    Permissibility of Shooting Down a Civilian Aircraft Used as a Weapon to Perform a Terrorist Aerial Attack within the Jurisprudence of the Polish Constitutional Tribunal

    Following an increasing global terrorist threat in the beginning of 2000s, in 2004 a provision was added to the Polish law which allowed to shoot down a civilian aircraft with passengers and crew on board if being used for illegal activities, namely for carrying out a terrorist attack from the air (an aircraft of a RENEGADE status). In 2007 the Constitutional Tribunal was requested to rule the provision unconstitutional for being inconsistent among others with the principles of correct (decent) legislation, legal protection of human life and protection of human dignity. In its judgment dated September 30, 2008, the Constitutional Tribunal declared that the provision authorizing shooting down a civilian airliner was inconsistent with the Constitution. Thus, it annulled the binding force of the provision.     APOSTOLIC ADMINISTRATION OF THE LATIN RITE IN GEORGIA - 30 LOOKING THROUGH THE PRISM OF THIRTY YEARS OF HISTOR

    In 2023, we celebrated the 30th anniversary of the establishment of the Apostolic Administration of the Latin Rite of the Catholic Church in Georgia and the South Caucasus. Throughout its three decades of existence, the Catholic Apostolic Administration has undertaken significant initiatives, including the restoration and modernization of old, damaged church buildings. This effort not only revived these structures but also transformed them into multifunctional spaces suitable for public meetings. In addition to restoring existing churches, the Apostolic Administration, under the leadership of Apostolic Administrator Bishop Giuseppe Pazzotto and his vicar Father Gabriele Bragantini, played a pivotal role in the construction of new church buildings with modern architectural designs. These new churches were strategically established in cities and villages where Catholic presence was lacking or where churches had been transferred to other denominations. In total, the Apostolic Administration of the Latin Order has erected ten new Catholic churches across different regions of Georgia, each distinguished by its original architecture. The interiors of these newly built temples boast high-level artistic wall paintings. Additionally, more than ten new Catholic chapels were constructed, complemented by extensive restoration work on existing church buildings.     The Reports of European Travelers and Catholic Missionaries on the Purchase of Captives in Western Georgia (17th century)

    After the collapse of the unified state of Georgia, feudal anarchy ensued in Western Georgia. The principalities of Guria, Odishi, and Abkhazia endeavored to achieve complete independence from the King of Imer, and waged war against him. The kings of Imer, representing the central government, sought to exert full control over Western Georgia, but were unfortunately unable to do so. The Ottoman Empire supported the region, promoting its decentralization, which led to the practice of selling compatriots as captives from the principalities to the Ottoman Empire. This dire situation, foreshadowing the catastrophe of Western Georgia, met fierce opposition from the kings of Imer and the Catholicos of LikhtImereti and Abkhazia. In the 15th century, a church assembly convened in Bichvinta, attended by the Catholicos of Abkhazia, Eudemon, and the Catholicos of Georgia, Malachi, vehemently condemned the purchase of captives, and formulated the “Catholic Law,” outlining punishments for those involved in such transactions. Regrettably, these efforts failed to yield results. Catholic missionaries such as Patri Joseph Giudici, Don Christopher de Castelli, Archangelo Lambert, Giudice of Milan, and Don Pietro Avitable, along with European travelers, including Jean Baptiste Tavernier, Jean Chardin, and others, vividly describe the dire situation in the 18th century. Preventing the purchase of captives relied on the presence of a strong central government, which was absent at the time.
