    Tracking the Reform Process from Newspaper Data

    Countries often undertake structural reforms to boost productivity, reduce inequality, and improve public sector efficiency, yet there is limited data on the reform process to evaluate these efforts. We examine the extent to which large language models (LLMs) applied to media articles can fill this evidence gap, using a case study from Colombia. We find that suitably prompted LLMs produce output that aligns with human reading. The output reveals extensive coverage of the debate and discussion that precedes reform adoption or rejection, and can be used to track the evolution of specific reforms. We conclude that our methodology, once expanded, could produce a uniquely valuable dataset

    How do Trade Restrictions Affect Market Diversity?

    This paper examines the impact of safeguard import tariffs on market diversity in Ecuador from 2015 to 2017. Using firm-level data, we estimate the effects of tariffs on revenue and market shares in the Manufacturing and Wholesale & Retail (W&R) sectors with a Quantile Treatment Effect on the Treated (QTT) estimator. We also assess firm exit probabilities and pass-through effects on prices through a difference-in-differences approach. By linking firm-level QTT estimates to industry-level diversity measures, we construct counterfactual revenue distributions to quantify the effect on market concentration. We find that tariffs disproportionately reduced revenue and market shares for smaller firms, significantly increasing exit rates and reducing market diversity, with stronger effects in W&R. While tariffs did not generate broad inflationary pressures, they induced short-term pass-through effects that further strained smaller firms. These sector-specific price responses reinforced market consolidation, accelerating the decline in market diversity

    Direct and Spillover Effects of an Agricultural Technology Adoption Program: Evidence from Bolivia

    This study employs an experimental approach to estimate both the direct and indirect effects (i.e. spillovers) of an agricultural technology adoption program on small landholder farmers in Bolivia. Specifically, the evaluation focuses on the second phase of the "Creación de Iniciativas Agroalimentarias Rurales" (CRIAR) program, which aimed to increase agricultural productivity, income, and food security among smallholder farmers through technology adoption. Implementing a two-stage randomized experiment, the study uses instrumental variable (IV) analysis to measure the local average treatment effect (LATE) of the program. The survey sample includes 1,684 farmers, consisting of direct beneficiaries, contaminated control households, and pure control households. Findings reveal statistically significant direct effects on household income, total production value, sales, technology adoption, and crop diversification. The results also suggest that most of the direct effects intensify over time. Furthermore, the analysis confirms the presence of spillover effects, supporting the hypothesis that farmers residing near program beneficiaries receive indirect benefits
