    Why and How to Develop Day Centers: Putting the Well-Being of Older People and Caregivers First

    The accelerated process of population aging in Latin America and the Caribbean is leading to an increase in the number of elderly people in need of care. One of the region\u27s challenges lies in developing care services at scale that respect the preference of most people to age in their homes and ease the burden of care for families. In this study we analyze day centers in Latin America and internationally, particularly in Uruguay, Argentina, Mexico, the United States, and France. In addition, we have compiled the multiple benefits of day centers for their users, family caregivers and the social and healthcare system, as well as their prices in the region. Day centers are priced at $234 per month, which is lower than other care services. An added value of this study is that, based on learnings from good practices, we have developed an operational guide on how to design and implement quality day centers following the Person-Centered Care approach. We also provide detailed recommendations on physical resources (space, equipment and transportation), human resources, and how to organize the day-to-day running of the center, including the development of personalized itineraries for each user

    Bank Loans, Trade Credit and Export Prices: Evidence from Exchange Rate Shocks in China

    This study investigates exchange rate pass-through (ERPT) to international prices in the context of trade credit usage. Utilizing a comprehensive dataset including customs transactions and balance sheet data of Chinese exporters during 2000-2011, we document several stylized facts. First, there exists a significant dampening effect on the sensitivity of international pricing to exchange rate fluctuations among exporters that extend substantial trade credit, indicating a more complete ERPT. Second, the interest payments made by exporters to domestic banks exhibit negative responsiveness to home currency depreciation. Third, we observe substantial complementarity between trade credit and bank loans. To explain these patterns, we introduce a theoretical model featuring trade credits, bank lending and exchange rate shocks. Our findings underscore the importance of considering the financial health of firms in policy formulation, particularly in strategies aimed at managing inflation through supply chains

    Labor Market Effect of Granting Amnesty to Venezuelan Refugees and Migrants in the Dominican Republic

    This paper examines the labor market impact of an amnesty program in the Dominican Republic, that grants Venezuelan refugees and migrants an ID card that allows them to work legally. To identify the effect, we compare the outcomes of those who received and did not receive ID cards before and after they were issued, leveraging the unexpected timing of their distribution. Our findings reveal negligible effects on the extensive margin, but indicate positive effects on the quality of employment, particularly in the likelihood of having a written contract and working in the formal sector. However, no discernible impact is observed on the likelihood of being overqualified for ones job or salary. The results suggest that the amnesty has helped Venezuelans integrate into the formal labor market, yet additional reforms such as title validation may be necessary to address the remaining barriers limiting full socio-economic inclusion

    Mirror, Mirror on the Wall: Which Jobs Will AI Replace After All?: A New Index of Occupational Exposure

    This paper introduces the AI Generated Index of Occupational Exposure (GENOE), a novel measure quantifying the potential impact of artificial intelligence on occupations and their associated tasks. Our methodology employs synthetic AI surveys, leveraging large language models to conduct expert-like assessments. This approach allows for a more comprehensive evaluation of job replacement likelihood, minimizing human bias and reducing assumptions about the mechanisms through which AI innovations could replace job tasks and skills. The index not only considers task automation, but also contextual factors such as social and ethical considerations and regulatory constraints that may affect the likelihood of replacement. Our findings indicate that the average likelihood of job replacement is estimated at 0.28 in the next year, increasing to 0.38 and 0.44 over the next five and ten years, respectively. To validate our methodology, we successfully replicate other measures of occupational exposure that rely on human expert assessments, substituting these with AI-based evaluations. The GENOE index provides valuable insights for policymakers, employers, and workers, offering a data-driven foundation for strategic workforce planning and adaptation in the face of rapid technological change

    The IDB Group is committed to positioning the region as a nature powerhouse, aiming for a positive impact on biodiversity and improving the well-being of Latin America and the Caribbean people. The new Institutional Strategy: Transforming for Scale and Impact, treats biodiversity, natural capital, and climate action as vertical priorities and cross-cutting issues to be mainstreamed throughout the portfolio in diverse sectors and countries. The IDB Group Natural Capital and Biodiversity Mainstreaming Action Plan 2024-2025 (NCBMAP) responds to this institutional commitment and supports and enhances the implementation of the IDBG Climate Change Action Plan 2021-2025, the upcoming IDBG Disaster Risk Management Action Plan (2024-2025), and the Environmental and Social Policy Framework adopted in 2020. It also is consistent and aligns with the MDB Joint Statement on Nature, People, and Planet to mainstream natural capital and biodiversity signed in 2021. The objective of the IDB Group Natural Capital and Biodiversity Mainstreaming Action Plan is to mainstream biodiversity and natural capital within the IDB Groups operations in key areas where nature can support economic, social, and climate-smart development. The action plan should also help accelerate work by countries to achieve their nature-positive objectives

    Adaptive social protection refers to the utilization of social protection systems and programs to enhance the ability of impoverished and vulnerable households to withstand and recover from various shocks, such as those associated with climate change.The maturity model is an assessment tool that seeks to measure the capacity of social protection systems to fulfill these new functions. This model is organized into 7 dimensions and consists of 50 indicators. It assesses the level of maturity of the system across 5 different levels. The interconnectedness and reciprocal influence across these dimensions ensure a holistic examination, preventing fragmented approaches and offering a comprehensive perspective of the system

    Evaluation of the Development Effectiveness Framework

    In 2008, the Inter-American Development Bank (IDB) introduced the Development Effectiveness Framework (DEF) to enhance the effectiveness of its products. This evaluation assesses the degree to which the DEF is achieving its objectives and identifies factors influencing its performance. Using mixed methods, including surveys, machine learning models, and causal inference models, the evaluation found that while the DEF established a structured system to measure project results, outcomes have fallen short of targets due to various factors. The evaluation reveals challenges in governance arrangements, implementation approach, and institutional culture. Key recommendations include ensuring proper incentives for prioritizing development results, defining clear stakeholder roles, enhancing strategic selectivity, and improving project management processes
