such as soils, forests and oceans as well as the distribution of the remaining emission budget as a political and ethical issue

    Toward a Digital Triage Platform for the German Healthcare System

    While Germany’s healthcare system seems to have abundant resources compared to other countries, it also has a very high level of utilization (OECD 2019). Due to a high degree of patient choice, a lack of coordination has frequently been diagnosed, in particular with respect to the rising use of emergency care (Sachverständigenrat zur Begutachtung der Entwicklung im Gesundheitswesen 2018). This critique peaked in legislation trying to curb the use of emergency care by non-urgent patients. While the legislative process has not yet been finalized, a unified demand management system was implemented by the Associations of Statutory Health Insurance Physicians as of January 1, 2020. This comprised a telephone-triage system based on software supported decision making on the urgency of need and the appropriate level of care, and a telephone appointment service. The triage software named Strukturierte medizinische Ersteinschätzung in Deutschland (SmED) is based on a Swiss development which has been adapted for implementation in Germany. By way of a progress report, initial experiences with its implementation are being reported and options for further development are being explored. Early data suggests that 3 out of 4 patients are being directed to the ambulatory sector, while more than half of those require attention within 24 hours. To increase availability of the service and to address the increasing share of patients who begin their contact with the health system digitally, implementation of a self-triage version of the software is being prepared for 2020. While an evaluation of the software and its implementation is still underway, it is obvious that it will only foster effective demand management if patients and practices perceive this as a benefit.Im Vergleich zu anderen Ländern scheint das deutsche Gesundheitssystem zwar über reichliche Ressourcen zu verfügen, ist aber auch sehr stark ausgelastet (OECD 2019). Weil Patienten eine hohe Wahlmöglichkeit haben, verzeichnet sich häufig ein Mangel an Koordination, insbesondere im Hinblick auf die steigende Inanspruchnahme der Notfallversorgung (Sachverständigenrat zur Begutachtung der Entwicklung im Gesundheitswesen 2018). Diese Kritik gipfelte in einer Gesetzgebung, die versucht, die Inanspruchnahme der Notfallversorgung durch Patienten, die keine Notversorgung benötigen, einzuschränken. Obwohl das Gesetzgebungsverfahren noch nicht abgeschlossen ist, haben die Kassenärztlichen Vereinigungen zum 1. Januar 2020 ein einheitliches System zur Nachfragesteuerung eingeführt. Dies besteht aus einem telefonischen Termindienst sowie einem telefonischen Triage-System, das mithilfe einer Software die Entscheidungsfindung auf der Grundlage der Dringlichkeit und des angemessenen Niveaus der Versorgung unterstützt. Die Triage-Software mit dem Namen Strukturierte medizinische Ersteinschätzung in Deutschland (SmED) beruht auf einer Schweizer Entwicklung, die für eine Implementierung in Deutschland angepasst wurde. In einem Zwischenbericht wird über erste Erfahrungen bei der Umsetzung berichtet und Optionen für die weitere Entwicklung ausgelotet. Erste Daten deuten darauf hin, dass 3 von 4 Patienten in die ambulante Behandlung geleitet werden, wobei mehr als die Hälfte dieser Patienten innerhalb von 24 Stunden behandelt werden müssen. Im Jahr 2020 wird die Implementierung einer Selbsttriage-Version der Software vorbereitet, damit diese Dienstleistung öfters zur Verfügung steht und die steigende Anzahl von Patienten, deren Kontakt mit dem Gesundheitssystem digital beginnt, angesprochen wird. Obwohl die Bewertung und Implementierung der Software noch im vollen Gange sind, wird ein effektives Nachfragemanagement nur dann erreicht werden, wenn Patienten und Arztpraxen dies als Vorteil wahrnehmen

It is this dichotomy of paradigms that characterises the first challenge of data protection in medicine. Availability is the antinomy to protection, and these two goals need to be reconciled by a clear data privacy structure and technical, organizational measures

    Zeit ist eine grundlegende Dimension für den Menschen – egal, ob man ihn als ein biologisch-physikalisches oder als ein geistiges Wesen betrachtet. Entsprechend beschäftigt sich eine Vielzahl akademischer Disziplinen mit Fragen zum Thema Zeit in jeweils unterschiedlichen Erscheinungsformen: als physikalische Zeit, als geologische Tiefenzeit, als individuell erlebte oder psychologische Zeit, als gesellschaftlich-intersubjektive Zeit, als historische Zeit usw. Allerdings werden selten die Gemeinsamkeiten, Unterschiede und Verbindungen dieser Diskussionen aufgezeigt. An dieser Stelle kann die Philosophie eine wichtige Koordinationsaufgabe übernehmen. Und genau das exemplarisch aufzuzeigen, ist Anliegen dieses Aufsatzes. Ausgehend von einigen wenigen begrifflichen Unterscheidungen, die insbesondere die allgemeinen Grundtypen von Zeitordnungen betreffen, werden einzelne Aspekte aus unterschiedlichen einzeldisziplinären Kontexten herausgegriffen und zueinander in Beziehung gesetzt. Daraus ergeben sich auch Einblicke in das Verhältnis von eher wissenschaftsphilosophisch-theoretischen Fragestellungen, die beispielsweise die Gerichtetheit der physikalischen Zeit und die Chronobiologie betreffen, zu solchen aus einem eher gesellschaftlich-ethischen Kontext, in dem es beispielsweise um historische Gerechtigkeit und um sogenannte Chronopolitik geht. Dabei zeigt sich, dass gewichtige Unterschiede in den Positionen und Disziplinen oftmals mit einem Unterschied darin einhergehen, wie über die Existenz der drei Zeitmodalitäten gedacht wird – also ob oder inwiefern man annimmt, dass neben dem, was gegenwärtig ist auch Vergangenes und Zukünftiges existiert.Time is a fundamental dimension for humans, independently of whether they are considered primarily as biological-physical or as mental beings. Accordingly, a broad range of academic disciplines investigates questions about time in its different manifestations: as physical time, as geologic or deep time, as individually experienced or psychological time, as socio-intersubjective time, as historical time, etc. However, the commonalities, differences, and connections between these manifestations are rarely discussed. At this point, philosophy can take on an important coordination task; and this is exactly what the present paper is meant to illustrate. Starting from a few conceptual distinctions – most importantly that between different basic types of time order – individual aspects from different disciplines will be revisited and related to each other. This also provides insights into the relationship between questions of a more scientific and theoretical nature, such as the directedness of physical time or questions of chronobiology, and questions of social and ethical concern, such as transitional justice or specific forms of chronopolitics. It turns out that significant differences in attitudes and over disciplines often go hand in hand with a difference in how one thinks about the existence of the three different modalities or tenses of time – that is, whether or to what extent one assumes that not only what is present exists, but also what is past and what is future
