O Comandante Diante do Espelho: Tática Militar e Intersubjetividade: The Commander Before the Mirror: Military Tactics and Intersubjectivity
No full textResumo: O presente artigo examina a intersubjetividade e a imprevisibilidade nas táticas militares, articulando o conceito de guerra em Clausewitz com a análise literária e psicanalítica de Edgar Allan Poe e Jacques Lacan. Toma-se como estudo de caso a Batalha do Rio da Prata e o afundamento do encouraçado Graf von Spee, demonstrando como o planejamento bélico exige a antecipação do comportamento do oponente em um cenário de incertezas e "fricção". A argumentação utiliza a metáfora do jogo de "par ou ímpar" em "A Carta Roubada" para ilustrar que a vitória tática depende da capacidade de avaliar o intelecto alheio, transcendendo a mera projeção da própria lógica sobre o adversário. Conclui-se que o comandante Langsdorff, limitado por imperativos operacionais e incapaz de exercer essa alteridade imaginativa, sucumbiu ao blefe britânico, evidenciando que a guerra é um fenômeno onde tática e psicologia se entrelaçam na tentativa de subjugar a vontade do outro.

Abstract: The present article examines intersubjectivity and unpredictability in military tactics, articulating Clausewitz’s concept of war with the literary and psychoanalytic analysis of Edgar Allan Poe and Jacques Lacan. The Battle of the River Plate and the scuttling of the battleship Graf von Spee are adopted as a case study, demonstrating how war planning requires the anticipation of the opponent's behavior within a scenario of uncertainty and "friction." The argumentation employs the metaphor of the "even and odd" game found in "The Purloined Letter" to illustrate that tactical victory depends on the capacity to assess the alien intellect, transcending the mere projection of one's own logic onto the adversary. It is concluded that Commander Langsdorff, constrained by operational imperatives and unable to exercise this imaginative alterity, succumbed to the British bluff, evidencing that war is a phenomenon wherein tactics and psychology intertwine in the attempt to subjugate the will of the other.

Reconstruction of the Parishes of Rio Grande (RS, Brasil) and San Carlos (Uruguai): The Use of Documentary Collections in the Genealogical Repository
No full textO Repositório Genealógico (RG) é uma plataforma digital que reúne informações de diferentes acervos documentais de forma a permitir a colaboração entre diversos pesquisadores. O objetivo do artigo é apresentar a lógica organizacional e os recursos do Repositório Genealógico, considerando sua aplicação na análise da trajetória de indivíduos e famílias em contextos de mobilidade e de fragmentação dos registros. Para isso, são apresentados o Método de Reconstituição de Paróquias, no qual a plataforma é baseada, e as funcionalidades do Repositório Genealógico que permitem a integração de registros dispersos e análises em larga escala. Também são discutidas as experiências de reconstituição das paróquias de São Pedro do Rio Grande (Brasil) e San Carlos (no atual Uruguai), evidenciando a contribuição da plataforma para acompanhar os deslocamentos populacionais ibero-americanos do século XVIII. Nos dois casos, o uso do RG permitiu integrar informações que não poderiam ser analisadas em investigações baseadas em acervos isolados.The Genealogical Repository (RG) is a digital platform that brings together information from different documentary collections in a way that allows collaboration among several researchers. The objective of this article is to present the organizational logic and features of the Genealogical Repository, considering its application in analyzing the trajectories of individuals and families in contexts of mobility and fragmentation of records. To this end, the Parish Reconstruction Method, on which the platform is based, and the functionalities of the Genealogical Repository that allow the integration of scattered records and large-scale analyses are presented. The experiences of reconstructing the parishes of São Pedro do Rio Grande (Brazil) and San Carlos (in present-day Uruguay) are also discussed, highlighting the platform's contribution to tracking Ibero-American population movements in the 18th century. In both cases, the use of the RG included information that could not be found in investigations based on isolated collections
Who does the Círio de Nazaré belong to? The narratives of the Círio Museum in Belém (Pará)
No full textO presente artigo tem como objetivo analisar as narrativas sobre o Círio de Nazaré construídas a partir do Museu do Círio em Belém do Pará, problematizando suas relações com a história oficial e a marginalização de vozes populares. A metodologia consiste em uma análise crítica do espaço no qual está a exposição denominada “Encontros”, com base em pesquisa bibliográfica e documental. A investigação permitiu caracterizar três eixos centrais neste trabalho: 1) a relação do museu com a narrativa da história oficial do Círio; 2) a leitura decolonial da exposição “O Círio Negro de Jacques Huber”; e 3) a limitação na representação de manifestações populares, como o Auto do Círio e a Festa da Chiquita. Conclui-se que o museu, ao priorizar uma perspectiva sacra e oficial, silencia a pluralidade de sujeitos que constituem a festa, necessitando adotar práticas museológicas decoloniais para se tornar um espaço de representatividade e diálogo.This article aims to analyze the narratives about the Círio de Nazaré festival constructed at the Círio Museum in Belém, Pará, problematizing their relationship with official history and the marginalization of popular voices. The methodology consists of a critical analysis of the space housing the exhibition entitled "Encontros" (Encounters), based on bibliographic and documentary research. The investigation allowed us to characterize three central axes of this work: 1) the museum's relationship with the official historical narrative of the Círio; 2) a decolonial reading of the exhibition "O Círio Negro de Jacques Huber" (The Black Círio of Jacques Huber); and 3) the limited representation of popular manifestations, such as the Auto do Círio and the Festa da Chiquita. We conclude that the museum, by prioritizing a sacred and official perspective, silences the plurality of subjects that constitute the festival, necessitating the adoption of decolonial museological practices to become a space of representation and dialogue
Geopolítica dos Oceanos e Planejamento Espacial Marinho: Geopolitics of the Oceans and Marine Spatial Planning
No full textResumo: O presente estudo analisa a interseção entre a Geopolítica dos Oceanos e o Planejamento Espacial Marinho (PEM), definindo este último como instrumento essencial para a governança sustentável e a promoção da "Economia Azul". No contexto brasileiro, destaca-se o compromisso estatal, formalizado no X Plano Setorial para os Recursos do Mar, em implementar o PEM até 2030 sob coordenação da Marinha do Brasil. A fundamentação teórica revisita clássicos da estratégia naval, contrapondo a lógica de conquista territorial de Alfred Mahan à perspectiva de Julian Corbett, que privilegia o controle das linhas de comunicação e fluxos marítimos. Argumenta-se que a visão corbettiana apresenta maior aderência ontológica ao PEM, pois compreende o oceano como espaço de circulação, onde a soberania se exerce não pela ocupação estática, mas pela modulação de dinâmicas e mitigação de ilícitos. Conclui-se que a análise geopolítica é fundamental para estruturar um ordenamento que respeite a natureza fluida do domínio marítimo.

Abstract: The present study analyzes the intersection between the Geopolitics of the Oceans and Marine Spatial Planning (MSP), defining the latter as an essential instrument for sustainable governance and the promotion of the "Blue Economy". In the Brazilian context, the state commitment is highlighted—formalized in the X Sectoral Plan for the Resources of the Sea—to implement MSP by 2030 under the coordination of the Brazilian Navy. The theoretical foundation revisits classics of naval strategy, contrasting Alfred Mahan's logic of territorial conquest with Julian Corbett's perspective, which privileges the control of maritime lines of communication and flows. It is argued that the Corbettian view presents greater ontological alignment with MSP, as it comprehends the ocean as a space of circulation, where sovereignty is exercised not through static occupation, but through the modulation of dynamics and the mitigation of illicit activities. It is concluded that geopolitical analysis is fundamental for structuring a planning framework that respects the fluid nature of the maritime domain.

Mudanças Climáticas em um Mundo de Lockdowns: O Caso Antártico em 2021: Climate Change in a World of Lockdowns: The Antarctic Case in 2021
No full textResumo: O artigo analisa a vulnerabilidade do ecossistema antártico frente às mudanças climáticas antropogênicas, contextualizando o impacto da pandemia de COVID-19 e dos respectivos lockdowns globais na dinâmica ambiental de 2021. Destaca-se que a Antártica, detentora da maior reserva de água potável do planeta, funciona como um regulador térmico global, cuja estabilidade é ameaçada pelo aumento das emissões de gases de efeito estufa e pela introdução de espécies exóticas. A análise ressalta que, apesar da redução temporária da atividade industrial e da circulação humana devido às medidas restritivas sanitárias, o ano de 2021 registrou recordes térmicos negativos e a manutenção de tendências de degelo, evidenciando a persistência do aquecimento global. O estudo enfatiza a importância da governança exercida pelo Sistema do Tratado da Antártica e do papel científico do IPCC e do SCAR na formulação de políticas de preservação. Conclui-se que a proteção da região transcende a soberania nacional, configurando-se como um imperativo de democracia ecológica planetária indispensável para a mitigação dos impactos climáticos e para a segurança hídrica e biológica das futuras gerações.

Abstract: The article analyzes the vulnerability of the Antarctic ecosystem in the face of anthropogenic climate change, contextualizing the impact of the COVID-19 pandemic and the respective global lockdowns on the environmental dynamics of 2021. It is highlighted that Antarctica, holder of the planet's largest freshwater reserve, functions as a global thermal regulator whose stability is threatened by rising greenhouse gas emissions and the introduction of exotic species. The analysis underscores that, despite the temporary reduction in industrial activity and human movement due to sanitary restrictive measures, the year 2021 recorded negative temperature records and the maintenance of melting trends, evidencing the persistence of global warming. The study emphasizes the importance of the governance exercised by the Antarctic Treaty System and the scientific role of the IPCC and SCAR in the formulation of preservation policies. It is concluded that the protection of the region transcends national sovereignty, configuring itself as an imperative of planetary ecological democracy indispensable for the mitigation of climate impacts and for the water and biological security of future generations.

No full textResumo: Os catadores e catadoras de materiais recicláveis desempenham um papel essencial no Brasil, contribuindo de maneira significativa para o combate à poluição marinha. Essa profissão estratégica envolve milhares de indivíduos dedicados a coletar, separar e vender resíduos recicláveis, como plástico, vidro, papel e metal. O trabalho desses profissionais desempenha um papel crucial na redução da poluição do oceano, uma vez que evita que esses materiais acabem em aterros sanitários ou, pior ainda, no meio ambiente, eventualmente atingindo os ecossistemas marinhos. Em 2021, as cooperativas de catadores e catadoras de materiais recicláveis arrecadaram 326,7 mil toneladas de resíduos, evitando que esses materiais poluentes entrem no ambiente, e consequentemente, no oceano. Dos materiais coletados e comercializados no Brasil pelos catadores e catadoras, o papel é o de maior proporção, seguido do plástico, vidro e metais, incluindo o alumínio. Nas Regiões Norte e Nordeste, a coleta e comercialização de metais é mais representativa do que a do vidro. No entanto, apesar de sua importância, esses profissionais muitas vezes enfrentam condições de trabalho precárias e falta de reconhecimento. A conscientização sobre a relevância da sua função e a implementação de políticas de apoio e inclusão social são essenciais para garantir que os catadores e catadoras possam continuar desempenhando seu papel fundamental no combate à poluição marinha e na promoção da sustentabilidade ambiental no Brasil.

Abstract:
Recyclable material collectors play an essential role in Brazil, contributing significantly to the mitigation of marine pollution. This strategic occupation involves thousands of individuals dedicated to the collection, separation, and sale of recyclable waste, such as plastic, glass, paper, and metal. The labor of these professionals plays a crucial role in reducing ocean pollution by preventing these materials from being disposed of in landfills or, worse, entering the environment and eventually reaching marine ecosystems. In 2021, cooperatives of recyclable material collectors gathered 326.7 thousand tons of waste, thereby preventing these polluting materials from entering the environment and, consequently, the ocean. Among the materials collected and marketed in Brazil by these workers, paper constitutes the largest proportion, followed by plastic, glass, and metals, including aluminum. In the North and Northeast regions, the collection and marketing of metals are more significant than that of glass. Nevertheless, despite their importance, these professionals often face precarious working conditions and a lack of recognition. Raising awareness regarding the relevance of their function and implementing support and social inclusion policies are essential to ensure that these collectors can continue to fulfill their fundamental role in combating marine pollution and promoting environmental sustainability in Brazil.

Psicologia e Meio Ambiente: Relação entre Consumo de Peixes e Depressão em Adultos Brasileiros: Psychology and the Environment: Relationship Between Fish Consumption and Depression Among Brazilian Adults
No full textResumo: Este estudo propõe-se a entender como se dá a relação entre o consumo de peixes e a depressão em adultos brasileiros. Cabe-nos ressaltar que o peixe é um alimento rico em ômega 3, correspondendo a um importante componente auxiliar no combate a doenças psiquiátricas, como a depressão. Portanto, o objetivo desta pesquisa é avaliar a associação entre o consumo de peixes e a depressão em adultos brasileiros, tendo como amostra os participantes da Pesquisa Nacional de Saúde, de 2013 (PNS-2013). Como metodologia, serão utilizados preceitos da PNS, atentando-se para o entendimento da Amostra Mestra desta Pesquisa, que compreende um conjunto de unidades de áreas selecionadas para atender a diversas pesquisas do Sistema Integrado de Pesquisas Domiciliares (SIPD). O cálculo do tamanho de amostra desse estudo, para avaliar a associação entre consumo de peixe e depressão, será realizado no software OpenEpi.

Abstract: This study aims to understand the relationship between fish consumption and depression among Brazilian adults. It is important to highlight that fish is a food source rich in omega-3, constituting an important auxiliary component in combating psychiatric disorders, such as depression. Therefore, the objective of this research is to evaluate the association between fish consumption and depression in Brazilian adults, utilizing the participants of the 2013 National Health Survey (PNS-2013) as the sample. Regarding methodology, the precepts of the PNS will be employed, focusing on the Master Sample of this Survey, which comprises a set of area units selected to serve various surveys of the Integrated Household Surveys System (SIPD). The sample size calculation for this study, intended to evaluate the association between fish consumption and depression, will be performed using OpenEpi software.

Eventos Climáticos Extremos: Relato de Experiência da Chuva de Granizo em Bagé/RS: Extreme Weather Events: Hailstorm Experience Report in Bagé/RS
No full textResumo: Este relato de experiência descreve um evento climático extremo que ocorreu no município gaúcho de Bagé, em setembro de 2023, e provocou estragos em milhares de residências. A tempestade de granizo provocou danos severos e prejuízos financeiros em todo o município. Após quase dois meses do temporal, a cidade ainda se recupera das consequências. Diariamente são distribuídas telhas para as famílias, muitas delas perderam todos os móveis. Os acontecimentos climáticos como o que atingiu Bagé afetam, sobretudo, a população em situação de vulnerabilidade. Palavras-chave: Evento Climático Extremo; Granizo; Mudanças Climáticas.
Abstract: This experience report describes an extreme climatic event that occurred in the municipality of Bagé, Rio Grande do Sul, in September 2023, causing extensive damage to thousands of residences. The hailstorm inflicted severe structural damage and incurred significant financial losses throughout the municipality. Nearly two months post-storm, the city remains in the process of recovering from the aftermath. Roof tiles are distributed daily to affected families, many of whom have suffered the total loss of their furniture. Climatic events such as the one that struck Bagé disproportionately affect the population situated in conditions of vulnerability.
