Similar to the hard work dedicated to writing the Manifesto, the section began in 2012 to work rigorously on the development of the toolkit. The IFLA/UNESCO Multicultural Library Manifesto Toolkit was launched at the 2014 80th IFLA General Conference and Assembly in Lyon, France to a large audience of conference attendees anxious to have a toolkit to assist libraries in planning, applying, and sustaining the principles and actions described in the Manifesto

No full textIFLA joined partners from around the world in the Hague to mark 70 years of protecting cultural heritage at a conference hosted by UNESCO and the Kingdom of the Netherlands. It is on this occasion that we join sister organisations and fellow founding members of Blue Shield International to reaffirm our calls for the protection of archives, libraries, museums and heritage places during armed conflicts and political instability. This declaration is mark of solidarity across the cultural heritage sector – joining voices to urge all involved in conflict to respect the work of these professionals and to protect their lives and integrity

Пошто свака држава мора да одреди на који начин ће обезбјеђивати ресурсе за допуну докумената, сљедећи принципи и смјернице нису нужно обавезни. Међутим, поједине земље и библиотеке снажно подстичемо да користе смјернице као основу за спровођење међународне позајмице.
