Propuesta de diseño de la Política Nacional Marítima para promover el desarrollo de un clúster marítimo en el Perú para el periodo 2020 al 2050.
Get PDFLa presente investigación tiene como objetivo presentar una propuesta de diseño de Política Nacional Marítima para promover el desarrollo de un clúster marítimo en el Perú para el periodo 2020 al 2050. La privilegiada ubicación geoestratégica y la gran riqueza del mar peruano es favorable para promover este desarrollo el cual se presenta como una gran oportunidad y fuente de ventaja competitiva para el país.
La propuesta de desarrollo de un clúster marítimo en el Perú presentada, resulta muy importante porque permitirá concentrar a todos los organismos e instituciones relacionadas al ámbito marítimo en función de una unidad articuladora y dinamizadora, que generará innovación, mejorará la productividad y la ventaja competitiva del país.
Considerando la importancia estratégica del desarrollo de un clúster marítimo en el Perú, la propuesta de diseño de la Política Nacional Marítima para promover el desarrollo de un clúster marítimo, ha sido planteada con un horizonte de largo plazo es decir para el periodo 2020 al 2050.
Ambas propuestas han sido sometidas al juicio de expertos; quienes las validaron las propuestas resaltando la importancia del desarrollo de un clúster marítimo en el Perú para el periodo de análisis, considerando además como acertado y oportuno que se incorpore a la Política Nacional Marítima.
Para el desarrollo de la propuesta de diseño de la Política Nacional Marítima, la investigación ha tomado como referencia la Guía de Políticas Nacionales del CEPLAN documento oficial para la elaboración de políticas nacionales, donde solo ha sido desarrollada la etapa de diseño que es la primera de cuatro etapas que establece la metodología, quedando pendiente para una investigación posterior de alcance multidisciplinario desarrollar las etapas de formulación, implementación y de seguimiento-evaluación.This research aims to present a proposal for the design of the National Maritime Policy to promote the development of a maritime cluster in Peru for the period 2020 to 2050. The privileged geostrategic location and the great wealth of the Peruvian sea is favorable to promote this development which is presented as a great opportunity and source of competitive advantage for the country.
The proposal for the development of a maritime cluster in Peru presented is very important because it will allow all the organizations and institutions related to the maritime field to be concentrated in terms of an articulating and dynamic unit, which will generate innovation, improve productivity and the competitive advantage of the country.
Considering the strategic importance of the development of a maritime cluster in Peru, the proposal for the design of the National Maritime Policy to promote the development of a maritime cluster has been raised with a long-term horizon, that is, for the period 2020 to 2050.
Both proposals have been submitted to expert judgment; who validated the proposals, highlighting the importance of the development of a maritime cluster in Peru for the period of analysis, also considering it as successful and timely to be incorporated into the National Maritime Policy.
For the development of the proposal for the design of the National Maritime Policy, the investigation has taken as reference the CEPLAN National Policy Guide official document for the elaboration of national policies, where only the design stage that is the first of Four stages established by the methodology, pending further investigation of multidisciplinary scope to develop the stages of formulation, implementation and monitoring-evaluation
Modelo de transferencia tecnológica para la mejora de la investigación y desarrollo tecnológico en la Marina de Guerra del Perú
Get PDFLa presente investigación tiene como objetivo identificar el modelo de transferencia tecnológica que permita contribuir a la mejora de la investigación y desarrollo tecnológico en la Marina de Guerra del Perú.
Como parte de la metodología, propia de un enfoque cualitativo, se aplicó el diseño evaluativo y el método de solución de problemas, el cual permitió seleccionar y evaluar los diferentes modelos de transferencia tecnológica aplicando la matriz de selección como herramienta de calidad. Posteriormente, se desarrolla y conceptualiza el modelo de transferencia tecnológica propuesto, el cual pretende representar de forma holística los actores, etapas y mecanismos de transferencia tecnológica más relevantes que intervienen en la transferencia tecnológica, teniendo como principal beneficiario al Centro de Investigación y Desarrollo Tecnológico de la Marina de Guerra del Perú.
Este trabajo demostró que el modelo de transferencia tecnológica propuesto como solución al problema, es el más conveniente para la mejora de la investigación y desarrollo tecnológico en la Marina de Guerra del Perú. Puesto que, pretende tener un enfoque ecléctico y orientado a procesos, el cual permita aprovechar y complementar las ventajas de los cuatro modelos de transferencia tecnológica establecidos como alternativas de solución.The purpose of this research is to identify the technology transfer model that will contribute to the improvement of research and technological development in the Peruvian Navy.
As a methodological part, characteristic of a qualitative operational approach, the "problem solving method" was applied, which selected and evaluated the different models of technology transfer applying the selection matrix as a quality tool. Subsequently, the proposed technology transfer model is developed and conceptualized, which aims to holistically represent the most relevant actors, stages, and mechanisms of technology transfer involved in technology transfer, with the main beneficiary of the technology being the Research Center and Technological development of the Peruvian Navy.
This work demonstrates the proposed technology transfer model as a solution to the problem, it is more convenient for the improvement of research and technological development in the Peruvian Navy. Since, it aims to have an eclectic and process-oriented approach, which allows obtaining and complementing the advantages of the four technology transfer models established as solution alternatives

Get PDFEl presente Trabajo de Investigación denominado "Recuperación de las Capacidades Operativas del Escuadrón de Submarinos", bosqueja a través de una investigación descriptiva las motivaciones, medios y restricciones de todos los agentes que participan e intervienen en el proceso de toma de decisiones, y estas están directamente relacionadas con el conocimiento pleno de las fortalezas, oportunidades, debilidades y amenazas institucionales. Asimismo estos agentes toman en consideración el entorno político y económico actual, tanto nacional como internacional, permitiendo plantear alianzas e identificar los posibles conflictos, a manera de poder delinear finalmente un plan estratégico que logre el objetivo operacional diseñado.

Get PDFEl presente trabajo de investigación, de enfoque cualitativo, tuvo por objetivo formular los lineamientos como parte de una Política Marítima Nacional al año 2030, orientados a fortalecer la conciencia marítima nacional e impulsar la identidad marítima.
Las técnicas para la recolección de datos fueron entrevistas dirigidas a especialistas y profesionales con experiencia en el área de la investigación, mediante un cuestionario estructurado pre establecido, con el fin de poder recabar información de interés profesional en base a sus experiencias, opiniones y puntos de vistas argumentados y que sirvieron de insumo para el análisis correspondiente.
Asimismo, se efectuó análisis de la información de documentos de temas relacionados al trabajo de investigación, con el fin de obtener datos de importancia y poder compararlas con la proporcionada a través de las entrevistas a especialistas y profesionales.
Como resultados de la investigación, a juicio de especialistas y profesionales, se concluye que el no contar con una Política Marítima Nacional ha sido un factor desfavorable en el fortalecimiento de la conciencia marítima nacional y la identidad marítima en la población peruana. Asimismo, que los lineamientos propuestos, como resultados del trabajo de investigación, fortalecerían la conciencia marítima nacional e impulsaría la identidad marítima.The objective of this research, of qualitative approach, was to develop guidelines as part of a National Maritime Policy to 2030, oriented to strengthen national maritime awareness and to promote the maritime identity.
In order to collect information of professional interest based on experience, opinions and argued points of view, useful for the corresponding analysis, interviews with a pre-established structure questionnaire were addressed to experienced experts and professionals on research as part of a data collection technique.
Likewise, a document information analysis related to research was performed in order to obtain important data and to compare them to the information acquired from the above-mentioned interviews carried out to experts and professionals.
In conclusion, as a result of this research and according to experts and professionals it is determined that without a National Maritime Policy a national maritime awareness and maritime identity within Peruvian population could not be strengthened. Likewise, as a result of this research, the guidelines suggested would strengthen national maritime awareness and promote maritime identity
Terrorismo Internacional y su Influencia en los Intereses Marítimos del Perú
Get PDFLa investigación tiene como objetivo el determinar la influencia del terrorismo internacional en los intereses marítimos del Perú; describiendo las actividades de terrorismo internacional que podrían ocurrir en el mar peruano y así determinar aquellas actividades de intereses marítimos que se verían afectadas en caso de
perpetuarse actividades ilícitas y ataques por parte del terrorismo internacional; con el fin de implementar soluciones de prevención, contención y reacción ante esta potencial amenaza mundial.
El presente trabajo de investigación cualitativo, de tipo básico con diseño fenomenológico se desarrolló en la ciudad de Lima, en la cual se utilizó bibliografía nacional e internacional y la opinión de personal de Marina de Guerra del Perú, Policía Nacional y Civil expertos en la materia tanto en terrorismo internacional como en intereses marítimos. Para la investigación se utilizó como instrumento entrevistas semi estructuradas donde se tuvo como resultado la carencia de medidas de contención y protección, así como de prevención y respuesta rápida por parte de la Marina de Guerra del Perú y otras instituciones frente a actividades y ataques del terrorismo internacional, lo cual constituye una situación que impide proteger
adecuadamente a los intereses marítimos de esta amenaza.
Se propone implementar: barreras defensivas; sistemas de vigilancia de aguas próximas; la creación una unidad especializada en reacción frente a un ataque terrorista en el mar; efectuar simulacros ante atentados terroristas y la creación e implementación de una fuerza multinacional en el Pacífico Sur que efectué
patrullaje y vigilancia marítima para prevenir y reaccionar ante ataques terroristas y sus actividades ilícitas que amenacen a los intereses marítimos del Perú.The objective of this investigation is to determine the influence of international terrorism on the Peruvian maritime interests; describe the activities of international terrorism that could occur in the Peruvian sea and to determine those activities of maritime interests that would be affected in the event of an international terrorism attack, in order to implement solutions for prevention, containment and reaction to this potential global threat.
The present qualitative research, of basic type with phenomenological design was developed in the city of Lima, capital of Peru, in which it was used as personal sample of officers of the Peruvian Navy and of the National Police with important positions and with up-to-date information on both terrorism and maritime interests. For the investigation, semi-structured interviews were used as an instrument, resulting in the lack of a rapid prevention and response unit on the part of the Peruvian Navy against an attack of international terrorism, which is a situation that prevents protection appropriately to the maritime interests that would be affected in case that said probability finally becomes concrete.
In order to solve this, it is proposed, to improve the port security, the creation of mocks against terrorist attacks, the creation of a specialized unit in reaction to a terrorist attack in the Peruvian sea, and in coordination with other states in the region the creation of a multinational force in the South Pacific in charge of preventing and combating terrorism that threaten the maritime interests

Efectividad de las Unidades de la Armada de México para la Vigilancia Marítima en el Alto Golfo de California
Get PDFLa presente investigación tuvo como objetivo general determinar la efectividad de la vigilancia marítima en el Alto golfo de California empleando las diversas unidades asignadas a dicha área geográfica. La muestra estuvo representada por una Patrulla Oceánica Clase Durango, un helicóptero Mi-17 y un Vehículo Aéreo No Tripulado (VANT) Arcturus T-20.
La presente investigación se sustentó en la Teoría del Análisis de Operaciones, el enfoque de la investigación fue el cuantitativo, respecto al diseño es evaluativo, comparativo y operativo. Por otro parte, las técnicas empleadas para recopilar la información fue el registro bibliográfico por medio de fichas de registro bibliográfico. Para el procesamiento de la información se empleó la técnica de determinación del cálculo de probabilidad de detección en una búsqueda aleatoria y técnica de la determinación del cálculo de la eficiencia, cuyos resultados se exponen y especifican mediante el empleo de software MATLAB y hojas de cálculo.
La investigación concluye que para realizar una vigilancia diurna el explorador que cumple con los criterios de adaptabilidad y aceptabilidad es el helicóptero Mi-17. De igual manera para realizar una vigilancia nocturna el explorador que cumple con el criterio de adaptabilidad es la Patrulla Oceánica. Y por último para realizar una vigilancia nocturna en donde sea necesario alcanzar un valor aceptable de eficacia con un alto grado de eficiencia, el explorador que cumple con los criterios de adaptabilidad y aceptabilidad es el VANT considerando la operación de cinco aeronaves.The purpose of this research was to determine the effectiveness of maritime surveillance in the Upper Gulf of California using the various units assigned to that geographical area. The sample was represented by a Durango Class Ocean Patrol Vessel, a Mi-17 helicopter and an Arcturus T-20 Unmanned Aerial Vehicle (VANT).
The present research was based on the Operations Analysis Theory, the focus of the research was quantitative, the design is evaluative, comparative and operational. On the other hand, the techniques used to collect the information was the bibliographic record by bibliographic record sheets. For the information processing the technique of determining the calculation of the probability of detection is used in a random search and a technique of the determination of the calculation of the efficiency, whose results are exposed and
specified through the use of MATLAB software and spreadsheets.
The investigation concludes that in order to carry out a daytime surveillance, the explorer that meets the criteria of adaptability and acceptability is the Mi-17 helicopter. Similarly, to perform a night watch the explorer that meets the criteria of adaptability is the Ocean Patrol Vessel. Criterios para un acuerdo Perú - Ecuador sobre la base del Plan de acción internacional para prevenir , desalentar y eliminar la pesca ilegal, no declarada y no reglamentada
No full textEl presente trabajo de investigación ha tenido como objetivo formular criterios para establecer un acuerdo bilateral entre Perú y Ecuador para prevenir, desalentar y eliminar la pesca ilegal, no declarada y no reglamentada, en base al Plan de Acción Internacional PAI-INDNR, promovido por la Organización de las Naciones Unidas para la Agricultura y Alimentación (FAO). A través de un estudio cualitativo se abordó la problemática de la pesca INDNR que viene afectando a las zonas marítimas del Perú y Ecuador desde varios años atrás, involucrando dimensiones en el campo político, jurídico, económico, social, medioambiental y de seguridad.
A través del análisis documentario de estudios referentes al tema, así como entrevistas a especialistas, profesionales y expertos que trabajan en diversas áreas involucradas al problema, se obtuvieron resultados que permitieron obtener un panorama completo de la situación actual referente a la pesca INDNR en ambos países. Para ello se consideró en la investigación las consecuencias causadas por la pesca INDNR, la efectiva aplicación del PAI-INDNR, la situación actual de las relaciones internacionales, y estableciendo diversos criterios que fueron perfeccionados por profesionales y expertos.
Se concluyó que la pesca INDNR ha causado un impacto en los campos político, jurídico, económico, social, medioambiental, así como en diversos problemas de seguridad; que existen condiciones óptimas para que el Perú y Ecuador establezcan mecanismos para el combate efectivo contra la pesca INDNR; y como propuesta, se han establecido criterios que permitirán establecer un Acuerdo Bilateral entre ambos países para prevenir, desalentar y eliminar la pesca INDNR tomando como base el Plan de Acción Internacional PAI-INDNR.The purpose of this research work has been to formulate criteria to establish a bilateral agreement between Peru and Ecuador to prevent, discourage and eliminate illegal, unreported, and unregulated fishing, based on the International Plan of Action PAI-IUU, promoted by the Food and Agriculture Organization of the United Nations (FAO). Through a qualitative investigation, the problem of IUU fishing has been affecting the maritime areas of Peru and Ecuador for several years, involving dimensions in the political, legal, economic, social, environmental, and security matters.
Through the documentary analysis on the subject, as well as interviews with specialists, professionals, and experts working in several areas involved, results were obtained that allowed have a complete overview of the current situation regarding IUU fishing in both countries. It has been considered in the present investigation consequences caused by IUU fishing, the effective application of the IPA-IUU, the current situation of international relations, and establishing various criteria improved by professionals and experts.
It was concluded that IUU fishing has caused a mainly legal, economic, and social impact, as well as various security problems; there are optimal conditions for Peru and Ecuador to establish mechanisms for effective combat against IUU fishing; and as a proposal, criteria have been established that will allow the establishment of a Bilateral Agreement between both countries to prevent, discourage and eliminate IUU fishing based on the PAI-IUU International Action Plan
Roles de las Operaciones Especiales en la Guerra Híbrida: Acciones de Rusia en Crimea, 2013 al 2014.

En tal sentido, las Operaciones Especiales desempeñan un papel crucial en este tipo de guerra y debido a su capacidad de comprender la articulación de estos actores, serán llamadas a efectuar parte de estas operaciones de naturaleza híbrida. Por esta razón, la presente investigación tuvo como objetivo principal explicar los roles estratégicos y operacionales de las operaciones especiales en la guerra híbrida, a partir, del análisis de las acciones de Rusia en Crimea entre el 2013 y 2014.Developing a Hybrid War allows the executing country to combine a series of state and non-state actors, to have at its disposal multiple conventional and unconventional tools, to reduce, equalize or expand the differences with other military forces by destabilizing their adversary from within. Gestión administrativa y calidad del servicio de la Autoridad Marítima Nacional según el usuario en el puerto del Callao.
Get PDFLa presente investigación tuvo como objetivo general determinar la incidencia de la gestión administrativa en la calidad del servicio de la Autoridad Marítima Nacional según el usuario en el puerto del Callao; estimando un modelo de regresión logística que permita describir dicha incidencia; la muestra estuvo conformada por 384 usuarios de dicho servicio; para los cuales se establecieron las variables de gestión administrativa y calidad del servicio.
El paradigma que sustenta la presente investigación es el positivismo, el enfoque metodológico es el cuantitativo, tipo básico, siendo el diseño no experimental de nivel correlacional causal; para los cuales se establecieron dos instrumentos de recopilación de información (cuestionarios): gestión administrativa y calidad de servicio (bajo la metodología SERVQUAL), ambos en escala de Likert, habiendo sido sometidos a validez y confiabilidad, cuyo procesamiento de resultados se presenta textual y gráficamente.
De los resultados obtenidos se llega a la conclusión que: la gestión administrativa incide significativamente en la calidad del servicio de la Autoridad Marítima Nacional según el usuario en el puerto del Callao; esto muestra que el 49.2% de la variación de la calidad de servicio es por influencia de la gestión administrativa que realiza la Dirección General de Capitanías y Guardacostas.Tesi
