The influence of digital technology on moral behavior patterns of youths: A case study of ten congregations within Episcopal churches in Isiolo.
Digital technology is the challenge of the contemporary society. The recent advances in Information technology have affected perceptions, attitudes and moral behaviors of youth. Scholars have managed to earmark this age as an 'information age' that is characterized by vibrant availability of gadgets of communication that have enhanced interactivity amongst world populations. A factor peculiar to this age is not only the availability of means of communication as telephones, internet, computer and television but the increased rate and speed of passing information coupled with the aspect of overcoming distance barrier that has characterized previous epochs of human history in regard to communications. As IT becomes a normative tool in the society, attitudes and behavior patterns are shaped, morality has been jeopardized and belief systems challenged and compromised, especially, amongst the youths. Amazingly, such effects often occur without notice and a case in point is addiction to technology despite other malpractices as hacking, pornography, cyber-crime, extravagance, gaming, cheating and secular music, among others. Based on these realities a survey research was conducted to investigate the impact of technology on youth within ten congregations, with a random sample of one thousand and three hundred youth in a population of approximately seven thousand members within the target audience. The study was carried out in Mornbasa, Isiolo, Nanyuki and Archer's Post. Questionnaires, interview schedule, observation guide and a focused group discussion guide were used for data collection. Before the use of instruments in the field, they were subjected to pilot study so as to facilitate assessment of reliability and validity. Data collected was then sorted out and analyzed. After the data analysis and interpretations, it was concluded that the impact of technology on youth models an aspect of growth in addictions to technology alongside negative behaviors as articulated and enlisted within this paper. Subsequently, it was recommended that the measures to address the influence of technology on youth behavior calls for a concerted approach from all stakeholders ranging from parental guidance on one hand and the- church, the school and government, on the other

The impact of training and development on employee performance and productivity: a case study of the youth enterprise development fund board
HF 5549.5.073 2013The Youth Enterprise Development Fund Board (YEDFB) is a state corporation established
by the Government of Kenya (GoK) with the core mandate of economically empowering Kenyan youth through enterprise development. The enterprise development mandate / the provision of Business Development Services (BDS), involves the provision of training services to Kenyan youth. This therefore means that training of trainers within the organization who serve as the Enterprise Development Agents (EDA's) is vital in actualizing the organization's mandate. In addition, training provision is crucial to all employees as it moulds their thinking thereby leading to quality performance and productivity. The problem studied was the fact that various training interventions have been put in place by YEDFB to ensure that its staff is developed through training but the impact of these trainings has not been made visible in the staff performance. The objectives of this study were; to examine the impact of training on employee performance at the Youth Enterprise Development Fund Board and to analyze the relevance of the training program offered to employees of the YEDFB. In this study, data was collected once across the population through purposive sampling. Five departments within the organization were used based on the relative number of departments at the YEDFB. Twenty five employees were selected using the purposive sampling technique and questionnaires were administered to them. An interview guide was also used to solicit information from the senior management of the YEDFB. The purpose of the interview was to ascertain the management's view on how YEDFB traditionally dealt with issues pertaining to training and development within the organization. The researcher also examined various internal documents provided by the Human Resources Manager such as the training policy document in order to determine whether indeed YEDFB has a training policy document in place and whether the processes outlined in the document is being duly followed. The study established that most of the employees within the organization have not had the opportunity to be involved in any training in spite of the fact that majority of them are aware of the training program outlined. In addition, most employees self-sponsored themselves to acquire higher qualifications and this has resulted to lack of motivation. Further, there was also an expression of a lack of awareness of any career development projections prepared for them by the organization. As a result, this study concludes that in spite of the fact that YEDFB has a well established Human Resource Policy to guide the training and development of its employees, its members of staff have to be acquainted with the document so as to know what it has to offer them. Further, in as much as the organization plans to train its staff, it should be consistent in training its employees so as to update their knowledge and skills and ensure maximum efficiency in their work. It is therefore recommended that the organization adopts a training program that focuses on both training and development in order to benefit both the organization and the staff within the organization, as it will lead to motivation of staff and calumniate their performance and productivity. Career planning and development for the employees is also recommended as it will lead to better performance and retention of employees. The organization should also consider embracing Information Technology in training through e-learning and evaluation of the training provided for effectiveness
Free secondary school education policy and the quality of teaching and learning in public day secondary schools of Nakuru county.
Education and training processes are human capital formation. All activities aimed at improving quality of human life such as spending on health and training are part of human capital Kenya in recognition of the importance of education has since independence in 1963 made efforts to avail education to her people. For example, the National Rainbow Coalition (NARC) Government that took over from KAND in 2002 reintroduced free primary education in 2003. This was a follow-up on its campaign promise in which it had pledged to introduce free primary education. ln addition the government introduced free secondary education in 2008. In this policy the government undertook to meet tuition fees of 10265 per student while the parents were required to meet costs of transport meals and boarding fees for those in boarding. Though noble on the part of the government, evidence showed that there had been a lot of challenges in attempts to implement the free education policy. This study sought to establish how the free secondary education policy had impacted on quality of education in public day secondary schools in Nak:uru County. The study adopted a survey design. The proportionate and purposive sampling techniques were applied in the selection of the study sample. Questionnaires and interviews were used as instruments of data collection. The data collected were analyzed by use of descriptive statistics. The study found out that the FSE programme had led to the improvement of quality of learning due to the availability of adequate teaching/learning resources. It also established thatFSE had improved the quality of school management due to greater accountability and numerous management courses head teachers and heads of departmenthad to undergo. The study concluded that FSE had led to more regular acquisition of teaching/learning resources in public day secondary schools. However these
•ere not enough due to the big enrollments of the students.Due to the large number of students enrolled, there was a big strain on the available teaching/learning resources and this has led to the danger of provision of poor quality learning. The study recommends that the gains made in the implementation of the FSE should be further strengthened by addressing the issue of faster release of funds to schools so that teaching/ learning is not hindered due to lack of resources. The study further recommends that the issue of teachers' shortage leading to a big teacher/student ratio should be addressed so as to uphold quality of learning

The study was conducted in selected schools within Tigania East District using descriptive research design. A sample size of thirteen secondary schools out of forty was selected through stratified random sampling. The selection was based on enrolment and category of the institution. The data was collected using interviews and questionnaires. A pilot study was conducted before the actual one, to enable the researcher to make the necessary adjustments in terms of reliability and validity. Interviews were conducted by the researcher personally while questionnaires were deposited in advance to be collected from the respondents later. The collected data was analyzed through qualitative and quantitative methods using SPSS version 17.0 computer software and presented in tables, graphs and pie charts. The findings of the study revealed that students are involved in decision making touching on curriculum, discipline, resource management among public secondary schools. The study concludes that public secondary schools involve students in decision making at lower and middle levels but not at the management level. Moreover, the study recommends that students need to be involved in formulation and implementation of school policies and rules to improve ownership and support. The study also recommends that; all secondary schools in Kenya need to embrace an inclusive management style in which students are involved in making decisions pertaining to their welfare and the school at large, Students need to be involved in formulation and implementation of school policies and rules to improve ownership and support. This may help a great deal in reducing students' unrest, particularly among secondary schools in Tigania East District, in Meru County and the entire Country, All schools need to establish functional and effective prefects with powers to resolve some minor issues with finality and reporting to the right authority, There is need for schools to form strategic alliances among themselves for synergy and support especially so for institutions with high performance and discipline gaps

Factors influencing implementation of change management strategies in the public sector:A case study of Kenya power
Governments throughout the world have embarked on some form of restructuring or realignment of public agencies with the main intention of enhancing productivity and efficiency. Pressure has been mounting from different quotas on governments to implement radical change programmes in .,the public sector. Several efforts have been made from privatization to launching of the office of the ombudsman. New Public Management programmes have been tried including the famous performance management system. These change efforts are for the better of the public sector even though they have faced challenges in implementation. This study set out to bring to light the critical issues influencing the implementation of change programmes in the public sector with specific focus on KP. This thesis paper is structured to offer strategic insights into the current state of affairs in the company as well as a review of what has been documented to be workable, for the use by both policy makers and implementers. Illuminative cases were also featured to drive home the fundamental paradigms of concern in this study conducted at Kenya Power. The study found out that the most significant factor was managerial skills followed by organizational culture. This study concludes that lack of proper knowledge poses a challenge in implementation of change management strategies to a great extent while compatibility of the different systems causes a challenge in implementation of change management strategies to a moderate extent. The study recommends that because of the dynamic work environment that exists in most organizations, it is important for managers to have the necessary skills to understand planned change and its components for success. Therefore the organization should invest in high calibre staff and should find ways of retaining them
An investigation of funding of special schools in Kenya; a case of Meru county, Kenya.
ABSTRACT
Special Education is the education of learners with special needs in a way that addresses the learners' individual differences and needs. Ideally, this process involves the individually planned and systematically monitored arrangement of teaching procedures adapted equipment and materials, accessible settings, and other interventions designed to help learners with special needs to achieve a higher level of personal self-sufficiency and success in school and community, than would be available if the student were only given access to a typical classroom education. The cost involved in setting such an environment could be overwhelming to the parents and community. It is for this reason that this study sought to investigate the sources and adequacy of funds in special schools in Kenya, narrowing it to Meru County . The Keech Commission (1999) noted that apart from the costs met by parents of children with special needs, and the budgetary allocation to special schools, if there is any other funding, it is not known by the government. The master plan of education and training 1997-2010, notes that the financing of special needs education is largely left in the hands of well-wishers and the donors sought by schools directly and the Government is not involved in the coordination of such funding .For teachers .parents and pupils ,random sampling was used to draw the sample from the target population .Data was collected using questionnaires, interviews and Focus group discussions. Quantitative and qualitative data analysis techniques were used in analyzing. Findings were presented in figures and tables. It was established that there were no adequate funds for special education and this led to a lot of pupils missing out of education. Financial and human resources are inadequate and the ever-rising prices of equipment and inadequate training of professionals compound this .It is recommended that the Ministry of Education and school administration need to work modalities of addressing these issues to enhance performance of the special schools in sustainability of physical facilities. This study touched on a number of issues that were relevant to the funding of special education but could not have covered all. It recommends that further research be carried out on how to improve provision of special education to all students in Kenya at no cost and make the pupils have a better life
