    Analysis of Organizational Management Factors Affecting the Innovation Capability of Small and Medium-Sized Enterprises

    The purpose of this article is to evaluate how management characteristics affect small and medium-sized enterprises' (SMEs) capacity for innovation. A total of 315 SMEs in Uzbekistan were analyzed between 2022 and 2023. Leadership, information and knowledge management, customer relationship management, business-society relationship management, results, age, and size were among the internal aspects taken into account. Innovation capability was evaluated using sectoral innovation level. The correlations were analyzed using data envelopment analysis and multiple linear regression. The results showed that an organization's efficiency and capacity for innovations are positively impacted by information and knowledge, customer interactions, leadership, and society

    Strategic Approaches to Improving the Efficiency of Public Administration and Improving Environmental Legislation of the Republic of Uzbekistan

    The article analyzes the views of foreign experience of public administration in the field of ecology and environmental protection, its current state and relevance. Based on the geographical and ecological characteristics of the country, over the years of independence and its specificity of measures taken in Uzbekistan for the use and protection of the environment, their compliance with international standards, factors have been identified for improving legislation in the field of ecology and environmental protection. To improve public administration and environmental legislation in the field of environmental protection, scientific and theoretical views on the future adoption of the  “Environmental Code" were substantiated, as well as, further consolidation of these ideas in practice, scientific, theoretical and practical recommendations were given for a positive solution to environmental issues and environmental protection, summarized and expressed the author's reasoned views on the integration of environmental science. The place and role of national legislation for development in the field of ecology and environmental protection is noted, which is of great importance for the study of foreign experience and the application of legislation in this area. In this regard, special interest is shown in the study of environmental law in the USA, Japan, Germany, France, Great Britain, Switzerland, Sweden and other economically developed countries. These countries have accumulated extensive experience in the creation of environmental legislation in the field of the environment and its implementation

    Policy Implementation of Child Identity Cards (KIA) in Bengkulu City

    This study aims to evaluate the implementation of the Child Identity Card (KIA) policy in Bengkulu City, as regulated by the Indonesian Ministry of Home Affairs Regulation No. 2 of 2016. The KIA program is designed to ensure every child under the age of 17 receives an official identity card, promoting their rights to civil registration, access to public services, and protection. Using a qualitative descriptive approach, the research gathers data through interviews, observations, and documentation. Wayne Parsons’ formative and summative evaluation models were employed to analyze the program’s effectiveness and impact. Findings show that although the KIA implementation has followed the formal Standard Operating Procedures (SOP), the actual ownership rate remains below the national target of 75%, with only 51.31% of eligible children possessing the card in 2023. Contributing factors include public unawareness, lack of continuous socialization, and limited resources—such as only one functioning card-printing machine. Despite existing digital platforms and hospital integration efforts (e.g., 3-in-1 birth registration systems), societal perception about the importance of KIA remains low, with many believing that a birth certificate alone is sufficient. This study suggests the need for ongoing public education campaigns, improved infrastructure, and stronger parental engagement to ensure the effectiveness and sustainability of the KIA program.     People who work as fishermen usually live close to coastal waters. They have an economic life related to marine resources. Fishing activities by fishermen affect the costs incurred. The large costs incurred by fishermen mean that fishermen's finances must be stable for expenses. This stability needs to be balanced with stable income. The urgency of this research is that fishermen's catch of fish is difficult due to weather changes and the damage to the potential of the Panarukan sea, which has triggered the development of the pesse budu' or childbirth money loan business to drive the fishermen's economy. The aim is that researchers are interested in analyzing the financial health of cooperatives. The research method used is qualitative. This qualitative method was used to find out more about the role of the healthy financial performance of KUD Mina "Samudra Jaya" on the fishermen's economy which influences the development of the money-bearing culture. Data collection in the field was carried out through direct observation, study literature. The result is Liquidity Ratio, namely the calculation of the current ratio with a result of 181.3% in 2018 with good criteria, in 2019 with a value of 160.6% with quite good criteria. Solvency Ratio , Total Debt to Total Assets Ratio with a value of 55.2% in 2018 with fairly good criteria and 62.3% in 2019 with poor criteria. Total Debt to Equity Ratio with a value of 66.7% in 2018 and 59.3% in 2019 with very good criteria in those 2 years. Profitability Ratio, Return on Assets (ROA) with a value of 12.3% in 2018 and 14.3% in 2019 with very good criteria in those 2 years. Return on Equity (ROE) was 14.8% in 2018 and 13.5% in 2019 with fairly good criteria in those 2 years

    Administrative System of Limited Stay Permits for Foreign Nationals in Bengkulu Province (A Case Study at Class I Immigration Office TPI Bengkulu)

    This study explores the administrative system for managing Limited Stay Permits (ITAS) for foreign nationals at the Class I Immigration Office TPI Bengkulu. Employing a qualitative descriptive approach, the research aims to analyze the quality of public services through five dimensions: tangibility, reliability, responsiveness, assurance, and empathy. Data were collected using interviews, observations, and documentation involving immigration officers and foreign nationals as informants. Findings indicate that while the immigration office has implemented standard operating procedures effectively and provides adequate facilities, several challenges persist, such as language barriers, legal verification difficulties, and the lack of supporting infrastructure like photocopying and office supplies. Despite these challenges, the overall service was assessed as satisfactory by the foreign applicants, especially in terms of responsiveness and adherence to service timelines. The study suggests that enhancing language capabilities and improving supporting facilities could significantly elevate service quality.     An Analysis of Female Leadership in Babatan Sub-District Office, Sukaraja District, Seluma Regency

    This research explores the leadership style of a female village head (lurah) in Babatan Sub-District, Sukaraja District, Seluma Regency. The presence of female leaders in public administrative offices is often met with mixed perceptions, reflecting persistent gender stereotypes in leadership roles. This qualitative descriptive study aims to analyze the applied leadership style of the female lurah, using four theoretical frameworks: masculine, feminine, transactional, and transformational leadership models. Data were collected through observations, interviews with staff, community members, and documentation. The findings reveal that the female lurah exhibits both strengths and limitations in her leadership. While her feminine leadership traits promote inclusiveness and collaborative decision-making, the research also found a lack of consistency in asserting authority, particularly in public policy enforcement. Transactional elements, such as contingent rewards, are still underdeveloped, though staff noted improvements in administrative structure. Transformational traits like charisma and individual attention to staff were acknowledged, yet perceived inconsistencies in community engagement were noted. Community perception remains polarized—some appreciate her inclusive approach, while others express skepticism due to entrenched gender norms. Overall, the study suggests that effective female leadership at the local government level requires not only strong administrative capabilities but also broader societal acceptance and support. This research contributes to the discourse on gender equality in public service leadership and calls for institutional strategies to support and legitimize women in decision-making role
