Research Insights: How Do Confirmation Frames Reduce Misinformation in Fact-Checking?

    Get PDF
Confirmation frames lead to higher engagement rates than refutation frames across four countries. Confirmation frames are also associated with reduced negative emotions and affective polarization, which is vital for policy interventions targeting health misinformation and harmful speech. By reducing negative emotions and fostering positive ones, confirmation frames could contribute to a more constructive and less polarized online environment

    Tech Report: GIS

    Get PDF
GIS applications are extensive, spanning project management, agriculture, urban planning, and emergency response. In project monitoring, GIS enables effective resource prediction and allocation. In agriculture, it aids in resource planning, while in urban planning, it enhances infrastructure maintenance and service management. Moreover, GIS plays a crucial role in emergency response, optimizing information and resource distribution. Additionally, it contributes significantly to environmental conservation and search and rescue missions, enhancing the efficiency and effectiveness of these endeavors. The synergy between GIS and emerging technologies such as Artificial Intelligence (AI), drones, the Internet of Things (IoT) and Augmented Reality (AR) expands the horizons of geospatial data analysis and visualization. This integration promises innovative solutions to complex challenges, improving urban planning, resource management, and emergency response, to name a few

Enabling Factors for the Accumulation of Technological Capabilities in Innovative Firms: A Micro-Macro Approach in Latin America

    Get PDF
Enhancing the technological capability accumulation process (TCAP) in firms is essential for Latin America\u27s economic development. Yet, the dynamics between firms\u27 characteristics and contextual factors that can help improve TCAP remain underexplored in the region. This study assesses the effects on TCAP of firm-level factors and national innovation systems (NISs)the network of institutions, policies, and relationships governing innovation within a country. Using data from the harmonized Latin American Innovation Surveys Database (LAIS) and a dataset to measure capabilities at the country level, we undertake a multilevel analysis for 20062016 to estimate the effects of NISs and firms structural characteristics on TCAP. Our results reveal that firm size, R&D capabilities, qualified personnel, and macro factors like national R&D investment and scientific output significantly drive TCAP. Conversely, factors such as corruption perception emerge as significant obstacles. These findings underline the complex interplay between innovation policies and firm capabilities, offering nuanced insights for policymakers to foster innovation in Latin America

Guide to Support the Design and Implementation of Measures to Prevent and Address Discrimination Based on Gender and Sexual Orientation

    Get PDF
This guide is part of the inputs intended to support the full implementation of the new Environmental and Social Policy Framework (MPAS) of the Inter-American Development Bank, particularly the Gender Equity Environmental and Social Performance Standard (NDAS 9). This is an input for the incorporation of a broad and plural perspective of gender equality, that is, one that includes sexual orientation, gender identity and gender expression. The recommendations and practices outlined here are useful resources to take into account in two fundamental instances: 1) in the risk analysis of potential disproportionate negative impacts that may arise as a result of the operations of projects financed by the Bank for LGBTQ people; and 2) in the design of prevention, mitigation, and compensation measures that may be required

Promoting Technology Adoption in Schools: Preliminary Evidence from Peru

    No full text
This paper investigates the effectiveness of different interventions to promote teacher adoption and sustained use of a Computer-Assisted Learning (CAL) platform in public schools in Lima, Peru. The study evaluates three strategies: schoolwide workshops, targeted workshops for selected teachers, and a combination of workshops and personalized coaching. Using a large-scale randomized controlled trial involving low-performing schools, we find that all strategies significantly increased teacher registration and initial student engagement with the platform. Teachers who participated in workshops exhibited more than double the registration rates compared to the control group, and those who received both workshops and coaching demonstrated higher sustained use, as evidenced by a greater share of students connecting regularly and completing exercises. Spillover effects were important. Non-treated teachers in treated schools use the platform significantly more than control teachers. However, platform use declined markedly one year post-intervention, highlighting the necessity for continuous support

The Role of Independent Regulatory Agencies in Water Access: Evidence from Latin America and the Caribbean

    Get PDF
This empirical study investigates the impact of independent regulatory agencies on access to safely managed water in the region during 2000-2022. Utilizing a dynamic panel estimator with bootstrap-based bias correction, we find a positive effect of these agencies. Notably, their impact increases over the first 21 years until reaching a peak. Additionally, our analysis reveals that countries governed by left-wing parties over extended periods experience lower access rates. However, no evidence of political interference in the agencies impact on water access is found
